The Ministry of Transport has just approved the Southern Waterway and Logistics Corridor Development Project (the Project) funded by the World Bank (WB). The Waterway Project Management Board was assigned as the investor.
The project aims to improve the infrastructure system, reduce congestion, accidents, and reduce the cost of transporting goods by waterway through the renovation and upgrading of the East-West transport corridor connecting the Mekong Delta region and the renovation of the North-South transport corridor connecting the Southeast region with the Cai Mep - Thi Vai port cluster.
The project has a total investment of nearly 3,900 billion VND, equivalent to 163.34 million USD. Of which, the WB loan capital is 106.96 million USD, equivalent to more than 2,550 billion VND; the Australian Government 's non-refundable aid capital is 0.58 million USD, equivalent to nearly 13.9 billion VND; the expected counterpart capital is more than 1,330 billion VND, equivalent to 55.79 million USD.
Implementation period is 5 years after the Funding Agreement comes into effect (expected from 2023 to 2027).
The project is invested by the Waterway Project Management Board, Ministry of Transport.
This is a group A project, type of inland waterway traffic works, level II works with investment scope: Congestion points on the East - West corridor through Hau River ( Can Tho City ), Tra On River, Mang Thit River, Co Chien River, Cho Lach Canal, Tien River, Ky Hon Canal, Cho Gao Canal, La Canal, Vam Co River, Nuoc Man Canal, Can Giuoc River, Soai Rap River (HCMC).
Along with that are bottlenecks on the North-South corridor through Dong Nai River (Dong Nai Port), Nha Be River, Long Tau River, Dong Tranh River, Tac Cua River, Go Gia River, Thi Vai River (Cai Mep Thi Vai port cluster).
Regarding the scale of investment, for the East-West corridor, renovation and upgrading will be carried out to ensure that self-propelled ships up to 600 tons, 3-layer container ships can normally circulate 24/7, and self-propelled ships up to 1,500 tons can take advantage of high tides to circulate.
For the North-South corridor, the waterway will be renovated for self-propelled ships up to 5,000 tons and 4-layer container ships to circulate smoothly and safely.
It is expected to dredge the channels on Tra On River, Mang Thit River, Cho Lach Canal, Ky Hon Canal, La Canal and Tac Cua River in accordance with the investment scale. At the same time, construction of storage yards with storage tanks, settling tanks... and dykes to contain dredged materials of the Project.
Constructing embankments to protect the banks at locations where dredging can cause bank erosion and instability of structures along the channel. Constructing Cho Lach 2 bridge across Cho Lach canal.
The Waterway Project Management Board is responsible for receiving appraisal opinions and comments from relevant agencies and units to direct consultants to receive and complete the Project dossier in accordance with regulations. Urgently coordinate with sponsors and relevant agencies to prepare, implement negotiation procedures, and sign loan agreements for the Project as a basis for investment implementation. Closely coordinate with localities in compensation, support and resettlement work, ensuring project implementation progress .
