The project starts at Luong Son commune (intersection of National Highway 1A) and ends at Ninh Gia commune (intersection of National Highway 20). It is divided into two packages. Package XD01 (42km long) from Km0-Km42 is expected to be completed in May 2026. Package XD02 from Km42-Km69 is expected to be completed and put into use on October 15, 2025. However, in this package, the construction site is still in disarray, at risk of being behind schedule.
According to the records at the scene, the Dai Ninh Pass area is more than 10km long (located in the route Km42-Km69), the construction work at the site is still very slow due to the high mountain terrain, deep ravines, and large slope differences... Here, dozens of workers are focusing on building a reinforced concrete bridge more than 103m long and 11m wide. The bridge piers have been basically completed, but the bridge deck has only been constructed for a short section, and will take many months to complete. For the remaining sections on the pass, the contractor is carrying out excavation and embankment work to widen the roadbed, construct overpasses, embankments, and drainage culverts. Every time a vehicle passes by, dust flies up.
Similarly, the remaining sections of the project through the communes of Ta Hine, Ninh Gia, and Luong Son are still under construction. According to Project Management Board 5, Vietnam Road Administration, Ministry of Construction (project investor), due to the adjustment of the site clearance stake placement dossier of the construction drawing design step, the work of measuring maps and confirming the origin of the land has changed and been prolonged; the dossier of assessing the current state of the forest must be adjusted and supplemented to request approval to adjust the policy of changing the purpose of forest use to another purpose, slowing down the progress of the work of changing the purpose of forest use. Currently, the project has about 5.9 hectares of the package from Km0-Km42 without a decision to reclaim land from 176 households (mainly in Luong Son commune).
