From technology to practice

According to the Director of the Department of Science and Technology, Nguyen Xuan Son, since 2019, Hue has been one of the first localities in the country to build a Smart City Monitoring and Operating Center (IOC) – the "digital brain" of the city. This is where data is concentrated, analyzed, and visualized in real time in all fields: from transportation, healthcare, education to tourism, culture… Along with that, the Hue-S mobile application has become a "super app" connecting the government, businesses, and citizens.

To date, the city has digitized more than 950 data tables across various sectors, forming an open data ecosystem to serve management, administration, and public service delivery. “Thanks to data, policy planning, planning monitoring, and citizen care are all more accurate and faster. Data has truly become a strategic asset for the government,” Mr. Son shared.

Initial results show that digitized data is bringing practical benefits to the community. From the population data system, the government can clearly identify those in need of support, such as school-aged children, the elderly, and poor households, helping welfare policies to be implemented "correctly, quickly, and adequately".

Digital address data also opens up entirely new ways of urban management. Buildings, businesses, and public areas are assigned unique address codes, making it easier for authorities to track, monitor, and manage land use and infrastructure planning. From green spaces and drainage systems to housing plans, everything is digitized and continuously updated, becoming a valuable "data resource" for sustainable urban development.

The Internet of Things (IoT) camera system at the IOC Center helps Hue monitor security, order, traffic, tourism , and even disaster prevention and control in real time. Simultaneously, planning data for the period 2021-2030, with a vision to 2050, is digitized and synchronized, enabling agencies to easily access information, develop development scenarios, and make decisions based on data evidence.

Hue not only focuses on technological infrastructure but also prioritizes information security, institutional frameworks, and data workforce training, ensuring that the digital transformation process is sustainable and effective.

Connecting knowledge, expanding Vietnam's data space.

Recently in Hue, the National Data Association launched the Global Data Experts Network – an event considered a significant milestone in Vietnam's journey towards developing its data economy.

Major General Nguyen Ngoc Cuong, Director of the National Data Center (Ministry of Public Security) and Vice President of the National Data Association, affirmed: Data is the "heart" of digital transformation and the "brain" of the prosperous era. But to harness this heart and brain, we need the best data engineers with strategic vision and international experience.

According to Nguyen Thanh Binh, Standing Vice Chairman of the Hue City People's Committee, Hue has always considered data to be central to its digital transformation process. Data enables the government to improve its operational capacity, businesses to expand their creative space, and citizens to benefit from more transparent and convenient public services.

According to Mr. Binh, the establishment of the Global Data Experts Network is an opportunity for Hue to connect with the expert community both domestically and internationally, access advanced knowledge, and promote the plan to build the Hue City Data Center - one of the key objectives in implementing Resolution 57 of the Politburo.

"Hue City is committed to working alongside the National Data Association and the expert community in cooperation programs, testing technology platforms, developing human resources, and promoting the data economy – all for the goal of digital government serving citizens and businesses," Mr. Binh said.

According to Le Quoc Anh, Vice President of the Global Data Experts Network and software engineer at Fnac Group, France: This is a golden opportunity for Vietnam to develop its data economy. We have a rare advantage – strong consensus from the highest leadership levels and a willingness to innovate from pioneering localities like Hue.

Based on open data, Hue is gradually shaping a comprehensive model of "digital government - digital economy - digital society." Every number, every data file not only serves the administrative apparatus but also reflects the rhythm and pulse of a rapidly transforming city.

According to Mr. Binh, data is not just numbers, but the heartbeat of the city. From changes in governance to user conveniences, data is creating a more modern, transparent, and humane Hue.

With the motto "Right - Complete - Clean - Living - Best," Hue's digital transformation journey is opening up a new future: A city that operates on data, develops through knowledge, and is people-centered – the heart of all values.
