The rain that has lasted from November 16th until now has not stopped, combined with water from upstream causing the water level of Krong Tul River to rise rapidly, causing Yang Mao commune to be submerged in water. Hundreds of houses were flooded, many houses were swept away and isolated; thousands of acres of crops were submerged in water. The total initial damage to production was estimated at more than 40 billion VND. According to local authorities, floods and landslides have severely damaged 8 houses; 76 houses in 5 villages and hamlets were deeply flooded; 100 households had to be urgently evacuated to safe places; and 6 villages and hamlets were locally isolated. The traffic system in the commune was almost paralyzed, with many large landslides; isolated due to rising river water and washed-away bridges. Many areas became "oases", and functional forces had to cross forests and streams to reach the people.
According to local residents, this is the largest flood in decades. Although the water has receded this morning and people can walk and travel by motorbike, many areas are still isolated.

Mr. Do Xuan Nam in village 1 said: "Because his land is located right in the flood flow, it suffered great damage. 250 durian trees in their fifth year were completely uprooted; 1,500 coffee trees in the harvest stage are at risk of being lost. I hope the government will support the people in time to reproduce the lost areas."
In Tong Rang A village, Mr. Hoang Van Hieu and his wife are still in shock after their newly built house was buried in a pile of rocks and soil on the morning of November 17 when the hill behind the house collapsed due to heavy rain.
Looking at the ruins in a daze, Mr. Hieu said: “The house was just built in the first phase of this rainy season from the program “Eliminating temporary and dilapidated houses” and the family borrowed an additional 30 million VND to complete the house. The debt has not been paid off yet, and now it is completely damaged. Luckily, the person is okay, but the family does not know how to manage in the future.”

Xuan Lanh commune is also facing quite severe flooding. The whole commune has 3 villages Ha Rai, Lanh Van and Lanh Truong isolated, water is more than 1 meter deep, about 20 houses have been flooded. In village 3, village 5 and Lanh Cao village, water has also flooded the roads, infiltrated into houses. The locality has organized the evacuation of 50 households with unsafe housing to temporarily stay in cultural houses, schools or relatives' houses.
According to the Department of Agriculture and Environment, as of 4 p.m. on November 18, floods have caused damage to housing, infrastructure, and agricultural production in many communes and wards in the western and eastern regions of the province. Specifically, 8 houses collapsed and were swept away; 211 houses were flooded, and people have been evacuated to safe places; about 900 houses in Cu Pui commune are at risk of local flooding if the water level continues to rise. In particular, 43 households at risk of landslides (33 houses in Cu Pui commune and 10 houses in Krong Bong commune) have been evacuated to safe places by local authorities. Floods also caused heavy damage to agricultural production and infrastructure...
Faced with complicated weather developments, Yang Mao commune authorities urgently deployed "4 on-site" forces to organize the emergency evacuation of 34 households in low-lying areas at risk of landslides to safety.
Mr. Y Huan Adrông, Secretary of the Party Committee of Yang Mao commune, said that as soon as the heavy rain continued, the commune mobilized all police, military , militia and union officials to the grassroots to check households in areas at risk of landslides; mobilized people to evacuate to relatives' houses or safe temporary shelters. Currently, there are charity groups participating in supporting people with necessary necessities. The commune's forces are still on duty 100% in areas with the potential for large landslides. Yang Mao commune authorities are continuing to count the damage, recommending the Provincial People's Committee to soon have a plan to support funding to repair damaged traffic works and support people to stabilize production after the flood.
Meanwhile, in Tuy An Dong commune, a locality affected by floodwaters from the Ky Lo river, they have also proactively prepared plans to evacuate people in urgent situations. Ha Yen and Hoi Phu villages are areas that will be flooded if the floodwaters on the Ky Lo river continue to rise. The locality has a plan to evacuate about 100 households in these villages to safe places, prioritizing the "4 on-site" principle. Households whose houses are not safe will move to households with solid houses nearby, and those who live next to a school will move to the school.

Faced with the complicated flood situation, the Provincial Party Committee and Provincial People's Committee organized an inspection team, together with departments and branches, to directly direct the flood response work at the scene; visit families whose houses were damaged by floods. At the same time, direct localities to proactively plan to evacuate people from dangerous areas, low-lying areas, landslides... when requested. Localities also proactively mobilized forces to set up and stand guard at points of deep flooding and fast-flowing water to warn and prevent people and vehicles from passing through to ensure safety.
Inspecting the serious landslides in Yang Mao commune, Mr. Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, requested the commune authorities to resolutely evacuate all people living in dangerous areas, especially more than 20 households in very high-risk locations. The evacuation must be carried out immediately, without waiting for the water to recede, while mobilizing maximum local forces and coordinating with the police and army to ensure safety.
On this occasion, Chairman of the Provincial People's Committee Ta Anh Tuan and the provincial delegation presented gifts to the people of Yang Mao commune.
In the long term, the Chairman of the Dak Lak Provincial People's Committee requested the commune and relevant sectors to review all areas at risk of landslides, develop resettlement plans in safe locations, and ensure that new residences are attached to production land for people's consent. The province will allocate reserve funds to handle urgent items such as bridges, roads, and overflow sewers. At the same time, assign departments and sectors to evaluate in detail the commune's support proposal of 60.3 billion VND to consider appropriate arrangements, avoiding scattered and wasteful investment.
