On May 16th, the Traffic Police Department of the Ministry of Public Security sent a document to the Department of Construction and the Project Management Board for Investment and Construction in Dong Nai City, providing feedback on the traffic organization plan to put component 1 of the Bien Hoa - Vung Tau expressway into temporary operation before May 19th.

The Traffic Police Department requested the Project Management Board to promptly complete several technical and safety items before putting the route into temporary operation. Specifically, contractors must focus on completing the median strips, guardrails, and especially the B40 fence system along the entire route to prevent motorcycles, bicycles, pedestrians, and livestock from entering the highway.
In addition, traffic signs, including no-stopping and no-parking signs at intersections and access roads, must be fully installed in accordance with regulations. Appropriate speed limit signs should also be added to branch roads.
The Traffic Police Department also requested the implementation of lane separation, painting speed limit markings on the road surface for each lane, and ensuring that the maximum operating speed is consistent with the approved design.
Notably, the management unit must complete the vehicle weight control station, the intelligent traffic monitoring system, and establish a process for handing over surveillance camera data to the traffic police force to serve in command, control, and violation handling.

Regarding traffic management plans, at the Km16+000 intersection of Bung Mon road (the entrance to the Bien Hoa - Vung Tau expressway from Long Thanh during the recent operational phase), the Traffic Police Department proposes completely closing the intersection using a system of rigid guardrails due to the high potential for accidents when vehicles merge into the main lane.
At the starting point of the route, Km0+000, the Vo Nguyen Giap intersection (Phuoc Tan ward, Dong Nai city), relevant units are required to add detailed traffic flow guidance signs and deploy personnel to man the checkpoint 24/7 to guide vehicles safely. In addition to infrastructure and traffic organization requirements, the Traffic Police Department proposes the addition of a tripartite coordination mechanism involving the traffic police, the route operating unit, and local medical facilities; and the provision of a list of the nearest medical facilities and rescue stations along the route to be ready to handle any incidents that may arise.
The investor and the operating management unit must also strictly carry out maintenance and upkeep of the facility to maintain its technical safety status throughout the temporary operation period.
The Traffic Police Department has requested the Project Management Board to complete the rectification of all recommendations before May 17th to facilitate the final inspection before the planned temporary opening to traffic.

On May 18th, when the entire 54km Bien Hoa - Vung Tau expressway, passing through Dong Nai and Ho Chi Minh City, is fully operational, the following interchanges will be put into operation: Vo Nguyen Giap, Highway 992, and National Highway 56.
The entrance point at Bung Mon, which was used for vehicles during the previous opening phase, will have to be closed to avoid traffic congestion and the risk of accidents. Instead, drivers can access the Bien Hoa - Vung Tau Expressway via the Long Thanh Airport interchange.
On May 18th, the Bien Hoa - Vung Tau Expressway will be temporarily opened to traffic along its entire length. The starting point is at Vo Nguyen Giap Street (Phuoc Tan Ward, Dong Nai City), and the end point is the National Highway 56 roundabout, Tam Long Ward, Ho Chi Minh City.
The Bien Hoa - Vung Tau expressway project, phase 1, has had its total investment adjusted upwards to 21,551 billion VND. The project is approximately 53.7 km long and is divided into 3 component projects.
