Site handover progress is still slow
According to the report of the Department of Construction (the project investor), by August 2025, the compensation plan for site clearance for 75.72/80.01km (94.64%) had been approved. Of which, the site has been handed over to the construction units for 73.95/80.01km (92.4%); there are still 6.06km that are facing problems and have not been handed over.
Specifically, in Sen Ngu commune (Ngu Thuy commune, old Le Thuy district), the construction site has been handed over 10.78/13.89km (77.61%), with 3.11km remaining; Cam Hong commune (Ngu Thuy Bac commune, old Le Thuy district) has handed over 11.48/12.89km (89.06%), with 1.41km remaining; Ninh Chau commune (Hai Ninh commune, old Quang Ninh district) has handed over 10.88/11.13km (97.8%), with 0.25km remaining; Dong Hoi ward (Bao Ninh commune, old Dong Hoi city) has handed over 3.83/4.71km (81.32%), with 0.88km remaining; Dong Trach commune (Duc Trach commune, Dong Trach, old Bo Trach district) has handed over 2.495/2.755km (reaching 90.6%), remaining 0.26km; Hoa Trach commune (Quang Tung commune, old Quang Trach district) has handed over 0.8/0.95km (reaching 84.2%), remaining 0.15km.
Faced with this situation, recently, Vice Chairman of the Provincial People's Committee Phan Phong Phu chaired a site inspection of site clearance and construction progress. After listening to reports from the investor, representatives of local authorities and relevant departments, branches and units, Vice Chairman of the Provincial People's Committee Phan Phong Phu commented: Although departments, branches, localities and units have made efforts to coordinate implementation, up to now, some issues have been resolved slowly, lacking drastic and synchronous solutions. This leads to the progress of handing over the construction site not meeting the requirements set out in the direction of the Provincial People's Committee in June 2025.
In order for the project to be completed on schedule, Vice Chairman of the Provincial People's Committee Phan Phong Phu requested the investor, relevant departments, local authorities, project management boards, and site clearance consultants to strictly implement the directions of the Provincial People's Committee in the past time.
Based on assigned functions and tasks, promptly and thoroughly resolve outstanding problems and bottlenecks in site clearance work; step up propaganda, mobilization, meetings and dialogues with the people to create consensus, promptly hand over the site to the investor for construction implementation, do not let it drag on, affecting the construction progress and investment efficiency of the project, contributing to ensuring progress and disbursement in 2025.
Determined to make efforts to complete site clearance
Implementing the direction of the Provincial People's Committee, currently, the Department of Construction and the Traffic Construction Investment Project Management Board (the unit assigned by the Department of Construction to manage the project) continue to focus on coordinating with relevant departments, branches, People's Committees of communes and wards, project management boards, and land acquisition consulting units to completely resolve outstanding problems.
To resolve the issue of specific land price differences due to the application of regulations on the Land Law and its implementing guidelines (before and after the effective date of the 2024 Land Law) to land plots with the same factors and conditions, the Provincial People's Committee assigned the Department of Agriculture and Environment to study and guide land valuation consulting units. The goal is to develop a specific, appropriate, and fair land price list to limit complaints from households. |
In particular, we are determined to strive to hand over the entire remaining site to the investor, expected to be completed in September 2025, to ensure the construction progress of the project.
With that determination, in Dong Hoi ward, units and localities are making efforts to complete the work of pricing compensation, support, approval and payment for an aquaculture farm of Phuc Thanh Joint Stock Company before August 31, 2025 to hand over the site to the investor.
Chairman of Sen Ngu Commune People's Committee Do Tuan Phong said: In the face of the above situation, the commune has also established a Steering Committee for land acquisition and clearance, focusing on coordinating with the Le Thuy Land Fund Development and Investment Project Management Board and related units to work specifically with each household; complete the compensation and support plan documents for submission for appraisal and approval.
The locality is determined to strive to complete the compensation and resettlement land allocation plan; resolve other land acquisition and clearance problems; at the same time review and consolidate security documents according to legal regulations, organize the implementation of administrative measures under its authority (construction protection/ land recovery enforcement) to hand over the entire remaining site to the investor in September 2025.
Similarly, Cam Hong Commune People's Committee has also established a Steering Committee for site clearance to coordinate with relevant units, committed to striving to complete the compensation plan and allocate resettlement land; resolve other site clearance problems to hand over the entire remaining site to the investor in September 2025.
In Quang Trach commune, with the drastic participation of relevant agencies and units, the locality has mobilized 4 aquaculture households in the section passing through Xuan Hoa village to receive compensation and agree to support the demolition of assets to hand over the site to the investor in August 2025.
