Breakthrough in educational development from Resolution No. 71-NQ/TW: Opportunities and solutions from Da Nang's practice

DNO - On the morning of October 10, speaking at the 1st City Party Committee Conference on Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development and Notice No. 81-TB/TW dated July 18, 2025 of the Politburo on the policy of investing in building schools for border communes in the city, Director of the Department of Education and Training Le Thi Bich Thuan affirmed that this is an important breakthrough to build high-quality human resources and international integration.

Mobilizing the total strength of the political system

According to Director of the Department of Education and Training Le Thi Bich Thuan, to effectively implement major policies of the Central Government, Da Nang focuses on strengthening coordination between levels and sectors; between the city and the Central Government during the implementation process.

At the same time, the city promotes propaganda work, mobilizing the participation of the whole society, especially socio-political organizations and people, to spread awareness and action on educational innovation.

"We pay special attention to exploiting the advantages of digital platforms, social networks, and the press in promoting policies in a vivid and effective way," said Ms. Le Thi Bich Thuan.

Faced with new requirements, the Da Nang education sector is urgently reviewing, adjusting or replacing regulations and policies that are no longer suitable to reality and new regulations of the Central Government.

State management of continuing education centers and vocational training facilities is also given top priority.

Many important projects and policies have been and are being consulted and submitted to the City People's Committee and People's Council for approval, such as: Resolution on policies to support teachers and students at public schools; policies to develop preschool education; project to support lunch for primary and secondary school students in border and island communes; project to support teachers and students in mountainous and disadvantaged areas.

The overarching goal is “to not let any student drop out of school due to economic circumstances”, while at the same time maximizing social resources for educational development.

Synchronous investment in facilities, equipment, and digital transformation

The highlight in the strategy for implementing Resolution No. 71-NQ/TW is synchronous investment in the educational infrastructure system - both public and non-public.

Da Nang aims to have at least 80% of high schools meet national standards in terms of facilities by 2030. Along with that are major projects: planning the education system until 2035; project to develop specialized high schools into national key schools, meeting regional and international standards.

The education sector is prioritizing the construction of standard subject classrooms, libraries, and foreign language classrooms; strongly implementing digital transformation in management and teaching; and investing in technology infrastructure to serve the upcoming computer-based high school exam.

Ms. Le Thi Bich Thuan said that immediately after the Politburo issued Notice No. 81-TB/TW, the Da Nang City Party Committee established a Steering Committee to implement this policy in Decision No. 89-QD/TU dated July 28, 2025.

Up to now, the City People's Committee has submitted to the Central Government a proposal to build 6 inter-level boarding schools in border communes including: Dac Pring, La Ee, La Dee, Hung Son, Tay Giang, and A Vuong.

The total registered investment from the central budget is 1,535,624 billion VND, clearly demonstrating the determination not to let students in border areas fall behind in accessing education.

The Director of the Department of Education and Training emphasized that developing the team of teachers and managers is the key step in fundamental and comprehensive educational innovation.

In recent times, Da Nang has implemented many training and development programs to improve the professional qualifications, ethics and pedagogical capacity of teachers. In particular, emulation movements and major campaigns in the industry have contributed to building the image of a dedicated and exemplary teacher.

The Department closely coordinates with the Department of Home Affairs and localities in recruiting, using and planning the team of educational management staff; discovering and nurturing positive factors with development potential.

Notably, the industry has been creating conditions for teachers who teach excellent national and international students to participate in training and exchange experiences with prestigious schools at home and abroad. The synchronous implementation of Resolution No. 71-NQ/TW and Notice No. 81-TB/TW in Da Nang shows a concrete and practical mindset, not just following formalities.

“With the foundation of close coordination between all levels and sectors; investment attention from the Central Government and the city; and the dedication of the teaching staff, the city's education sector believes it will create strong changes, contributing to improving the quality of education,” Ms. Le Thi Bich Thuan emphasized.
