Together with the Head of the Steering Committee, the Deputy Heads: Mua A Son, Standing Deputy Secretary of the Provincial Party Committee; Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee co-chaired the conference.

Reporting at the working session, the Party Committee of the Provincial People's Committee informed: After more than 4 months of implementation since the previous Steering Committee meeting (July 27), the implementation of projects has changed and transformed. In which, the Investment Project for the construction of resettlement areas in the Provincial Political and Administrative Center has approved 13 more plans with an area of nearly 15,000m2 , and completed the selection of construction units for packages 1 and 2. The Investment Project for the construction of technical infrastructure and internal traffic in the Administrative and Political Center has organized the selection of contractors and signed 2 construction contracts. The Provincial Guest House Project is estimated to have achieved 19% of the construction and installation volume of the package. Overall assessment: 2/15 projects have been completed and put into operation, 4/15 projects have basically ensured the set schedule, and 9/15 projects are behind schedule.

There are still many shortcomings in the implementation. In particular, the site clearance work is still stuck and has not been thoroughly resolved, affecting the progress and the disbursement of allocated capital; leading to the need to adjust and reduce, causing waste of resources. Along with that, there are limitations in the coordination of task implementation between agencies and units.

Attending the Conference, delegates discussed some difficulties and problems: The construction of the provincial Radio and Television Station headquarters has signed a contract with a construction contractor, but there is no construction site yet, requesting to soon complete compensation and site clearance work to start construction; the construction of the provincial Social Insurance headquarters is stuck with no roads for vehicles to enter for construction; the Hanoi - Dien Bien Phu Primary School project has added the liquidation of the old building to ensure construction progress...
Listening to the opinions, the Head of the Steering Committee suggested: The competent authorities should advise the Provincial People's Committee to fundamentally resolve issues, especially legal issues, to remove obstacles in site clearance, concentrate resources, and hire experts if necessary. The investor and competent authorities should proactively propose solutions to remove difficulties and urge the implementation of work to ensure progress. With the inspection and inventory of assets on land, it is imperative to do it correctly, accurately, seriously, responsibly, and achieve the set goals. The departments and branches should advise on adding experienced and dedicated staff to functional units and localities to quickly implement the project.

Comrade Tran Quoc Cuong emphasized: “We will implement with the spirit of determination to remove obstacles, ensure progress, if we cannot do it, we will return it to the province, stop investing to adjust and focus on other projects to effectively implement, not to let the budget backlog. We hope that individuals and units will be determined to participate, coordinate well with each other to implement and achieve the set goals and plans.”
The next meeting of the Steering Committee is expected to take place in mid-January 2024. The Head of the Steering Committee will assign relevant agencies to report and clearly identify why projects are delayed or cannot be implemented; which projects can be continued and which projects cannot, to propose moving to the next phase, focusing resources on other projects...
