The investment project for the construction of Ring Road 4 - Hanoi Capital Region was approved by the National Assembly in Resolution No. 56/2022/NQ15 dated June 16, 2022; the Government issued Resolution No. 106/NQ-CP dated August 18, 2022 on the implementation of Resolution No. 56/2022/NQ15. The investment project for the construction of Ring Road 4 - Hanoi Capital Region is implemented in three provinces/cities: Hanoi, Hung Yen, and Bac Ninh.

On December 20, 2023, the Hanoi People's Committee issued Decision No. 6479/QD-UBND approving the feasibility study report for Component Project 3: Investment in the construction of a highway under the public-private partnership method, part of the Hanoi Capital Region Ring Road 4 Construction Investment Project.

Subsequently, in Decision No. 312/QD-UBND dated January 16, 2024, the Hanoi People's Committee assigned the Hanoi City Investment and Construction Project Management Board for Transportation Works to implement the appraisal and approval of the design after the basic design and cost estimate for the sub-project using state capital within Component Project 3.

In accordance with Government Resolution 106/NQ-CP dated August 18, 2022, implementing National Assembly Resolution 56/2022/QH15 dated June 16, 2022; and based on Decision No. 6479/QĐ-UBND dated December 20, 2023, and Decision No. 312/QĐ-UBND dated January 16, 2024, of the Hanoi People's Committee, to complete the preparation, appraisal, and approval of post-basic design and cost estimates for sub-projects using state capital within Component Project 3, the Hanoi City Investment and Construction Project Management Board has actively and focusedly implemented procedures to select consulting contractors, sign contracts in 2024, and organize implementation according to plan to meet the progress as directed by the National Assembly, the Government, and the Hanoi People's Committee.

The investment in the construction of Component 3 of the Hanoi Capital Region Ring Road 4 Construction Project, a key inter-regional economic zone connecting the capital with Hung Yen province, Bac Ninh province, and other localities in the region, aims to maximize the investment efficiency of existing and ongoing projects, create new development spaces, and address existing problems in Hanoi; exploit land use potential, and build a sustainable and modern urban system. Therefore, it is necessary to apply the most advanced scientific and technological advancements in design and construction to ensure progress, quality, and investment efficiency.

Specifically, for consulting contracts on surveys and the preparation of technical designs and construction cost estimates for investment items of the sub-project using state capital within Component Project 3, the application of Building Information Modeling (BIM) in design and project management has been required. The application of new technologies, especially information technology in the construction sector, is a solution to improve labor productivity, ensure construction quality, and increase the efficiency of construction investment.

Civil engineering graduate Vu Manh Tuan, from the Hanoi City Transport Construction Investment Project Management Board, shared that as someone involved in Component Project 3 and Package 10/TP2-XL (Component Project 2.1 of the Hanoi Capital Region Ring Road 4 Construction Investment Project), BIM helps visualize through 3D simulations, supporting the Hanoi City Transport Construction Investment Project Management Board in easily identifying inconsistencies during the evaluation process, making it faster and more efficient to select the optimal solution thanks to the information integrated into the model.

It is also a tool for comprehensive planning, enhancing overall operational and management capabilities for the entire project lifecycle at an advanced technological level using a 3D spatial model. BIM provides a visual model, along with integrated elements such as construction schedules, making work management easier and ensuring good preparation for capital mobilization. The application of BIM standardizes all implementation stages and data transfer methods through guidelines, regulations, and template files.

"Thanks to this, the Hanoi City Traffic Construction Investment Project Management Board can monitor and supervise the design and construction implementation smoothly and accurately. All relevant information throughout the project is fully updated according to the managed functions through simulated spatial images following the construction sequence, allowing all stakeholders, from the investor and consulting and construction contractors, to access the information either on-site or online," said Master Vũ Mạnh Tuấn.

There are still barriers to adoption.

Despite its advantages, the practical application of BIM is still limited for many reasons. These include a lack of skilled personnel, with an uneven distribution and near-uniformity in working methods among those capable of implementing BIM. Currently, in private companies and government agencies, most use older generation computers that are not powerful enough to run BIM tools. Replacing all computers would require significant budgetary resources.

In addition, there is the issue of "software copyright" - very few individuals and organizations use licensed software. Another difficulty is that most documents are written in English, and their standards and legal systems differ from those in our country. Therefore, to access or use these standards or documents, translation or adaptation of working methods is necessary.

According to civil engineer Chu Viet Tu, in order to overcome difficulties and for BIM to be effective in project management, officials and staff of the Hanoi City Investment and Construction Project Management Board must enhance their professional sense of responsibility and continuously learn and improve their professional skills to better manage, update professional knowledge, and improve BIM management and operation skills so that they can visually observe asset management and equipment and construction operation.

The application of BIM is one of the digital transformation applications in construction investment, and it is a very important content, an inevitable development trend in the application of the achievements of the 4.0 Industrial Revolution, in line with the policies and guidelines of the Party and the State.

According to experts, the application of Building Information Modeling (BIM) in the construction sector will contribute to shortening the time and improving the quality of design, construction, and investment project management, and promote digital transformation in the construction industry; therefore, it is essential to accelerate this process.
