Speaking at the opening of the Congress, Dr. Phan Chi Hieu, President of the Vietnam Academy of Social Sciences, emphasized that with the spirit of "Solidarity - Discipline - Responsibility - Creativity - Breakthrough", the Party Committee of the Academy continues to promote traditions, strengths and identity, strengthen solidarity, discipline, creativity, strive to overcome difficulties, seize opportunities, and is determined to build the Vietnam Academy of Social Sciences into a key research center, on par with advanced countries in the region and the world .
Outstanding achievements in the 2020-2025 term
On behalf of the Presidium, Associate Professor, Dr. Nguyen Duc Minh, Deputy Secretary of the Party Committee, Vice President of the Vietnam Academy of Social Sciences presented the Political Report of the Party Executive Committee for the 2020-2025 term.
Accordingly, in the last term, the Party Committee of the Academy has effectively led the implementation of key research programs and projects, closely following the socio-economic development goals and policies of the Party. The research focuses on core issues in the economic, political, cultural, social, environmental and foreign affairs aspects.
Particularly successful implementation of major projects such as Compiling the Vietnamese Encyclopedia, researching the archaeological site of Oc Eo-Ba The-Nen Chua, and adjusting the relic of Thang Long Imperial Citadel.
The Academy has carried out 961 independent ministerial-level projects, 2,074 grassroots-level projects, 76 national-level projects and 157 Nafosted fund projects, and organized hundreds of domestic and international scientific forums. Policy consulting work has achieved many impressive results with 331 consulting reports sent to Party and State agencies, a three-fold increase compared to the previous term.
Notably, the summary report "Theory and practice over 40 years of renovation" and reports analyzing the socio-economic situation at home and abroad. From March 2024, the Academy will periodically have monthly reports analyzing, forecasting and providing policy advice to serve the Government meeting.
The Party Committee of the Institute has led the Academy of Social Sciences to overcome difficulties in postgraduate training activities. By early 2025, it had re-registered for enrollment in a number of majors. From 2020-2024, 2,955 graduate students and 694 doctoral students graduated. At the same time, many training courses were organized to improve scientific research capacity, prioritizing young staff.
In the work of Party building, the Party Committee of the Academy has consistently directed Marxism-Leninism and Ho Chi Minh Thought, innovated management methods, and maintained a disciplined lifestyle. Attention has been paid to ideological work, with the aim of grasping ideological developments and combating erroneous viewpoints. Steering Committee 35 has been strengthened to combat and refute on the Internet and social networks. The implementation of Directive No. 05-CT/TW on promoting the study and following of Ho Chi Minh's thought, morality, and lifestyle has been carried out seriously and effectively.
The Academy has streamlined and streamlined its apparatus effectively. From 2020-2022, it reduced 102 department-level units; in 2023-2024, it continued to reduce from 42 to 38 affiliated units. In 2025, it continued to reduce 12 units, from 38 to 26 affiliated units.
The work of planning cadres was carried out according to Regulation 50-QD/TW. The Party Committee also consolidated and arranged the organizational apparatus in accordance with the innovation of the political system. Basically implemented the unification of the position of Party Secretary as the head of the unit. Admitted 100 outstanding masses to the Party; officially recognized 106 probationary Party members; disciplined 7 Party members, expelled 2 Party members and deleted the names of 5 unqualified Party members.
The Academy has also completed the inspection and supervision program for the entire term, thematic inspections of 11 party organizations and 11 party leaders, and supervision of 100% of grassroots party organizations. The work of preventing and combating corruption, negativity, and waste has been implemented with regulations to prevent negative phenomena.
Mass mobilization work is carried out in many forms suitable for scientific research agencies. The Party Committee has directed the strict implementation of the Grassroots Democracy Regulations, organizing staff conferences in accordance with regulations. The Youth Union successfully organized the 20th Congress for the 2022-2027 term, effectively implementing the Youth Development Program. The Academy's Trade Union organized the 21st Congress for the 2023-2028 term, actively protecting the rights of staff, excellently completing its tasks and dissolving, ending its activities according to regulations.
The Party's goals for the 2025-2030 term
The Party Committee of the Vietnam Academy of Social Sciences clearly identifies scientific research as an important task. We strive to comprehensively improve the quality of basic scientific research, continue to implement large and important research programs, and gradually approach international standards.
Focus on research to provide scientific arguments for building strategies and roadmaps for Vietnam to enter a new era - the era of national development, becoming a modern industrialized country with high average income by 2030 and high income by 2045. Strive for 100% of key research programs to meet requirements or higher, increase 5-10% of international publications each year, and by 2030 have at least 2 international standard journals.
Building the Vietnam Academy of Social Sciences into a leading policy advisory body of the Party and State by providing important scientific arguments for formulating guidelines, strategies, and policies for national construction and defense. Proactively providing timely advisory reports on important and urgent issues in the field of social sciences and humanities. Creating fundamental changes, improving the quality of policy advisory reports and social science development advisory reports.
In training and fostering human resources, the Academy has prepared all the conditions to upgrade the Academy of Social Sciences into an educational institution training at university, master, and doctoral levels in the direction of research and application. Closely linking training and research on the basis of cooperation with research institutes, training institutions inside and outside the Academy, central and local agencies and enterprises to provide high-quality human resources for the whole society.
In leading the Party building work, improving leadership capacity and fighting strength, the Academy strives to do well in propaganda work, raise awareness, and firmly adhere to Marxism-Leninism, Ho Chi Minh Thought, the goals of national independence and socialism. Study and seriously grasp the Resolution of the 14th National Party Congress and documents of the Central Committee. Innovate the content and methods of ideological work, strengthen the protection of the Party's ideological foundation, and fight against erroneous and hostile viewpoints.
Continue to implement Resolution 4 of the Central Committee, Conclusion 21-KL/TW on Party building and rectification, promote studying and following Ho Chi Minh's ideology, morality and lifestyle. At the same time, perfect the model and functions of the Academy to ensure effective implementation of the functions of a research agency on par with advanced countries according to Resolution 45-NQ/TW and Resolution 57-NQ/TW.
Continue to streamline the organizational model towards being lean and efficient. Properly implement the planning of leadership staff in conjunction with evaluation, rotation, and training. Have a team of scientists with quality similar to the region, and a modern, leading national library information system in social sciences and humanities.
Strengthening the Party organization in accordance with the apparatus arrangement according to Resolution 18-NQ/TW. Building a team of cadres specializing in Party work with sufficient quantity and quality. Improving the leadership capacity of grassroots Party committee members, implementing the policy that the Party committee secretary is the head of the unit. Improving the quality of Party activities, focusing on the quality of Party members, preventing political opportunism.
The Academy strives to become a Party organization that successfully completes its tasks in the 2025-2030 term. The work of inspection, supervision and enforcement of Party discipline is strengthened, closely supervised, methodical, scientific, timely and effective in an expanded, focused and key direction.
Focus on inspecting and supervising leaders and key officials in areas where violations are likely to arise. Strictly implement the work of controlling power and preventing and combating corruption with strong and drastic measures. Resolutely and strictly handle party organizations and party members who violate the law, without exception.
Strive to innovate the method of leading mass mobilization work, well implement the grassroots democracy regulations with the motto "People know, people discuss, people do, people inspect, people supervise, people benefit". The Youth Union's orientation focuses on improving the capacity of union members and young people. Promote the supervisory and critical role of mass organizations in Party building, building a clean and strong political system.
The Congress listened to a report reviewing the leadership and direction of the Party Executive Committee of the Vietnam Academy of Social Sciences for the 2020-2025 term.
The presentations at the congress mentioned the following issues: Strengthening the Party's leadership in social science and humanities research to serve national development in the new era, improving the quality of policy advice on private economic development, improving the quality of human resources, strengthening international cooperation, and linking scientific research activities with serving social needs.
To successfully implement the Resolution of the Congress, the Congress elected the Party Executive Committee for the 2025-2030 term.
The Congress also elected the Delegation of Delegates to attend the 1st Government Party Congress, term 2025-2030.
Focusing on social science research capacity to serve major policies and strategies
Speaking at the Congress of the Party Committee of the Vietnam Academy of Social Sciences, Deputy Prime Minister Nguyen Chi Dung acknowledged: During the past term, the Party Committee of the Academy had to face many difficulties and challenges, especially in the first years of the term when it had to both lead in overcoming violations and shortcomings, remove difficulties and obstacles, and focus on stabilizing operations, laying the foundation for a new development stage.
With great efforts, endeavors and determination, the Party Committee of the Academy has gradually overcome difficulties, overcome shortcomings and made important changes with many remarkable results. On behalf of the Government Party Committee, the Deputy Prime Minister commended and congratulated the Party Committee of the Vietnam Academy of Social Sciences on the achievements.
In addition, the Deputy Prime Minister also pointed out remaining problems such as: Personnel work in the first years of the term still has many limitations. Some units have not paid attention to planning, training, and fostering of leaders and managers, so they have not been proactive in perfecting leaders at all levels; The number of national scientific topics and tasks has decreased sharply compared to the previous term; the implementation of some major programs and projects is still confusing and has not met the set progress; The inspection and supervision work of some grassroots party organizations has not been proactive; some targets have not been achieved compared to the Resolution of the Party Congress for the 2020-2025 term.
Deputy Prime Minister Nguyen Chi Dung emphasized that the regional and world situation has many rapid, complex and unpredictable changes. In the country, the Fourth Industrial Revolution is taking place strongly, science and technology, innovation and digital transformation are identified by the Party and State as the top national policy, the driving force and foundation for the country's rapid and sustainable development.
Accordingly, the Politburo has issued the "Quad Pillars" (Resolution 57 on science and technology development, innovation and digital transformation; Resolution 59 on international integration; Resolution 66 on innovation in law-making; Resolution 68 on private economic development); together with the Resolutions to be issued on health, education, state economy, foreign direct investment... will create an important foundation and driving force to promote national development in the coming period.
The Vietnam Academy of Social Sciences holds a very important position as the leading national basic social science research organization; providing scientific arguments for the Party and State to formulate guidelines, strategies, plans, and policies for the country's socio-economic development. To continue promoting this pioneering role, Deputy Prime Minister Nguyen Chi Dung suggested that in the 2025-2030 term, the Party Committee of the Vietnam Academy of Social Sciences should focus on the following key tasks:
Firstly , each Party Committee, Party organization, cadre and Party member must uphold the spirit of solidarity, deeply and fully understand the position and role of Party building and the political system in conjunction with the political and professional tasks of the Academy and each unit. At the same time, promote the core leadership role of Party Committees and Party organizations to build agencies and units that are united and strong in ideology, politics, organization, inspection and mass mobilization, considering this a key task, ensuring the victory of the renovation cause.
Regularly monitor and grasp the situation and ideological developments of cadres, party members and workers to have timely and effective measures to handle arising issues. Strictly implement the principles of organizing party activities, especially the principle of democratic centralism; pay attention to the work of developing the Party in conjunction with improving the quality of party members.
Strengthening the work of inspection, supervision, prevention and combat of corruption, waste and negativity in Party organizations and Party members, considering this a regular and important task. Continuing to improve the leadership capacity and fighting strength of the Party, ensuring consensus, discipline and maintaining discipline within the Party, creating a solid foundation for the sustainable development of the Academy.
Second, continue to focus on social science research capacity to serve major policies and strategies. and the goal of developing a socialist-oriented market economy. Promote theoretical research, provide scientific arguments for the Party and State in formulating guidelines, strategies, planning, plans, and policies for socio-economic development in a socialist-oriented manner.
This is also an important task of the Academy that the Party and State leaders expect. Prioritize breakthrough research areas, improve policy consulting and strategic forecasting capacity to more closely link research with practical needs of society.
Focus on forming strong, spearhead research groups (Think Tanks) of regional and world stature on the basis of continuing to arrange and streamline the organizational apparatus towards effectiveness and efficiency. Thereby, bringing the Academy to develop on par with research institutions of advanced countries in the region and the world, worthy of the mission assigned by the Party and State.
Third, focus on training high-quality human resources; strengthen training and fostering of leading scientific staff and talented young scientists; create mechanisms and policies to attract and promote talents, especially Vietnamese scientists abroad; build a professional and dynamic working environment, encouraging innovation.
Fourth, promote digital transformation and international cooperation; proactively participate in international research networks and major social science programs in the world. Strengthen cooperation with leading research institutes and universities in the world, especially through student exchange programs and joint research projects; promote the role of a bridge between domestic social sciences and the international research community.
Fifth, participate in contributing opinions to the documents of the 14th National Party Congress, contribute opinions to the documents and elect the delegation to attend the first Government Party Congress. Based on the draft documents, each delegate is requested to promote democracy and intelligence, focus on discussing, analyzing, and contributing opinions to the draft documents so that the Party's documents are highly actionable, contributing to deciding important issues of the country.
The Deputy Prime Minister believes that, with the spirit of solidarity and high determination, the Party Committee of the Vietnam Academy of Social Sciences will lead the Institute to successfully complete the goals and tasks set by the Congress, continue to uphold the tradition and pioneering spirit in research, and soon become a key research center in social sciences and humanities on par with advanced countries in the region and the world.
