Education and housing – two journeys, two big dreams for everyone. With the support of policy-based funding, these dreams have become closer than ever before.

Breakthroughs from Directive No. 40-CT/TW (Part 1)

Building homes

"Having a stable home and a stable job" is a legitimate and simple aspiration of all people, but for many families of civil servants, public employees, and low-income workers, it is not so simple. To fulfill the dreams of these struggling families, capital from the Vietnam Bank for Social Policies is considered the "key" to helping them build their homes.

In her newly built, spacious house, Ms. Tran Thi Thu Huong (Group 1, Tay Son Ward, Tam Diep City) couldn't hide her joy. Ms. Huong said: She and her husband are from Nho Quan and Yen Mo, respectively, but they established their lives in Tam Diep City. They are both workers at Dong Giao Food Export Joint Stock Company, earning a combined monthly income of only about 15 million VND, while still having to rent a house and raise young children, making life very difficult. Previously, thanks to savings and the help of both sets of grandparents, they had managed to buy a small plot of land – a great effort – so building a house was something they hadn't dared to think about. Then, at the end of 2023, after learning about the Social Housing Loan Program of the Vietnam Bank for Social Policies, they boldly borrowed 460 million VND to build their home. Now, living in a spacious and beautiful new home, with convenient access to school for their children, the couple has added joy and motivation to work hard and build a better life.

Cán bộ, nhân viên NHCSXH chia sẻ niềm vui trong căn nhà mới cùng với chị Quách Thị Ninh ở xóm Dò, xã Yên Hưng, huyện Yên Mô
Officials and staff of the Vietnam Bank for Social Policies (NHCSXH) share the joy in their new home with Ms. Quách Thị Ninh in Dò hamlet, Yên Hưng commune, Yên Mô district.

For Ms. Quach Thi Ninh in Do hamlet, Yen Hung commune, Yen Mo district, the new house has opened a new chapter in her and her husband's happiness. Ms. Ninh is a worker at a factory in the Khanh Thuong Industrial Cluster, and her husband is a construction worker. After saving up to buy a 100 m2 plot of land, the couple planned to borrow from a commercial bank to build a house. They were hesitant because borrowing several hundred million dong would result in high monthly interest and principal payments compared to their income. Then, she learned about the Social Housing Loan Program and boldly borrowed 400 million dong. Now that the new house is completed and in use, her family is very happy.

“The interest rate of the Social Housing Loan program is very favorable, and the long loan term suits my family's income, thus reducing the pressure of installment payments. This has motivated my family to build our new house. Now, my husband and I will work together to save money to pay the interest and principal to the bank as agreed,” Ms. Ninh shared.

The joy of Ms. Huong and Ms. Ninh reflects the shared sentiment of many households receiving preferential loans. This support package from the Vietnam Bank for Social Policies has helped alleviate difficulties and create opportunities for the poor, laborers, and low-income workers to acquire decent homes.

Bà Trần Thị Giang (xóm 2, xã Yên Lộc, huyện Kim Sơn) vui mừng chia sẻ với các cán bộ NHCSXH huyện Kim Sơn về thành tích học tập của các con mình
Ms. Tran Thi Giang (Hamlet 2, Yen Loc Commune, Kim Son District) happily shared with the officials of the Vietnam Bank for Social Policies in Kim Son District about her children's academic achievements.

Conquering knowledge

Even now, Mrs. Tran Thi Giang (Hamlet 2, Yen Loc Commune, Kim Son District) still remembers the mixed feelings of joy and worry when she held her eldest son's name on the university acceptance letter in her hands. Mrs. Giang's worries were also eased when the government's policy-based loan program "knocked on her door."

Recalling those early days, Mrs. Giang said with a heavy heart: “My daughter got into university, and I was both happy and sad because I didn't know where I would get the money for her education when I was raising four children on my own. The entire family's economy depended on two acres of rice paddies and our family's traditional herbal medicine business. Out of love for me, my daughter said she wanted to defer her studies and work part-time to help support her younger siblings before going back to school. But I felt sorry for her and couldn't bring myself to do it. Knowing our family's situation, the local government and various organizations came to persuade us, firmly refusing to let her drop out of school, saying they were afraid she would become greedy and not return to school if she started working and earning money. Then they helped me with all the procedures so I could get a student loan from the Social Policy Bank...”

Four years later, with an engineering degree in hand, Mrs. Giang's son was directly hired by a reputable mechanical engineering company with a high salary and became the breadwinner supporting his two younger siblings who were attending university and his youngest sibling who was in 12th grade. In her small house, filled with certificates and awards from her children, Mrs. Giang couldn't hide her happy smile. "My children's success today is all thanks to the close attention of the local authorities and the humane credit policies of the Party and the State."

Ông Nguyễn Văn Tám (khu Đông, thị trấn Yên Ninh, huyện Yên Khánh) chia sẻ về ý nghĩa mà nguồn vốn chính sách đem lại cho gia đình
Mr. Nguyen Van Tam (Eastern area, Yen Ninh town, Yen Khanh district) shared about the significance that policy-based capital has brought to his family.

Not only Mrs. Giang, but also Mr. Nguyen Van Tam and Mrs. Pham Thi Tuyen in the East area of Yen Ninh town, Yen Khanh district, were deeply moved when sharing about the policy-based capital provided to their families.

As a purely agricultural family, whose economy mainly relies on two rice harvests, supporting their children's university education was extremely difficult. However, Mr. Tran's family persevered, supporting all three siblings with the simple belief that "only education is the most sustainable path out of poverty." Fortunately, throughout their journey of pursuing knowledge, his family always had the support of the Social Policy Bank. It's also gratifying that his children are all loving parents, understand their family's circumstances, and study diligently. His eldest daughter and second son are both studying at the Polytechnic University, while his youngest son is studying at the University of Posts and Telecommunications.

“Despite the hardships and difficulties, our whole family supported each other to rise above them. Today, even though we are still loyal customers of the Vietnam Bank for Social Policies, my wife and I can smile with contentment because all three of our children have received a good education, have stable jobs, and don't have to rely on the precarious life of agriculture like their parents,” said Mr. Tam.

According to statistics from the Vietnam Bank for Social Policies (VBSP) branch in Ninh Binh province, during the 10 years of implementing Directive No. 40-CT/TW, 70,277 disadvantaged students in Ninh Binh province received loans for their studies; and 1,599 disadvantaged students purchased computers and equipment for online learning.

This once again affirms that policy credit is an innovative public financial institution with profound humanistic values, promptly accompanying each citizen at every important stage of their life, whether it's education, career development, entrepreneurship, or settling down...
