I. RESULTS OF IMPLEMENTING THE PARTY REGULATIONS
1. Work to thoroughly grasp and concretize the Party Charter, regulations and instructions of the Central Committee on the implementation of the Party Charter
1.1. Dissemination work
The 11th Party Congress (January 2011) approved documents, including the Party Charter (supplemented and amended) ; the 12th and 13th Party Congresses[1] (2016 and 2021) agreed to keep the current Party Charter. Immediately after the 11th Congress, the Secretariat organized a national conference to disseminate the documents approved by the Congress. The Party's advisory and support agencies at the Central level proactively guided the organization of studying and disseminating documents throughout the Party; compiled and provided documents and outlines, and assigned cadres with experience in Party building work to help Party committees at all levels organize studying and disseminating at key cadre conferences. Party committees at all levels developed plans and organized conferences to study and disseminate the Party Charter, regulations and instructions of the Central Committee on implementing the Party Charter. The work of disseminating and thoroughly understanding the Party Charter, regulations and instructions of the Central Committee has been carried out in many rich and diverse forms[2], focusing on clarifying new points in the Party Charter. During the 12th and 13th Congresses, the Central Committee organized conferences combining direct and online activities from the Central to the local levels to thoroughly understand and direct Party committees and organizations at all levels to deploy the study of regulations and instructions on the implementation of the Party Charter of the Central Committee to cadres and Party members. The study and thorough understanding of the Party Charter, regulations and instructions of the Central Committee were organized according to the set plan; thereby, raising the awareness and responsibility of Party committees, organizations, cadres and Party members in implementing the Party Charter, regulations and instructions of the Central Committee.

However, the organization of studying and thoroughly understanding the Party Charter, regulations and instructions of the Central Committee in some places is not timely, in some places it is still formal; the awareness of a number of cadres and party members about the Party Charter is not really profound, some cadres and party members do not fully understand the Party Charter and regulations and instructions of the Central Committee.
1.2. About concretization
The 11th National Party Congress adopted the Party Charter with a number of additional and amended contents to meet the requirements and tasks of the revolution in the new period and in accordance with the Platform for national construction in the transitional period to socialism (supplemented and developed in 2011) . The 12th and 13th National Party Congresses assigned the Central Executive Committee, the Politburo , and the Secretariat to direct the study and absorption of the Congress's opinions to adjust difficulties and shortcomings through the Central's regulations and instructions on the implementation of the Party Charter.
At the 3rd Central Conference of the 11th and 12th terms, the Central Executive Committee issued regulations on the implementation of the Party Charter, specifically for the term. At the XIII Congress, in order to create a political and legal basis for implementing the revolution of streamlining the organizational apparatus and supplementing and amending a number of contents to suit the practical work of Party building in the new situation, the Central Executive Committee issued regulations on the implementation of the Party Charter three times; issued regulations on the Party's inspection, supervision and discipline work three times; the Central Executive Committee decided to direct the piloting of a number of new policies[3]; the Secretariat issued instructions twice on a number of specific issues on the implementation of the Party Charter. Based on the practical situation of Party building work, the Central Committee reviewed, issued, supplemented and amended many regulations and instructions to concretize the Party Charter, meet the requirements of Party building and rectification work, strengthen the Party's leadership role with the State and society, focusing on areas such as: Party members and Party member work; the principle of democratic centralism; functions, tasks, powers, organizational structure, working relationships and model working regulations of organizations; on elections in the Party; term, delegates, congress presidium; new term Party committees and Party committee members; tasks of the congress, delegates attending the Party congress; number of Party committee members, standing committee members, and inspection committee members; grassroots party organizations, party cells; Party organizations in the Vietnam People's Army and the Vietnam People's Public Security; inspection, supervision, party discipline and inspection committees at all levels; rewards for Party organizations and Party members; on cadre work and management of cadres; Youth Union; Party finance; on the application of science and technology, digital transformation, administrative reform in the Party... The regulations and guidelines of the Central Committee have been promptly supplemented, amended, and synchronized with newly issued Party documents, resolving issues arising in practice and difficulties and inadequacies in the implementation of the Party Charter, especially issues on organization, cadres, party members, inspection, supervision, rewards, and party discipline.

Central advisory and support agencies have proactively and actively researched and coordinated with Party committees, Party organizations, and relevant agencies to summarize and review practices, promptly providing guidance to Party committees and Party organizations on professional matters in the process of implementing the Party Charter, such as Party members and Party member work, Party activities transfer, Party organization transfer, evaluation and classification of Party organizations and Party members, Party inspection, supervision, and discipline work; advising and helping Party committees strengthen leadership, direction, guidance, inspection, and supervision of Party building and mass work in the Vietnam People's Army and the Vietnam People's Public Security.
Party committees and organizations at all levels have actively and proactively concretized[4] a number of contents of the Party Charter, regulations and guidelines of the Central Committee, especially those stipulating frameworks and principles suitable to the characteristics, situations and conditions of localities and units. At the same time, they have proactively issued documents to resolve difficulties and problems arising in practice, boldly innovated, piloted good models and creative ways of implementing the Party Charter.
In general, the policies, resolutions, regulations and instructions issued by the Central Executive Committee, the Politburo, the Secretariat, the Central advisory and support agencies, Party committees and organizations at all levels have concretized the Party Charter in a way that is basically suitable to the practical situation, ensuring comprehensiveness, synchronization, unity, feasibility, and increasingly clearer content, making it convenient for Party committees, Party organizations, cadres and Party members to implement.
However, some contents in the regulations and instructions of the Central Government are still highly general, do not cover all subjects, are difficult to implement[5], and the concretization of some regulations is not timely.
1.3. On inspection and supervision
The work of inspecting and supervising the dissemination and implementation of the Party Charter, regulations and instructions of the Central Committee has been carried out with attention by Party committees at all levels, advisory and support agencies, and Party committee inspection committees[6]. At the end of the Central Committee's term, Party committees at all levels carried out inspection work in conjunction with summarizing the implementation of the Party Charter[7], ensuring that the Party Charter was widely disseminated, widely disseminated, strictly and uniformly implemented throughout the Party.
Limitations: The work of inspecting and supervising the implementation of the Party Charter, regulations and instructions of the Central Committee at a number of Party committees, Party organizations, and specialized agencies advising and assisting Party committees has not been carried out promptly and regularly.
2. Results of implementing the Party Charter
2.1. Introduction (The Party and basic issues of Party building)
Implementing the Party's guidelines, goals, ideals, organizational principles and basic issues on Party building, the vast majority of Party committees, Party organizations, cadres and Party members firmly maintain their political and ideological stance; adhere to Marxism-Leninism, Ho Chi Minh's thought, the goal of national independence and socialism, and the Party's renewal policy; strictly comply with the Party's guidelines, policies and laws of the State; propose policies, guidelines and policies in accordance with objective laws, trends of the times, the country's reality and the aspirations of the People; firmly maintain the principle of democratic centralism, practice collective leadership, individual responsibility, love for comrades, strict discipline, regular self-criticism and criticism, strengthen solidarity and unity within the Party, closely connect with the People; respect and promote the People's right to mastery, be subject to the People's supervision, and rely on the People to build the Party. Continue to innovate the Party's leadership method for the political system; focus on synchronously, resolutely and effectively implementing the work of Party building and rectification, especially Party building in terms of politics, ideology, ethics, organization and cadres; constantly improve the leadership capacity and fighting strength of Party organizations and the quality of cadres and Party members; promote the role of the State, the Vietnam Fatherland Front and socio-political organizations, unite, strive, promote internal strength, exploit the potential and advantages of the country and each locality, proactively overcome difficulties and challenges to successfully carry out the tasks set out by the National Party Congress and Party Congresses at all levels.
However, some new contents of the Platform for national construction in the transitional period to socialism (Supplemented and developed in 2011) , the Constitution of the Socialist Republic of Vietnam and documents issued during the 11th, 12th and 13th National Congresses of the Party on Party building and political system building have not been updated or supplemented in the Party Charter[8].
2.2. About party members (Chapter I)
The duties of party members stipulated in the Party Charter are strictly implemented by most Party committees, Party organizations and Party members. Party committees and organizations have systematically assigned Party committee members to monitor and take charge of lower-level Party organizations and directly attend Party cell meetings; assigned tasks in accordance with the capacity of Party members and the specific conditions of each Party cell; many residential Party cells have assigned Party members to monitor and take charge of households, raising the sense of responsibility, pioneering and exemplary role of Party members in performing their tasks, and strengthening the management and evaluation of Party members more closely and accurately.
Party members' rights are of concern to most Party committees and organizations, and are implemented in accordance with the provisions of the Party Charter and other rules and regulations. of the Central Committee and Party Committees at all levels. Party members are informed and discuss issues on the Political Platform, Party Statutes, Party guidelines and policies; discuss and give opinions before voting to issue resolutions of Party organizations and Party work, including Party Committee personnel and inspection committees, contributing to ensuring that the Party's working regime is increasingly democratic and substantive; at the same time, helping Party members promptly and better grasp the Party's guidelines and policies, State policies and laws and political tasks of localities, agencies and units; run for election, nominate and elect Party leadership bodies at all levels; criticize and question the activities of Party organizations and Party members at all levels within the organization; report and make recommendations to responsible agencies and request responses; present opinions when the Party organization comments, decides on work or imposes discipline on them; complain about disciplinary decisions against them.
During the 11th, 12th and 13th Congresses, the Party development work continued to receive attention and leadership from Party committees at all levels, achieving positive results. From the beginning of the 11th Congress term to May 2025, the entire Party admitted 2,623,209 Party members. Many provincial Party committees, city Party committees, and Party committees directly under the Central Committee have had a high rate of Party member admission [9] . The standards, conditions, processes, and procedures for admitting Party members are basically strictly followed; the re-admission of people to the Party and the admission of Party members in some special cases are carefully and objectively considered by Party committees at all levels [10] . Most newly admitted Party members have a good will to practice, strictly comply with the Political Platform, Party Statutes, resolutions, directives of the Party, policies and laws of the State; Maintain qualities, ethics, lifestyle, consciously strive to complete assigned tasks well, promote the pioneering, exemplary role, take the lead in grassroots activities and be considered and officially recognized as party members according to prescribed procedures, processes, and time. The removal of party members' names and the expulsion of party members from the Party are seriously implemented, ensuring the maintenance of Party discipline [11] .
As of May 31, 2025, the entire Party had 5,558,731 party members; the party membership structure has changed in a positive direction, with the proportion of young, female, ethnic minority, and religious party members increasing [12] . Along with the attention to developing party members, party committees and organizations at all levels have focused on research and have many solutions to improve the quality of party members. The educational level, expertise, and professional skills of party members, especially those admitted during this term, have been raised [13] . The number of party members classified as having completed their tasks or better according to annual assessments accounts for a high proportion.
The authority and settlement of party membership issues of party members [14] ; issuance and management of party membership cards, management of party member records and transfer of activities to party organizations and party members are implemented by party committees, party organizations, and party committee organization boards in accordance with the regulations and instructions of the Central Committee. Implementing the discipline of party members who are working to maintain contact with the party organization and the people in the place of residence, contributing to strengthening the sense of responsibility of party members who are working and the responsibility of party members management of the party organization in the place of residence.
In general, regulations on party members and party member work, such as: Party member standards, conditions for admission to the Party; duties and rights of party members; party member development; probationary period, party age milestone; procedures, authority, process of considering and recognizing official party members; management of party members working far away, abroad; deletion of party member names; removal of party members from the Party; party membership of party members; issuance and management of party member cards, management of party member records; transfer of party activities; two-way party members' activities; party members of advanced age, weak health, voluntary request for reduction or exemption from work and party activities are stipulated in the Party Charter, regulations and guidelines of the Central Committee quite specifically, basically suitable and responsive to the actual situation, seriously implemented by party committees and party organizations at all levels, ensuring compliance with principles and creating favorable conditions for party members.
Limitations, difficulties, and inadequacies: Some grassroots Party committees and Party cells are still confused and have Errors in the implementation of procedures, processes, and authority to admit party members, consider and recognize official party members[15], remove party members' names, and in the implementation of questioning and answering questions from party members. The management of party membership cards still has some limitations, basically the party cards cannot be recovered according to regulations for expelled party members, many party members lose their party cards; some party committees do not manage party member files tightly, and documents in the files are not complete according to regulations. Some party cells reduce or exempt work and party activities based on old age and weak health, which is not true to the nature and conditions. Some party members have not performed their party member duties well; arbitrarily do not submit party membership files to new places of activities; when going abroad to work, they work slowly or do not transfer party activities according to regulations.
The guidelines on the age of admission to the Party are still misunderstood, causing confusion in implementation[16]. Some contents on introducing Party activities and temporary Party activities are not close to the practical situation, especially for Party members who often work far from the official Party activity place, and students after graduation who do not have a job or a stable place to live.
2.3. On the principles of organization and organizational structure of the Party (Chapter II)
Regulations on the organization of the Communist Party of Vietnam according to the principle of democratic centralism are strictly implemented. The Party's leadership bodies at all levels are organized and operate according to the Party Charter and the regulations and instructions of the Central Committee, implementing collective leadership and individual responsibility; Party committees at all levels periodically report and are responsible for their activities to the congresses at the same level, to the higher and lower Party committees, and inform the subordinate Party organizations of their activities; conduct self-criticism and criticism in conjunction with the assessment and classification of collective and individual quality; democratically discuss and pass resolutions, directives, regulations and rules within the scope of authority when more than half of the members agree, and the content does not violate the principles, guidelines and policies of the Party, the laws of the State and resolutions of higher levels; Most Party organizations and Party members strictly comply with Party resolutions, the minority obeys the majority, lower levels obey higher levels, individuals obey the organization, and organizations within the entire Party obey the National Congress and the Central Executive Committee, thereby contributing to building an increasingly strong Party, consolidating and enhancing the Party's leadership and direction role towards the State, society, and each locality, agency, and unit. The regulation that Party members with minority opinions have the right to reserve and report to higher-level Party committees up to the National Congress, but must strictly comply with resolutions and decisions, and must not disseminate opinions contrary to Party resolutions and decisions. The competent Party committees must study and consider those opinions, and not discriminate against Party members with minority opinions is strictly implemented.
On the basis of the Party Charter, regulations and guidelines of the Central Committee, and model working regulations, organizations throughout the Party have focused on building, regularly reviewing, supplementing, and perfecting working regulations, clearly defining the tasks, powers, working relationships, and responsibilities of collectives, individuals, and leaders, ensuring the principle of democratic centralism; organizations have basically strictly implemented working regulations, contributing to enhancing the leadership role and effectively resolving the relationship between Party committees and the government, the Vietnam Fatherland Front, and socio-political organizations.
Regulations on the Party's organizational system established in accordance with the State's administrative organization system are basically strictly and uniformly implemented nationwide; the arrangement of Party organizations is synchronously implemented with the arrangement of two-level administrative units and villages and residential groups, ensuring the continuous and comprehensive leadership of Party committees over the activities of localities, agencies and units before, during and after the arrangement. From July 1, 2025, the entire Party has 34 Party Committees of provinces and centrally-run cities; 3,321 Party Committees of communes, wards and special zones.
Most grassroots party organizations at administrative, career, economic or work units are under the leadership of the Party Committees of communes, wards and special zones. directly under the province, centrally run city; a number of grassroots party organizations in agencies and units are organized by region under the leadership of vertical party organizations in the locality [17] , ensuring the leadership and direction role of party committees and organizations at all levels towards agencies and units.
The establishment and termination of the activities of bloc party committees, party committees in places with special characteristics directly under the Central Committee, directly under provincial-level Party Committees and directly affiliated party committees and cells are carried out uniformly according to the regulations of the Central Committee ; up to now, the Central Committee has decided to terminate the activities of 02 bloc party committees in the Central Committee and basically terminate the activities of provincial-level bloc party committees, establishing 04 party committees directly under the Central Committee [18] , 02 party committees directly under provincial and city Party Committees [19] , 02 party committees directly under commune, ward and special zone Party Committees [20] . The delegation of authority to the grassroots level and the pilot delegation of authority to the grassroots party committee where the direct superior level is not the provincial party committee, the municipal party committee, or the party committee directly under the Central Committee, and the delegation of authority to admit and expel party members to the grassroots party committee contribute to strengthening decentralization, reforming administrative procedures in the Party, overcoming a number of difficulties and shortcomings in the activities of grassroots party organizations with important positions, operating on a wide scale, and with a large number of party members. The system of party organizations abroad and party organizations in enterprises, especially state-owned enterprises, has been given attention to be consolidated and has much Innovation; functions, tasks, powers, and organizational structure of the Party Committee at the grassroots level in state-owned enterprises are clearly defined, affirming the comprehensive leadership role of the Party Committee in the enterprise.
The Party's election regulations and the Secretariat's instructions have been seriously and effectively implemented by Party committees, Party organizations and Party members. The principles and forms of election; the powers and responsibilities of individuals and organizations related to the election; the candidacy, nomination, regulations on the balance, order and procedures of election are suitable to the actual situation. The Politburo's directives on Party congresses at all levels towards the National Congress of the Party, the Politburo's regulations on standards for cadres and Party members have been clearly defined, contributing to the successful implementation of the consolidation of leadership bodies and the building of a contingent of Party committee members at all levels to ensure standards, structure and quality, meeting requirements and tasks.
The system of specialized advisory and support agencies, and public service units of the Central and Party Committees continues to be arranged, consolidated, and innovated in the direction of improving effectiveness and efficiency of operations, streamlining staff, streamlining internal focal points, and reducing the number of leaders and managers; functions, tasks, powers, responsibilities, and working relationships are reviewed, supplemented, amended, and more clearly defined.
To advise and help Party committees deploy and carry out a number of tasks in leadership and direction, Party committees have established subcommittees [21] , councils [22] , working groups, steering committees [23] and dissolved them when their tasks are completed.
In general, the provisions on the principles of organization and organizational structure of the Party in the Party Charter are suitable, the implementation process is smooth, the principle of democratic centralism, regulations on terms of office, delegates, congress presidium, Party committees and Party committee members of the new term have been basically strictly implemented; Party organizations of all types have promoted positive effectiveness in performing their functions and tasks according to regulations, basically leading the implementation of assigned political tasks well; the Party apparatus at all levels has been arranged, innovated and perfected in the direction of streamlining, operating more effectively and efficiently.
Limitations, difficulties, and inadequacies: The concretization of the principle of democratic centralism is still scattered in many documents and is not systematic, so the awareness of the principle of democratic centralism is not unified and not complete. Some Party committees and organizations have not strictly implemented the principle of democratic centralism, limited debate and discussion in Party activities, and in some places have even seriously violated it. In Party committee and cell activities, self-criticism and criticism are sometimes and in some places not substantial and not regular, and the situation of deference, avoidance, and fear of collision still occurs in many places. Some Party committee members and Party members have not fully grasped and strictly complied with the Party Charter, regulations, and instructions of the Central Committee, violated the principles of Party organization and activities; and have not fully performed the responsibilities, obligations, and powers of Party committee members and Party members [24] . The development of working regulations in some Party committees and organizations has not focused on content and principles, and has not specified tasks and authority closely to localities, agencies and units; some places have been slow to promulgate regulations, and the quality of regulations is not guaranteed; some places have not seriously implemented working regulations. Some Party organization models implemented by pilot localities and units[25] lack uniformity, unity, effectiveness, and are not in accordance with the regulations on implementing the Party Charter and must end their operations. Models The Party Committees of the Central and provincial Party Committees still have many limitations and shortcomings (ended operation on January 24, 2025) .
2.4. The Party's leadership body at the Central level (Chapter III)
In each term, the Central Executive Committee has developed a full-term work program[26], setting out major and important tasks to focus on comprehensive and synchronous leadership and direction of all aspects of work; the Central Executive Committee basically implemented the proposed program correctly and made timely adjustments to meet the requirements of leadership and direction, in accordance with the country's situation. Working regulations of the Central Executive Committee, the Politburo, and the Secretariat of the The term[27] inherited the appropriate contents of the previous term, added some new contents to meet practical requirements, clearly and specifically defined the tasks, powers, responsibilities, and working methods of the Party's high-level leadership bodies and was organized. strictly implement. The Central Executive Committee, the Politburo, and the Secretariat uphold the principle of democratic centralism in their activities, always unite and reach a high level of consensus in their decisions, especially on new, difficult, sensitive, and complicated issues, contributing to deciding and ensuring the maintenance and strengthening of the Party's leadership role over the State and society.
The Central Executive Committee, the Politburo, and the Secretariat have truly promoted responsibility, democracy, and collective intelligence in concretizing the Resolutions of the 11th, 12th, and 13th National Congresses into resolutions, conclusions, directives, regulations, and statutes [28] and effectively led and directed their implementation throughout the Party.
Comrades Politburo members, Secretariat members, Central Executive Committee members and especially the General Secretary spent time working directly with Party committees and subordinate Party organizations, inspecting, learning and grasping the situation. reality at the grassroots level. The Standing Secretariat and the Party's Central advisory bodies have increased regular meetings with Party committees, Party organizations, Party agencies and units at the Central and local levels to grasp the situation and direct coordination in handling newly arising issues.
In general, the regulations on the National Congress of Delegates, the Central Executive Committee, the Politburo, the Secretariat and the functions, tasks and powers of each Party leadership body at the Central level are appropriate and effective in leading, directing, inspecting and supervising the implementation of the Political Platform, the Party Charter, and the resolutions of the Congress; policies and strategies on economy, society, national defense, security, foreign affairs, Party building work and piloting a number of new policies and coordination of activities between organizations in the political system.
2.5. Party leadership bodies at local levels (Chapter IV)
Party committees at all levels have focused on leading, directing, and properly implementing the Party Charter, regulations, and instructions of the Central Committee on the content and tasks of the congress, delegates attending the Party Congress; on the number of Party committee members, standing committee members, and inspection committee members; on the tasks and powers of the executive committee, standing committee, standing committee, secretary, and deputy secretary of the provincial and district Party committees (from July 1, 2025, communes, wards, and special zones) .
The Party's leadership bodies at the local level have been paid attention to building and strengthening. Most Party committees and standing committees have properly performed their functions, tasks, and working regulations, continued to innovate the content and form of activities in a practical and effective direction; led, directed, discussed, and decided on issues within their authority, demonstrating the Party's leadership role at the local level; clearly assigned tasks to each Party committee member, standing committee member, and standing committee member. The superior Party committee regularly inspected and supervised the subordinate Party committees in developing and implementing working regulations to promptly correct contents that were not in accordance with the provisions of the Party Charter, the Central Committee, and the State's laws, and overcome limitations in the implementation process.
The appointment of Party committees and the addition of directions and tasks for newly established, merged, consolidated, and split Party organizations are carried out seriously, promptly, and synchronously, especially in places where administrative units and organizations are reorganized, ensuring that Party organizations and Party committees operate continuously, maintain their leadership role, and do not have to hold congresses many times.
In general, the regulations on the Party's leadership bodies at local levels in the Party Charter have been strictly implemented, contributing to enhancing the role, effectiveness and efficiency of Party committees at all levels in leading, directing, inspecting and supervising the implementation of the Political Platform, the Party Charter, the resolutions of the congresses, the policies and guidelines on economy, society, national defense, security, foreign affairs, Party building, political system building and organizing the pilot implementation of a number of new policies at the local level.
Limitations, difficulties, and inadequacies: The implementation of tasks and powers of the Standing Committee of the Party Committee, especially the working relationship between the Party Committee Secretary and the Chairman of the People's Committee, is still confusing in some places. Chapter IV, which regulates the Party's leadership bodies at local levels, does not yet stipulate that the Commune Party Committee is the leadership body at the commune level.
2.6. On grassroots party organizations (Chapter V)
As of May 31, 2025, the entire Party has 49,733 grassroots party organizations and cells [29] , 2,633 divisional party organizations, and 235,694 affiliated party cells. The establishment of grassroots party organizations, divisional party organizations, and affiliated party cells must comply with the Party Charter, regulations, and instructions of the Central Committee.
Party committees and organizations at all levels have led, directed, and seriously, systematically, and effectively implemented the provisions of the Party Charter, policies, resolutions, regulations, and instructions of the Central Committee on: building grassroots party organizations; functions and tasks of types of grassroots party organizations; building party organizations in non-state enterprises; innovating the content and form of party cell activities; especially, since implementing the 2-level local government model, party committees of communes, wards, and special zones have focused on leading, directing, and advising on the completion of the work of perfecting the organization and arranging cadres; agencies, units, and organizations operate smoothly, close to the people, and basically meet the requirements of modern social governance. Most grassroots party organizations have promoted their role as political nuclei at the grassroots level, leading cadres, party members and people to successfully complete the political tasks of localities, agencies and units according to the functions and tasks prescribed by the Party Charter and the Central Committee.
The work of evaluating and classifying the quality of grassroots party organizations every year is seriously organized and implemented by party committees and organizations at all levels in accordance with regulations and instructions of the Central Committee, gradually overcoming the disease of achievements and becoming more realistic.
Party committees at all levels have focused on leading, directing, and seriously implementing the Party Charter, the Politburo's directives, and the Central Committee's regulations and instructions on the content, tasks, terms, and delegates attending the Party Congresses and Party Cells; basically electing enough numbers and ensuring the quality of Executive Committee members, Standing Committee members of the grassroots Party Committees, Party Cells, Secretaries, and Deputy Secretaries; maintaining the order, regime, and activities of Party Cells, Party Cells, Party Committees, and Grassroots Party Committees according to regulations; piloting online activities according to the Central Committee's instructions; a number of Party Cells with many Party members are organized and operate according to Party cells. Strictly implementing regulations on establishing Party Cells directly under the grassroots Party Committees according to the Party members' workplaces or residences.
In general, the provisions of the Party Charter and the regulations and instructions of the Central Committee on: establishing grassroots party organizations, party committees of departments, and affiliated party cells; tasks of grassroots party organizations, standing committees of grassroots party committees, party committees of departments, and affiliated party cells; congresses of grassroots party organizations (content and tasks of the congress; delegates attending the congress; election of party committees, number of executive committee members, and standing committees) ; on the working regime of party cells, party committees, and grassroots party cells; party cells, secretaries, and deputy secretaries of party cells; forms of party cell activities, especially in party cells with many party members or scattered party members; online party activities; organization and activities of affiliated party cells with more than 30 party members; Party cells and their activities have been carried out seriously and stably for many years, basically in accordance with the actual situation, meeting the leadership and direction requirements of grassroots party organizations and party cells, contributing to consolidating and improving the leadership capacity and fighting strength of grassroots party organizations.
Limitations, difficulties, and inadequacies: Some localities have not established party cell models in accordance with regulations; many residential area and neighborhood group party cells have too many party members. The activities of party cell organizations are still confused, encountering many obstacles, hierarchies, and limited roles, especially in the work of inspecting and supervising subordinate party cells and party members [30] and the work of organizing cadres. Regular meetings twice a year in grassroots party cells with many party members and activities scattered over a wide area are difficult; some places have not implemented them seriously. Periodic and thematic activities in some types of party cells, especially party cells in enterprises and some organizations and bases abroad, still face many difficulties and confusion. The role and fighting strength of party cells are still weak, and cadres and party members have not been promptly detected when they commit violations during their work and activities.
There are no specific regulations for grassroots party committees, upper-level party committees, and party committees that have been delegated authority or piloted the delegation of authority to upper-level party committees after their establishment without maintaining the required number of party members. The term of a party cell directly under a grassroots party committee is 5 years and twice, which is not consistent with the term of the congress of the higher level and the regulations on cadre work. There are difficulties in determining the political tasks of the term and the work of arranging cadres (before July 1, 2025) . Regulations on establishing grassroots party organizations, including grassroots party committees and grassroots party cells[31], are not close to the reality of the scale, nature and tasks of each type of party organization. In reality, there are many types of party committees and grassroots party cells with different functions and tasks, but the Party Charter only stipulates the general tasks of grassroots party organizations, which is not suitable for reality ( the Secretariat has issued functions and tasks for each type of grassroots party organization ). There are no specific regulations on the conditions for establishing grassroots party cells and affiliated party cells; on the functions and tasks of local party committees. Reality shows that the regulations on grassroots party organizations still have many issues that need to be carefully studied to be amended and replaced to suit the overall model of organizational apparatus in the new period.
2.7. On party organization in the Vietnam People's Army and the Vietnam People's Public Security (Chapter VI)
The new regulations of the Politburo and the Secretariat on party organizations in the Vietnam People's Army and the Vietnam People's Public Security, and political agencies in the Vietnam People's Army have been supplemented, amended, and issued in a timely manner, in line with the streamlining of the organization of the Vietnam People's Army and the Vietnam People's Public Security, contributing to the rapid completion of the party organization system in the Army and the Public Security [32] . The position and leadership role of party organizations in the Army and the Public Security are increasingly affirmed and strengthened; the functions and tasks of different types of party organizations and party cells in the Army and the Public Security are reviewed, supplemented, and amended; the functions and tasks of party organizations in the Army and the Public Security are more clearly defined, contributing to the removal of difficulties and obstacles.
Strictly implement the regulations on the provincial and municipal Party Committee secretaries participating in the military region party committees; the provincial and district-level Party Committee secretaries (from July 1, 2025, communes, wards, and special zones) being the military party committee secretaries at the same level; the deputy provincial and municipal Party Committee secretaries in charge of the border guard party committees (before July 1, 2025) ; the deputy secretary is the chairman of the people's committee in charge of the public security party committee at the same level; the local military and public security party organizations at any level are under the direct leadership in all aspects of the local party committees at that level, and at the same time comply with the resolutions of the military party committees and public security party committees at higher levels in terms of expertise and profession; The coordination regulations between the superior public security committee and the subordinate local committee in leading and directing the public security committee at the same level [33] have affirmed the position and leadership role of the committee, the suitability of the dual leadership mechanism for party organizations in the local army and police, promoting the role of party organizations in the local army and police, contributing to the good performance of military, defense and police tasks in the locality.
In general, the provisions of the Party Charter, regulations and instructions of the Central Committee on party organizations in the Vietnam People's Army and the Vietnam People's Public Security; on political agencies in the Vietnam People's Army, agencies performing party work, political work, and mass work in the Vietnam People's Public Security; on the leadership mechanism of the Party Committee at the same level as the local military and public security party organizations are consistent with the organizational structure of the People's Army and the People's Public Security, the practice and characteristics of Party building work in these Party organizations, ensuring the absolute and direct leadership role in all aspects of the Party over the Army and Public Security and promoting the core role of the armed forces in firmly protecting the Fatherland, ensuring political security, maintaining social order and safety, meeting the requirements of leadership and direction in the new situation.
Limitations: The structure of military agencies participating in local Party committees is not suitable[34]; the completion of key cadres in provincial-level local military agencies [35] participating in local Party committees is still slow in some places (before July 1, 2025) .
2.8. On the inspection and supervision work of the Party and inspection committees at all levels (Chapter VII)
The Politburo, the Secretariat, Party committees and inspection committees at all levels have focused on leading, directing and organizing the comprehensive implementation of inspection and supervision tasks according to the provisions of the Party Charter, regulations and instructions of the Central Committee on: performing the functions and tasks of Party committees, Party organizations and inspection committees at all levels in leading and directing inspection and supervision work and organizing the implementation of inspection and supervision tasks; organization, number, membership structure, tasks and powers of inspection committees at all levels; inspection and supervision work of advisory and support agencies of Party committees; on inspection, supervision and control of power, prevention and combat of corruption and negativity in inspection, supervision and enforcement of Party discipline; regulations on inspection and supervision of asset and income declaration; on direction of superior inspection committees to subordinate inspection committees in inspection and supervision work; on the inspection work of party organizations on the cultivation and training of ethics and lifestyle of cadres and party members with a resolute spirit, "without stopping, without resting", "without slacking off", with focus, key points, closely following political tasks and Party building work; strengthen inspection of the implementation of Party building and rectification work, associated with promoting the study and following of Ho Chi Minh's ideology, ethics and lifestyle, the work of fighting against corruption, waste and negativity, especially in sensitive areas, prone to negativity and public outrage [36] ; deploy inspection and supervision of the implementation of Party resolutions right from the first year of the term. Party organizations and party members strictly comply with the Party's inspection and supervision according to the provisions of the Party Charter.
Inspection committees at all levels always receive Under the leadership and direction of the Party Committee at the same level, directly and regularly by the Politburo, the Secretariat, the Standing Committee, the Standing Committee of the Party Committee, and the direction and guidance on professional matters of the superior inspection committee, properly perform the assigned tasks and powers according to regulations; respect and strictly implement the principle of democratic centralism, work according to the collective regime, and make decisions by majority vote.
The advisory and support agencies have closely followed the direction of the Party Committee, assigned functions, tasks and authorities, initially performed well the work of inspecting and supervising the Party Committees and lower-level Party organizations in implementing the Party's policies, resolutions and regulations, the State's policies and laws, etc., rectifying shortcomings and defects in principles, procedures, processes and working regimes and transferring to the inspection committee a number of cases when Party organizations and Party members showed signs of violations.
In general, the regulations on inspection and supervision work of the Party and inspection committees at all levels in the Party Charter, the regulations and instructions of the Central Committee are basically suitable, synchronous, unified and have been implemented resolutely, methodically, gradually entering into order, quality and efficiency have been improved, making breakthroughs with clear and specific results; along with that, the guidance and direction of the superior inspection committees, party organizations, and inspection committees at lower levels in the inspection, supervision and discipline work of the Party has contributed to helping the Party committees, party organizations, and party members strictly implement the Political Platform, Party Charter, resolutions, directives, regulations, statutes, organizational principles of the Party, policies and laws of the State; building a clean and strong Party, improving the leadership capacity and fighting strength of party organizations and party members, thereby continuing to consolidate and strengthen the leadership role of the Party. The addition of tasks and authority to inspection committees at all levels (executing party member discipline, handling denunciations and complaints; disciplining party organizations from one level to another; controlling assets and income), especially the decentralization of authority to the grassroots level (party committees, standing committees of party committees, grassroots inspection committees) in enforcing discipline, handling denunciations and complaints against party members has reduced the number of denunciations and complaints to the Politburo and the Secretariat, and there have been no complaints to the Central Executive Committee.
Limitations, difficulties, and inadequacies: The review, revision, supplementation, and promulgation of procedures and regulations on inspection and supervision work by a number of Party committees and organizations are sometimes not timely; there are contents that are not consistent with the regulations and instructions of superiors or the practical situation, such as: (i) The problem of incompatibility, synchronization, and symmetry between Party discipline and administrative discipline; the statute of limitations between Party discipline and administrative discipline. (ii) Difficulties for Party organizations: When a Party member is dismissed from his position in the Party, if there is a complaint, the competent authority will reduce or remove the discipline, but the issue of restoring the position, rights, and honor of that Party member is difficult to implement; the problem of the mentality of "hoping for luck" to complain until the right to complain is exhausted because the settlement is implemented sequentially from the Inspection Committee to the Standing Committee, Party Committee to the Central Executive Committee. (iii) Difficulties in establishing new party organizations or introducing party activities to party members when party organizations are disciplined and dissolved; recording party member records for party organizations that have been disciplined and dissolved. The time limit for election to the Party Committee, appointment to equivalent or higher positions for party members who are disciplined and dismissed is one year according to Clause 3, Article 40 of the Party Charter, which needs to be amended to conform to the current regulations currently in effect during the 13th term. (iv) Regarding the working regime of the inspection committee and the inspection committee agency: the relationship and innovation to ensure relative independence between the inspection committee and the Party Committee at the same level. The issue of ensuring compliance with the principle of democratic centralism when the superior inspection committee has different opinions from the Party Committee and the Standing Committee of the lower Party Committee. At the same time, it is necessary to assess difficulties in tasks, authority, and coordination between the inspection committee and relevant agencies in controlling assets and income in order to make appropriate proposals.
The work of inspecting party finances for lower-level party organizations, financial agencies of the same-level Party Committees, and the performance of inspection and supervision tasks by a number of inspection committees, advisory and support agencies of Party Committees, especially at the district level, is still limited; the work of inspecting and supervising Party enterprises has not received due attention [37] . Some Party Committees of enterprises in the Army have not yet arranged specialized inspection officers as prescribed.
Regulations on subjects, contents of inspection and supervision; on complaints and levels of settlement of party disciplinary complaints of party members; on the authority to enforce discipline of party cells have broad contents, some contents Not suitable to reality. There is no specific regulation on the authority to conclude inspections and supervisions assigned by the Party Committee to specialized agencies to advise and assist the Party Committee in conducting inspections.
2.9. On rewards and discipline (Chapter VIII)
Party committees at all levels have regularly paid attention to leading, directing and organizing the implementation of emulation and commendation work, synchronously and uniformly implementing commendation for party organizations and party members in the entire Party organization. The commendation and commendation of party organizations and party members with achievements are implemented by Party committees and party organizations in accordance with the regulations and instructions of the Central Committee on authority, standards, subjects, procedures, gift values and forms of commendation. The addition of regulations on awarding the 45-year Party membership badge, early consideration, posthumous consideration, and not yet considered for awarding the Party badge to party members is appropriate, meets the wishes of party members, and has the consensus and unity within the Party.
Basically, Party committees at all levels strictly implement the Party Charter, regulations and instructions of the Central Committee on disciplinary action against violating Party organizations and Party members. Complaints of Party organizations and Party members and the settlement of Party disciplinary complaints are of concern to Party committees and Inspection Committees at all levels, implemented carefully and objectively [38] ; Disciplinary action against violating Party organizations and Party members is implemented promptly, strictly, within authority and procedures, ensuring principles, directions and guidelines in disciplinary action. Disciplinary action against dissolving Party organizations, suspending Party activities of Party members and suspending Party committee activities of Party committee members, suspending Party organization activities, disciplining Party members and Party committee members who violate the law and are prosecuted, temporarily detained and sentenced are strictly regulated by the Central Committee in terms of procedures and authorities; Party committees at all levels implement very carefully and strictly [39] .
In general, the regulations on rewards and discipline in the Party Charter, regulations and instructions of the Central Committee are appropriate, implemented uniformly, and the implementation results contribute to tightening discipline and order in the Party, promoting the State's laws, and are highly appreciated by a large number of cadres, party members and people.
Limitations, difficulties, and inadequacies: Implementation of regulations Disciplinary enforcement of party organizations and party members in some party organizations has not been serious, there are phenomena of deference, avoidance, localism; some cases are not in accordance with principles, procedures, and authority. Some party members take advantage of the right to complain and denounce to cause disunity, negatively affect the honor and reputation of party members and party organizations, and violate regulations on what party members are not allowed to do.
Regulations on the value of gifts and forms of rewards are not consistent with those of the State. Regulations on the authority and forms of rewards of provincial-level Party committees and direct superiors of grassroots Party organizations for Party organizations and Party members with the same excellent performance in 5 consecutive years are not yet unified [40] . Regulations on the statute of limitations for Party and State discipline have inconsistent content [41]. Some regulations on the time of arrangement and use of cadres and Party members after being disciplined are still inadequate.
2.10. The Party leads the State, the Fatherland Front and socio-political organizations (Chapter IX)
Party organizations and party members working in state agencies, the Fatherland Front and socio-political organizations from the central to grassroots levels have basically performed well their assigned tasks and powers, maintained working principles and living regimes according to the Party Charter, regulations and instructions of the Central Committee and working regulations, focused on leading and directing the concretization and institutionalization of the Platform for national construction in the transitional period to socialism (supplemented and developed in 2011), the Resolution of the National Congress of Delegates, the Strategy and socio-economic development plan adopted by the 11th, 12th and 13th Party Congresses, the Party's policies, resolutions, directives and regulations into legal documents, charters, regulations, strategies, plans and action programs of each agency and organization, and allocated resources, focused on directing the implementation. At the same time, through ideological, organizational, personnel, inspection and supervision work, the Party has led the State, the Fatherland Front and socio-political organizations to effectively implement policies, resolutions, directives and regulations and basically achieved the set goals.
Party committees and organizations at all levels strictly implement the principle of the Party unifying leadership in personnel work and managing the cadre team, along with promoting the responsibilities of organizations and heads of organizations in the political system; selecting and introducing qualified and eligible cadres for appointment and candidacy for leadership positions of state agencies, the Fatherland Front and socio-political organizations is uniformly implemented from the Central level to the grassroots level, villages and residential groups.
Regulate and strictly implement the establishment and termination of activities of party delegations and party executive committees. at the central and provincial levels; establish and promulgate regulations on the functions and tasks of the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, and central mass organizations; Party Committees in ministries, ministerial-level agencies, agencies under the Government, agencies of the National Assembly, socio-political organizations and mass organizations assigned by the Party and the State to ensure leadership and unity, synchronization with the arrangement of new organizational models; establish Party Committees of Party agencies, Party Committees of People's Committees at provincial and communal levels. Establishing Party Committees and Party cells in agencies and organizations where the activities of Party delegations and Party executive committees at the central and provincial levels ensures the leadership of the Party in the leadership agencies of the State, the Fatherland Front, socio-political organizations, executive and judicial agencies at the central and provincial levels, and centrally-run cities; establish Party cells in the Standing Committee of the Nationalities Council, standing committees of the National Assembly, and delegations of National Assembly deputies; Party cells in the National Assembly delegation (operating at the National Assembly sessions) have ensured and strengthened the comprehensive leadership role of the Central Executive Committee, the Politburo, and the Secretariat over the Government, the National Assembly, the Fatherland Front, and central organizations, and provincial and communal-level Party Committees over government organizations, the Fatherland Front, and provincial and communal-level organizations. The organization and operation of the Party delegation, the Party executive committee, and newly established Party committees and Party cells after the end of the activities of the Party delegation and the Party executive committee in agencies and organizations have generally adhered to the functions and tasks prescribed in the Party Charter and the regulations and instructions of the Central Committee.
In general, the regulations on the Party's leadership of the State, the Fatherland Front and socio-political organizations are appropriate. Party organizations and Party members working in State agencies, the Fatherland Front and socio-political organizations basically strictly comply with the Party's resolutions and directives.
Limitations, difficulties, and inadequacies: The organizational model and operation of the Party Executive Committee and Party Delegation are still limited and inadequate. The implementation of leadership in inspection work by the Party Executive Committee and Party Delegation is still limited. The coordination between the Party Executive Committee and Party Delegation with the Party Committee, the collective leadership, and the heads of agencies and units in some places is still confusing and not tight. The Party Executive Committee and Party Delegation model sometimes does not fully promote its tasks and powers; some places do not properly implement the principles of democratic centralism and working regulations (before January 24, 2025) . Regulations and instructions on the organization and operation of Party cells in the Nationalities Council and Committees of the National Assembly and National Assembly delegations are not complete.
2.11. The Party leads the Ho Chi Minh Communist Youth Union (Chapter X)
Party committees and youth union chapters at all levels have strictly implemented the Party Charter's regulations on the Ho Chi Minh Communist Youth Union. The Youth Union has truly been the Party's reliable reserve force, regularly supplementing young forces for the Party, continuing the glorious revolutionary cause of the Party and President Ho Chi Minh [42] ; is the core force in the youth movement; at the same time, is a socialist school, representing the interests of the youth and in charge of the Ho Chi Minh Young Pioneers Team to continue to develop.
Party members who are still of Youth Union age still participate and work in the Youth Union organization according to regulations and are positive factors in building the Youth Union organization, role models for young Youth Union members to learn from and follow in striving to join the Party; at the same time, promoting the responsibility of young Party members towards the Youth Union organization.
Party committees and organizations at all levels have regularly paid attention to and directly led the youth union in determining political directions and tasks, ideological work, organization and personnel. The Ho Chi Minh Communist Youth Union has focused on improving the quality of propaganda and education for union members and youth, creating an environment for union members and youth to practice, challenge and contribute; creating conditions for union members and youth to promote their pioneering and creative roles, strive in studying, working and living, enthusiastically participate in community activities, and actively participate in building localities, agencies and units.
In general, the Party Charter and the Central Committee's regulations defining the role and position of the Ho Chi Minh Communist Youth Union; the tasks of the Party Committee in directly leading the Ho Chi Minh Communist Youth Union at the same level in terms of direction, tasks, ideology, organization and cadres are appropriate, implemented in a systematic manner, serving as a basis for Party Committees and organizations at all levels to pay attention to and build a team of young cadres for the Party.
Limitations, difficulties, and shortcomings: Some Party committees have not paid enough attention to leadership and care for the building of the Youth Union organization, and have not regularly worked, listened to, and had dialogues with the youth. Some grassroots Party committees have not paid due attention to monitoring and inspecting youth work. The arrangement and assignment of Youth Union cadres when they are no longer of working age for the Youth Union is facing many difficulties, especially for grassroots Youth Union cadres due to the small number of cadres and civil servants at the commune level.
2.12. On the Party's finances (Chapter XI)
The Party's finances are implemented in accordance with the Party Charter and State regulations. The Party members' party dues are basically stable; revenue from party dues, revenue from the Party economy (Party enterprises, Party public service units), the State budget, and other revenue sources have basically ensured the Party's activities from the Central Committee to grassroots party organizations and Party cells.
The Central Committee has specified and provided specific and unified guidelines on the principles and regimes for managing Party finances and assets, and the Party members' Party dues; studied, supplemented, and amended a number of specific regimes and policies to suit the reality, basically meeting the requirements and tasks of Party financial management, promoting discipline, order, and efficiency in managing and using Party finances and assets to ensure compliance with Party regulations and State laws. The annual regulation that Party committees listen to reports and decide on their own financial tasks has been specified in working regulations and implemented in a routine manner by Party committees at all levels.
Party committees at all levels pay attention to leading and directing the correct implementation of the Central's regulations and guidelines on the regime of collecting and paying party fees; basically managing and using the operating expenses of Party committees and organizations at all levels according to the prescribed norms and regimes and strictly managing the Party's finances and assets. The inspection and audit work on party financial management has been increasingly strengthened and expanded in both scope and content, contributing to correcting and overcoming limitations, gradually bringing party financial work into order, effectively, basically implementing in accordance with the provisions of the Party Charter and the State's laws.
In general, the regulations on principles and regimes for financial and asset management of the Party, the level of Party dues paid by Party members in the Party Charter and some regulations of the Central Committee are basically suitable and implemented uniformly from the Central Committee to the grassroots level.
Limitations, difficulties, and inadequacies: The collection and payment of party fees at some party committees and organizations are still slow and not on time, especially for party members who are self-funded overseas students, small-scale workers and freelancers. Some party organizations are still confused about the management and use of the retained party fees. Funds for the activities of party committees at the grassroots level and abroad are facing difficulties. The management of finances, assets, and activities of some enterprises and public service units of the Party is still limited, and in some places, it has not received due attention, even allowing violations to occur to the extent that disciplinary action must be taken. Some documents on the implementation of financial management, assets, and party fees are not suitable and are slow to be supplemented and amended; the current regulation on the rate of payment of party fees to higher levels of party cells directly under the grassroots party committee is high (70%).
II. GENERAL ASSESSMENT
Based on the summary of the Central Committee, Party committees and Party organizations in the whole Party, it can be affirmed that over the past 15 years, the Party Charter, regulations and instructions of the Central Committee and Party committees at all levels have been seriously implemented by Party committees, Party organizations and Party members, contributing significantly to the building of our Party to be increasingly clean and strong; being the foundation for maintaining solidarity and unity in the whole Party; ensuring the comprehensive leadership of the Party over the State and society. The work of disseminating and thoroughly understanding the Party Charter, regulations and instructions of the Central Committee has always been proactively and promptly implemented by Party committees and Party organizations at all levels, methodically, with the right subjects and plans; basically, cadres and Party members have a firm grasp of the Party Charter, regulations and instructions of the Central Committee; awareness and responsibility for implementing the Party Charter have been raised. The concretization of the Party Charter has been focused on by the Central Committee, Party committees at all levels, and advisory and support agencies of Party committees at all levels. During the 11th, 12th, and 13th Party Congresses, the Central Executive Committee has repeatedly issued regulations implementing the Party Charter[43]. At the same time, the Central Executive Committee, the Politburo, and the Secretariat have issued many resolutions, directives, regulations, statutes, and specific instructions on the contents of the Party Charter. The regulations and instructions of the Central Committee have been seriously researched and prepared, methodically, meticulously, scientifically, synchronously, and have widely consulted with Party committees and organizations at all levels, and are suitable for practice. They have concretized and clarified the principles, tasks, powers, responsibilities, working relationships, processes, and procedures; basically suitable, meeting the requirements of leadership and direction in implementing Party building work, building the political system, creating a solid political and legal foundation to successfully carry out the revolution in organizational apparatus, perfecting the overall model of the political system to ensure streamlining, compactness, strength, efficiency, effectiveness, synchronization, and unity from the Central to local levels, focusing on the grassroots and strengthening the Party's leadership, creating favorable conditions for Party committees, Party organizations, agencies, and units to organize and operate continuously and smoothly. The Central Executive Committee, the Politburo, the Secretariat, Party committees, Party organizations, and Party members throughout the Party have strictly implemented the provisions of the Party Charter, and at the same time, regularly inspected and supervised the implementation of the Party Charter. The work of inspecting and supervising the dissemination and implementation of the Party Charter, regulations and instructions of the Central Committee is regularly carried out by Party committees at all levels, advisory and support agencies, and Party committee inspection committees, and is associated with summarizing the implementation of the Party Charter, ensuring that the Party Charter is widely disseminated, widely disseminated, strictly and uniformly implemented throughout the Party.
The work of developing party members has achieved high results; the party member structure has changed in a positive direction, the educational level, expertise and professional skills of party members have been raised, the proportion of young party members, women, ethnic minorities and religious people is increasing.
The Central Executive Committee, the Politburo, and the Secretariat have firmly maintained the principle of democratic centralism in their activities and have always been highly united and unified in their decisions; strongly innovated the method of governance, concentrated leadership, comprehensively and synchronously directed all aspects of work, met practical requirements, decided all successes of our country's revolutionary cause, ensured to maintain and strengthen the Party's leadership role over the State and society. Party committees and standing committees at all levels have basically performed their functions, tasks, working regulations, and authority correctly, demonstrated the Party's leadership role in the locality; regularly inspected, supervised, promptly corrected incorrect contents, and overcame limitations in the implementation process. The majority of grassroots party organizations have promoted their role as political nuclei at the grassroots level, leading cadres, party members, and people to successfully complete the political tasks of localities, agencies, and units. The position and leadership role of the Party organization in the Army and the Public Security have been increasingly affirmed and strengthened. The Politburo, the Secretariat, Party committees and inspection committees at all levels have focused on leading, directing and organizing the comprehensive implementation of inspection and supervision tasks according to the Party Charter, regulations and instructions of the Central Committee with a decisive spirit, focusing on key points, closely following political tasks and Party building work; strengthening inspection of the implementation of Party building and rectification work, associated with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, and the fight against corruption, waste and negativity. Party committees at all levels have basically strictly implemented the Party Charter, regulations and instructions of the Central Committee on disciplinary action against violating Party organizations and Party members. The settlement of Party disciplinary complaints has been given attention by Party committees and inspection committees at all levels, carried out cautiously and objectively; Disciplinary action against party organizations and party members who violate the law must be carried out promptly, strictly, within the correct authority and procedures, ensuring principles, directions, and guidelines in disciplinary enforcement.
In the past terms, although the Party Charter was not amended, the 12th and 13th Congresses decided or assigned the Central Executive Committee to concretize many important and urgent contents and issues of the Party into the regulations and instructions of the Central Committee to decide on revolutionary issues of the Party, creating a solid foundation for our country to confidently and steadily enter a new era, an era of rising up, developing richly and prosperously for the nation, such as: implementing the introduction of re-election for the position of General Secretary for the third term; organizing a two-level local government, not organizing at the district level, merging commune-level administrative units; ending the activities of party delegations and party executive committees at the central and provincial levels; piloting the appointment of the Politburo and higher-level Party committees by the Politburo and higher-level Party committees to the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman, deputy chairman of the inspection committee of the Party committees directly under the Central Committee and places where new Party committees and Party organizations are established; Piloting the organization of Party Committees of communes, wards, and special zones directly under the Provincial Party Committee and City Party Committee as the direct superior Party Committee of the grassroots Party organization... affirms the adherence to and strict implementation of the Party Charter; the principles of organization and operation of the Party, within authority; flexible leadership and direction, meeting the requirements of the country's development in the new situation.
The above results were achieved due to: (1) The Party Charter clearly defined the Party's principles, goals, ideology, principles of organization, operation, organizational system, leadership and governing methods, and stipulated the responsibilities, obligations and powers of Party organizations and Party members; which have been implemented stably over many terms. (2) The regular and close leadership and direction of the Central Executive Committee, the Politburo, the Secretariat and Party committees and organizations at all levels. (3) The proactiveness, positivity and responsibility of advisory and support agencies of Party committees at all levels. (4) The self-awareness and serious compliance of Party organizations and Party members. (5) Inheriting and promoting the results and experiences of previous terms.
However, the implementation of the Party Charter still has some limitations and problems: Some Party committees, Party organizations and Party members do not fully understand the meaning and importance of the Party Charter; the regular study, in-depth research and mastery of the Party Charter and the regulations and instructions of the Central Committee by Party committees, Party organizations and Party members in some places is still limited. Some Party committee members and Party members have not strictly complied with the Party Charter, violated the principle of democratic centralism and the principles of Party organization and operation, violated working regulations; and have not performed well the tasks, rights and responsibilities of Party organizations and Party members. Some contents in the Party Charter, regulations and instructions are still inadequate, do not cover all subjects and are not synchronous, the concretization of some regulations is not timely. In the activities of Party committees and Party cells, self-criticism and criticism are sometimes and in some places not substantial and not regular, the situation of deference, avoidance and fear of conflict still occurs in many places. The role and fighting strength of many Party cells are still weak, failing to promptly detect violations by cadres and Party members in the process of working and living. The implementation of regulations on disciplinary enforcement of Party organizations and Party members in some Party organizations is not serious, there are still phenomena of deference, avoidance, and localism; some cases are not in accordance with principles, procedures, authority, processes, and regulations. Some Party members take advantage of the right to complain and denounce to cause disunity, negatively affecting the honor and prestige of Party members and Party organizations, violating regulations on what Party members are not allowed to do.
In addition to the above limitations and difficulties, although the Party Charter was not amended, the 13th Congress agreed to study and absorb the opinions of the Congress to concretize them into the regulations and guidelines of the Central Committee and important revolutionary issues being implemented. In the process of implementing the Party Charter, there are some contents in the regulations and guidelines that are still inadequate: (1) Regarding the concretization of the principle of democratic centralism; (2) Regarding the age of admission to the Party, regarding the Party membership card, regarding the introduction of Party activities and temporary Party activities; (3) Regarding the case where the structure is prescribed as a Party Committee member, Party Committee Secretary but not a Party member of that Party organization; (4) Regarding the Party Committee at a higher level of the Party grassroots organization and the Party grassroots organization (not suitable); the Party organization model in places with special characteristics (not clearly defined); (5) Regarding the functions and tasks of the Party grassroots organization and Party cells, which have not covered all types; (6) On the Party's leadership bodies at the local level (provincial and communal levels) ; on Party committees; (7) Some specific regulations on the Party's inspection, supervision and disciplinary enforcement work; disciplinary authority of the Standing Committee and the Inspection Committee of the grassroots Party Committee; (8) Some regulations on commendation work and disciplinary statute of limitations, arrangement and use of cadres and Party members after being disciplined; (9) On the organization and leadership methods of Party organizations and Party members in State leadership agencies, the Fatherland Front, and elected socio-political organizations; in executive and judicial agencies at the central and provincial levels; the Party leads the Ho Chi Minh Communist Youth Union; (10) Some documents on the implementation of Party fee work; (11) On digital transformation and administrative reform in the Party.
III. ON SUPPLEMENTS AND AMENDMENTS TO THE PARTY STATUTE
1. Viewpoints and principles
- Ensure the Party's leadership, the Party's organizational and operational principles, especially the principle of democratic centralism; adhere to Marxism-Leninism, Ho Chi Minh's thought, and the theory of innovation; adhere to the goals of national independence and socialism; adhere to comprehensively and synchronously promoting the innovation process; and synchronizing with supplementing and amending the Political Platform and the Constitution.
- Inherit and maintain the Party's principles and essence.
- The Party Charter should not be too detailed and specific. The contents of the regulations for implementing the Party Charter are clear and consistent with the overall organizational model of the political system and practice, so they should be researched, supplemented, and amended.
2. Based on the above viewpoints and principles; summarizing 15 years of implementing the Party Charter, proposals and recommendations of Party committees and organizations directly under the Central Committee and the realities, the Central Executive Committee reports to the 14th Congress on the assignment of The 14th Central Executive Committee:
2.1 . Review and decide on a number of major and important policies and tasks that are not yet stipulated in the Party Charter or are stipulated in the Party Charter but are no longer suitable to the practical situation; report the implementation results to the next National Congress of the Party for consideration and approval.
2.2. Lead and direct research and summarize practices to propose amendments and supplements to the Party Charter and the Political Platform for national construction during the transition period to socialism to be presented to the 15th National Party Congress on the occasion of the 100th anniversary of the founding of our Party (1930 - 2030) .
2.3. Orient the content and assign the Politburo to direct the relevant agencies to carry out Research and summarize the implementation of the Party Charter from the beginning of the term to report to competent authorities for consideration and propose to supplement and amend the Party Charter according to each chapter and article of the Party Charter, focusing on The following Chapters and Articles: (1) Article 7 on exemption from Party activities in some special cases; (2) Clause 2, Article 10 on establishing grassroots Party organizations under the leadership of district, county, town, and provincial city Party Committees; establishing Party organizations in places with special characteristics. (2) Chapter IV on Party leadership bodies at local levels. (3) Chapter V on grassroots Party organizations; Party committees; Party cells; periodic activities of grassroots Party committees and Party cells . (4) Clause 3, Article 28 on Party organizations in the Vietnam People's Army and the Vietnam People's Public Security. (5) Chapter VII on appointing inspection committees at all levels when necessary; the direction of superior inspection committees to lower-level Party committees, Party organizations, and inspection committees in Party inspection, supervision, and discipline; adding the task of controlling assets and income of inspection committees from commune level and above; Raising the level of supervision work... (6) Chapter VIII reviews and amends the authority to enforce discipline, resolve denunciations and complaints of party organizations according to the current organizational model. (7) Article 42, Article 43 Chapter IX on the Party's leadership of the State, the Fatherland Front and socio-political organizations. (8) Chapter X on the Party's leadership of the Ho Chi Minh Communist Youth Union. (9) Some other contents to ensure the principles, system, unity, synchronization, and clarity of the Party Charter; contents related to the implementation results of Resolution 18 on rearranging and perfecting the political system.
CENTRAL EXECUTIVE COMMITTEE OF THE PARTY
[1] The 12th National Party Congress approved the Report summarizing the implementation of the Party Charter by the 11th Central Executive Committee; the 13th National Party Congress approved the Report summarizing the Party building work and the implementation of the Party Charter by the 12th Central Executive Committee.
[2] Such as: Organizing conferences, sending copies of documents, specialized reports, launching research competitions, regular and specialized Party committee and cell meetings, exchanging, reflecting... and propagating and disseminating through official information channels (newspapers, radio, websites... of localities, agencies and units) .
[3] Pilot directions: (1) Delegating authority at the grassroots level to the grassroots party committee whose direct superior level is not the provincial party committee, city party committee, or party committee directly under the Central Committee. (2) Online activities in some special party committees and party cells or in special circumstances. (3) The Standing Committee of the immediate superior party committee appoints members of the inspection committee, chairman, and vice chairman of the inspection committee of the lower-level party committee. (4) The Politburo appoints the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman, and vice chairman of the inspection committee of the party committee: Central Party agencies; Government; National Assembly; Fatherland Front, and central mass organizations. (5) Organizing party committees of communes, wards, and special zones directly under the provincial or city party committee is the direct superior party committee of the grassroots party organization. (6) Party cell congresses are held every five years.
[4] From 2016 to December 31, 2023, Party committees and organizations directly under the Central Committee, Party agencies and public service units in the Central Committee issued 176,969 specific documents (this content will be updated later).

(2) The Editorial Team of the Party Charter Subcommittee established 06 delegations to inspect the implementation of the Party Charter at 23 provincial and municipal party committees, centrally-run party committees; party executive committees, party delegations of a number of ministries, branches, central agencies, enterprises and a number of military and police units.
- During the 12th Congress term, the Party Charter Subcommittee organized 8 delegations (led by Politburo members, Secretariat members, and Subcommittee members) to conduct inspections at 14 Party committees and organizations.
- During the 13th Congress term, the Party Charter Subcommittee organized 10 delegations (led by Politburo members, Secretariat members, and Subcommittee members) to conduct inspections at 10 Party committees and organizations.
[8] Political Platform: "The socialist society that our people are building is a society: Rich people, strong country, democracy, fairness, civilization; owned by the people; with a highly developed economy based on modern productive forces and appropriate progressive production relations; with an advanced culture, imbued with national identity;....; with a socialist rule-of-law state of the people, by the people, for the people led by the Communist Party; with friendly and cooperative relations with countries around the world."... "The Communist Party of Vietnam is the ruling party, leading the State and society".
Constitution (Article 4): " 2. The Communist Party of Vietnam is closely attached to the People, serves the People, is subject to the People's supervision, and is responsible to the People for its decisions . 3. Party organizations and members of the Communist Party of Vietnam operate within the framework of the Constitution and the law ."
Document of the 13th National Congress (on the direction of Party building work) : " Strengthening the work of Party building and rectification in terms of politics, ideology, ethics, organization and cadres; improving the leadership capacity, governing capacity, fighting strength of the Party and the effectiveness and efficiency of State management ".
[9] According to 2023 data, a number of provincial, municipal, and central party committees have high rates of Party admission: Central Enterprise Bloc Party Committee (6.19%), Dien Bien (5.74%), Central Public Security Party Committee (5.31%), Central Military Commission (5.08%), Binh Thuan (4.95%), Khanh Hoa (4.72%),...

[13] 2,698,401 party members have university or college degrees (an increase of 122.86% compared to 2010); 311,207 party members have master's degrees or higher (an increase of 400.65% compared to 2010). Of the 2,395,786 new party members admitted in the 3 terms, 634,647 party members have university degrees or higher (26.49%).

[39] During the 11th, 12th, and 13th Party Congresses, the Politburo, the Secretariat, Party committees at all levels, and Party cells disciplined 4,339 Party organizations and 199,307 Party members in various forms; Inspection committees at all levels disciplined 660 Party organizations and 59,200 Party members (including 20,524 Party committee members, accounting for 35%). Party committees at all levels dissolved 03 Party organizations .
[40] Some groups and individuals who have successfully completed their tasks for 5 consecutive years will be awarded certificates of merit by the district-level Party Committee Standing Committee, but in other cases, they will be awarded certificates of merit by the provincial-level Party Committee Standing Committee; similarly, some places will be awarded flags and some places will be awarded certificates of merit for successfully completing their tasks for 5 consecutive years.
[41] Regarding the statute of limitations for disciplinary action: For violations that must be disciplined by reprimand, the statute of limitations for Party discipline is 05 years, the statute of limitations for administrative discipline is 02 years; for violations that must be disciplined by warning, the statute of limitations for Party discipline is 10 years, the statute of limitations for administrative discipline is 05 years.
[42] During the 11th, 12th, and 13th Party Congresses, 98,604 youth union cadres were transferred, mobilized, and appointed to Party agencies and the political system; 1,956,235 party members were admitted as youth union members (81.65% of newly admitted party members) . During the 13th Party Congress, 22,072 youth union cadres were elected to the same-level Party Committee; 17 youth union cadres were elected as deputies to the 15th National Assembly; 15,885 youth union cadres were elected as deputies to People's Councils at all levels for the 2021-2026 term (Report No. 216-BC/TWĐTN-BTC of the Central Committee of the Ho Chi Minh Communist Youth Union) .
[43] In the XIII Congress term alone, to create a political and legal basis for implementing the revolution of streamlining the organizational apparatus and supplementing and amending a number of contents to suit the practical work of Party building in the new situation, the Central Executive Committee issued regulations on implementing the Party Charter three times; and issued regulations on inspection, supervision and discipline work of the Party three times .
