Currently, in Duc Linh area, 6 industrial clusters (IPs) have been established with an area of nearly 280 hectares, of which 3 clusters are managed by the state and 3 clusters have enterprises as infrastructure investors.
Up to now, the industrial parks invested by enterprises have accelerated the construction progress of technical infrastructure items and basically met the demand for attracting secondary investment projects. For example, the industrial parks in Dong Ha commune have deployed the construction of centralized wastewater treatment plants, water supply and drainage systems, fire prevention and fighting, internal roads, etc. Thereby creating favorable conditions for the promotion of attracting secondary investors to Dong Ha industrial park. It is expected that 5 projects will come into production and business operations in the near future.
As for Nam Ha 2 Industrial Park, there is a commercial concrete factory invested by Nam Ha - Duc Linh Company Limited, which has also been completed and put into operation in recent times. Notably, at Nam Ha Industrial Park, Nam Ha Vietnam Shoes Company Limited has completed the first phase of the shoe factory (area of 15 hectares, with a total investment of more than 1,400 billion VND), officially operating in December 2023 and initially recruiting more than 1,000 workers. Mr. Ngo Thanh San - General Director of Nam Ha Vietnam Shoes Company Limited said that the factory specializes in manufacturing sports shoes for famous world brands such as Nike and Salomon. With a capacity of more than 560,000 pairs of shoes/month, when put into stable operation, it will contribute to creating jobs for nearly 7,000 workers, thereby contributing positively to the socio -economic development of the locality and neighboring areas.
It can be said that, thanks to the focus on developing industrial clusters to gradually exploit the potential and advantages of the locality, it has contributed to promoting Duc Linh's economy to rise and shift towards gradually increasing the proportion of the industrial, trade - service sectors and gradually reducing the proportion of the agricultural, forestry and fishery sectors... However, for industrial clusters managed by the state, there are still some unresolved issues, so recently the People's Committee of Duc Linh district continued to request the Department of Industry and Trade to advise competent authorities to direct the removal of obstacles and difficulties. Especially regarding specific instructions on regulations on investors being allowed to mobilize capital to build technical infrastructure of industrial clusters. Or such as clearly regulating the handover of investors in construction and business of industrial cluster infrastructure from public service units to infrastructure business enterprises to invest in expanding industrial clusters... According to the representative of the district leader, with the above-mentioned reality, in the past, Duc Linh has not attracted investment projects to these clusters. Therefore, it is necessary to pay attention to guiding the procedures related to the recovery of suspended investment projects, project conversion, and auction of land use rights to implement projects in the case of state-managed industrial parks.
While promoting investment, the locality also requested the Department of Industry and Trade to help the district find and introduce potential investors to invest in developing industrial parks that have been included in the planning in Tan Ha commune. At the same time, continue to introduce a number of secondary investors to implement production and business projects in industrial parks in Duc Linh to take advantage of the potential, advantages as well as effectively use the local land fund.
Currently, Duc Linh has reviewed and developed a plan for developing industrial parks in the district for the period 2021 - 2030 to integrate into the provincial planning, accordingly proposing to include Tan Ha industrial park (area of 74 ha), Tan Ha 3 industrial park (area of about 13.6 ha) in the planning. In addition, the locality also considers forming the Duc Linh - Tanh Linh inter-district industrial park in the period 2021 - 2030...
