Specifically, the Vung Ang-Bung Expressway Component Project, Van Ninh-Cam Lo, the remaining 13 km of the Van Phong-Nha Trang Expressway, some sections of the Quang Ngai -Hoai Nhon Expressway Component Project (10/88km), Hoai Nhon-Quy Nhon (45/70km), Quy Nhon-Chi Thanh (20/62km) and the opening of the Hoa Lien-Tuy Loan Project.

“The remaining eastern North-South Expressway component projects are being implemented with great efforts, basically following the completion plan by the end of 2025,” said a leader of the Ministry of Construction .

To date, the country has 2,268km of expressways. The Ministry of Construction and localities are implementing 25 projects/component projects with a total length of 941km. Of which, the Ministry of Construction is the managing agency for 14 projects/component projects with a length of 652km.

With the Can Tho-Hau Giang and Hau Giang- Ca Mau projects expected to end the loading period in September 2025, switching to the construction of the road surface layer coinciding with the rainy season, solutions to overcome weather conditions are needed to ensure the completion schedule in 2025.

Some 289km long road projects planned to be completed in 2025 by local authorities still have a large volume (construction output of Ho Chi Minh City Ring Road 3 projects through Dong Nai reached 37%, through Binh Duong reached 39%; Bien Hoa-Vung Tau expressway through Dong Nai reached 30%; Tuyen Quang-Ha Giang expressway through Tuyen Quang reached 39%), while the rainy season came earlier than usual (May 2025) and is expected to last until the end of October 2025, affecting the implementation of construction, potentially causing the risk of not completing on schedule, affecting the plan to complete 3,000 km of expressway.

In particular, the An Huu-Cao Lanh Project through Dong Thap has reached 64% output, however, the loading time is expected to last until the end of 2025, so it is unlikely to be completed in 2025. Dong Thap province is expected to complete in the second quarter of 2026.

In addition, the two Huu Nghi-Chi Lang and Dong Dang-Tra Linh expressway projects are scheduled to be completed in 2026. Lang Son and Cao Bang provinces are making efforts to ensure the route is open by the end of 2025. However, the remaining volume is currently at risk of not meeting the schedule (construction output value is 24% at Huu Nghi-Chi Lang project; 30% at Dong Dang-Tra Linh project).

To implement projects according to the set plan, the Ministry of Construction recommends that the Prime Minister direct localities to review their organizational structure, develop transition plans, and absolutely not allow interruptions in site clearance and project implementation when merging provinces and organizing two-level government.

The provinces of Binh Duong, Dong Nai, Tuyen Quang, Ha Giang, and Dak Lak need to be resolute in implementation, proactively remove difficulties, and apply technical solutions to shorten construction time to ensure completion in 2025 as required by the Prime Minister.

Lang Son and Cao Bang provinces directed investors to speed up the construction progress of the Huu Nghi-Chi Lang and Dong Dang-Tra Linh projects, complete the foundation construction work, and ensure the route is open by the end of 2025.

Investors direct contractors to pay attention to the lives and working conditions of staff and workers at construction sites in areas with hot and harsh weather conditions; have solutions to prevent sun exposure, be flexible in arranging working hours, and arrange cool and airy breaks.

The Ministry of Construction and localities direct investors and contractors to develop reasonable and scientific construction plans; increase human resources, machinery and equipment; overcome adverse weather conditions when the rainy season begins, so as not to affect construction progress; proactively prevent storms and rains, and take measures to ensure absolute safety for people and vehicles, especially in underwater construction areas./.
