
Component Project 1 is managed by the Investment and Construction Project Management Board of Region 3. The project has a total length of over 10.7 km, passing through the communes of Cai Be, An Huu, and My Duc Tay.
The project starts at My Thuan Bridge and ends at Vam Tra Lot Bridge; the section from My Thuan Bridge to Cai Thia Bridge is over 7.1 km long, and the section from Cai Thia Bridge to Vam Tra Lot Bridge is over 3.5 km long. The road width is 7 m, and the design axle load is 10 tons.

The project also includes the construction and extension of culverts across the HL93 road for live loads. The total investment for the project is 126 billion VND from the provincial budget, and it will be implemented over 3 years.
Over the past period, despite being significantly impacted by volatile fuel prices, scarcity and high prices of construction materials, the contractor has still strived to overcome difficulties and maintain the pace of construction on the site.

Observations at the construction site show that the contractor is focusing on mobilizing manpower and equipment to implement the construction of project items such as: driving timber piles to reinforce the roadbed and drainage ditches; constructing stone and gabion pavements; constructing crushed stone base; and filling the road shoulders with soil.
According to the contractor's representative, the company currently has approximately 20 pieces of machinery and equipment, along with dozens of engineers and workers, on the construction site. To date, the construction volume has reached about 50% of the contract value.

Currently, the project's implementation is still facing difficulties due to land acquisition issues in several locations. According to the Project Management Board for Investment and Construction in Region 3, the project affects a total of 508 households. To date, 19 households have yet to agree to hand over the land.
To facilitate construction and expedite project completion, the Project Management Board for Investment and Construction in Region 3 is coordinating with local authorities to accelerate land clearance. Simultaneously, the contractor is concentrating manpower, equipment, and materials to speed up construction in sections where land clearance is not an issue.
According to the Project Management Board for Investment and Construction in Region 3, Component 1 of the Provincial Road 864 Project is being invested in to promote connectivity between Dong Thap province and other provinces and cities in the Mekong Delta region.

The project also contributes to connecting the province's economic regions, creating seamless and synchronized traffic flow and further enhancing the efficiency of the existing transportation network. At the same time, it promotes regional development, creating favorable conditions for attracting investment in the development of industrial zones, urban areas, tourism, and aquaculture.
