Towards the 14th Party Congress: All benefits are for the people

The Congress is a historic milestone in the journey of building an honest, creative, and active Government for the country and the people. This is truly an important political event that opens a new era, increasing people's trust in the Party's leadership and the Government's efforts.

The Congress passed a Resolution with many very high goals and targets, demonstrating a strong desire to rise: an average GDP growth rate of 10%/year or more; GDP per capita by 2030 reaching about 8,500 USD. The contribution of total factor productivity (TFP) to growth is over 55%. By 2030, Vietnam strives to be among the top 3 countries in Southeast Asia, the top 50 countries in the world in terms of digital competitiveness and e-Government development index...; the proportion of the digital economy reaching at least 30% of GDP.

These ambitious figures are aimed at the year 2030 - the 100th anniversary of the Party's founding - when our country will have the appearance, position and stature of a modern industrialized country with an upper middle income. These goals also serve the noblest goal: "For the people".

President Ho Chi Minh once affirmed, "Our country is a democratic country. All benefits are for the people." The motto of the first Government Congress: "Solidarity, discipline - Democracy, innovation - Breakthrough, development - Close to the people, for the people" clearly demonstrated his advice.

Looking back at the past term, the macro economy has been firmly stable, GDP growth has made an impressive breakthrough with an estimated growth rate of 8.3-8.5% in 2025 - the highest in the region and among the top in the world - bringing the average GDP for the entire 2021-2025 period up by 6.3%. Major balances have been ensured, the scale and position of the economy have been enhanced: GDP scale in 2025 is estimated to reach about 510 billion USD, bringing Vietnam to 32nd place in the world and 4th in ASEAN, up 5 places compared to 2020. GDP per capita is estimated to reach over 5,000 USD, bringing our country officially into the group of upper middle-income countries...

That achievement was not paved with velvet carpets but with days of "overcoming the sun, overcoming the rain, not losing to the wind and storms", "eating quickly, sleeping urgently", "working in 3 shifts, 4 shifts" on 500KV power line construction sites, highways, and coastal roads along the country; with sleepless nights to rearrange the country, create development; and "tense as a bowstring" periods to protect people during the COVID-19 pandemic, save people from natural disasters, storms and floods.

The policy of "putting people's health and lives first and foremost" has become the guiding principle for all actions, deeply demonstrating the humanity of the regime and receiving the absolute consensus and support of the entire population. Although Vietnam is not a country that can produce COVID-19 vaccines, we have vaccinated the entire population for free and ranked 5th in the world. Thanks to vaccination and other efforts, human losses have been reduced to only 1/3 of the world (0.37%, while the world average is 1-2%).

The Government as a whole and the Prime Minister have demonstrated a spirit of solidarity, unity, joint efforts, and unanimity, acting with high political determination and a burning desire for a strong Vietnam. The direction and management work has been carried out resolutely, dynamically, creatively, regardless of day or night, always closely following reality to have timely and effective decisions.

The Government's spirit of action is clearly demonstrated through the motto: "The Party has directed, the Government has agreed, the National Assembly agrees, the people support, the Fatherland expects, then only discuss action, not retreat", reflecting a great consensus and determination in the entire political and social system. Once there is agreement on policy, the Government focuses all its efforts on organizing implementation, determined to turn resolutions and policies into concrete results.

And those efforts are to serve the people, improve the material and spiritual life of the people, so that Vietnam's Happiness Index in 2025 will rise to 46th place, up 8 places compared to 2024 and up 37 places compared to 2020 - a spectacular number compared to the beginning of the term.

But there are still concerns and worries that General Secretary To Lam raised at the Congress, namely: Macroeconomics still has potential risks, economic restructuring, improving growth quality is still slow; infrastructure is not synchronous, especially transportation, urban, health, education , digital infrastructure. The lives of a part of the people are still difficult; many pressing social issues such as flooding, congestion, traffic safety, environment... have not been fundamentally resolved.

The unprecedented, sudden, unexpected and arduous challenges of the past term are the "fire that tests gold", leaving profound lessons for the next 5 years. The road ahead is not easy, as the world situation is forecast to continue to change rapidly, complexly and unpredictably; strategic competition between major countries and power centers is increasingly fierce, complicated, expanding in scope and increasing in intensity. Domestically, the workload is large, important and urgent with high requirements in implementation; natural disasters, storms, floods, extreme weather with unpredictable developments...

The predicted difficulties require the Party and Government to constantly strive, unite, join hands, be unanimous, proactively innovate, complete all assigned political tasks, serve the people, strengthen people's trust, and further improve Vietnam's Happiness Index.

According to Permanent Deputy Prime Minister Nguyen Hoa Binh, the baggage we bring into the next term is a very high determination, a desire for development, a very clear innovative mindset. The targets are very ambitious, this is a very big challenge for the Government in the next term. Looking at the action program, we clearly see the path and the tasks we must do. "The Congress was a great success in the hall, but the Congress's resolution will be truly successful 5 years later, when we take stock of what has been done, turn the Congress's resolution into reality in life, into economic growth, into a prosperous and happy life for the people, then we will truly succeed".

Therefore, the Government Party Committee must build a team that is both red, specialized, professional, dedicated, and daring to think and act, courageous, and responsible. The policies and guidelines are good, the determination is great, the thinking is innovative, the tasks and solutions are comprehensive and clear, and together with good preparation of the team, the 2025-2030 term of the Government Party Committee will be successful.
