The multi-billion road project struggled all year to spend only 10 billion.

TPO - The Dao Nghia - Quang Khe road project is nearly 26km long with a total investment of 830 billion VND, of which 750 billion VND is from the central budget and the rest is from the locality. In phase 2, the project disbursed slowly and was behind schedule, so the Lam Dong Provincial Inspectorate has just issued an inspection decision.

The Dao Nghia - Quang Khe road project phase 2 is one of the projects that the Lam Dong Provincial Inspectorate has just announced its inspection decision.

According to the report, the Dao Nghia - Quang Khe Road Project (Phase 2) was approved by the People's Committee of Dak Nong Province (old), now Lam Dong Province (new) at the end of 2021. The route has a total investment of VND 830 billion (VND 750 billion from the central budget, the rest from the locality), investing in the construction of nearly 25.8km of road and three bridges according to the design of level III and level IV mountainous areas.

The project is implemented in the 2022-2025 period. However, the project has been continuously behind schedule and has not disbursed capital as planned. Specifically, the capital plan for 2024 (including the capital plan extended from 2023 to 2024) is more than VND 240 billion, of which VND 10.8 billion has been disbursed, reaching 4.5% of the plan. Of which, the project's capital plan extended from 2023 to 2024 has only disbursed VND 8.58 billion/VND 91.66 billion, reaching 9% of the plan, with the remaining VND 83 billion. The capital plan for 2024 has disbursed VND 2.221 billion/VND 150 billion, reaching 1% of the plan.

According to the report of the People's Committee of Dak Nong province (old), the above project belongs to the list of key projects, regional linkage, due to problems related to the project scope overlapping with the planning of exploration and exploitation of bauxite; lack of land for filling, so the disbursement was not fully according to regulations.

The Provincial People's Committee has repeatedly made recommendations to the central ministries and branches but has not received any guidance on how to resolve the issue until the final result. 2025 is the final year of implementing the medium-term public investment plan from the central budget for the 2021-2025 period. In the context of the province's limited budget, the Provincial People's Committee of Dak Nong (old), now Lam Dong (new), has requested the central ministries and branches to allow the transfer of more than VND 83 billion from the 2023 capital plan to 2024.

In the list of projects using central capital that are allowed to extend the implementation and disbursement period from 2024 to 2025, the Dao Nghia - Quang Khe Road Project Phase 2 was only approved for more than 147 billion VND. This means that more than 83 billion VND from the 2023 capital will not be carried forward.
