From a poor, backward, and unknown country in the world, Vietnam has fulfilled an important part of President Ho Chi Minh's advice, becoming a developing, middle-income, and deeply integrated country.

The General Secretary was pleased and highly appreciated the development results and achievements of the capital Hanoi, Ba Dinh district and Quan Thanh ward, especially seeing the atmosphere of solidarity, unity and mutual support in difficult times as well as favorable and successful times.

General Secretary To Lam requested that Party committees and authorities at all levels in Hanoi continue to thoroughly grasp the viewpoint of "taking the people as the center and subject of all policies and strategies", "taking the happiness and prosperity of the people as the goal to strive for", and carry out the goal of a rich people, and when the people are rich, the country will be strong.

At the same time, the General Secretary emphasized the need to step up the work of preventing and combating corruption, waste, and negativity; determining that preventing and combating waste has an equivalent position to preventing and combating corruption and negativity.

Hanoi must create strong changes in waste prevention and control work at the local level; focus on building a culture of waste prevention and control; and make practicing thrift and fighting waste voluntary.
