On the morning of May 30, the National Assembly discussed in the hall a number of contents with different opinions in the draft Law on Electronic Transactions (amended). The report on receiving, explaining and revising the draft law stated: The National Assembly Standing Committee has carefully and comprehensively reviewed to complete the draft law, ensuring that no additional administrative procedures (AP) are created, causing difficulties or obstacles when conducting electronic transactions.
Speaking at the meeting, many National Assembly deputies also emphasized the viewpoint of creating convenience for people and businesses when conducting electronic transactions in handling administrative procedures and enjoying online public services. These requirements and demands are completely appropriate and necessary to save costs of complying with administrative procedures for people and businesses, especially time costs.

Promoting electronic transactions is an inevitable and irreversible trend in the context of information technology being strongly applied in life. It will contribute to promoting increased labor productivity in the whole society, when the physical time spent on electronic transactions is much lower than that of traditional transactions in the past.
However, what voters and people are concerned about is that the bill needs to be more comprehensive, foreseeing cases where people and businesses are made difficult when they do not use electronic transactions.
I still remember the story of helping a paralyzed neighbor to complete the marriage registration procedure. At that time, the marriage registration procedure was provided online. I don't know if it was because of the pressure to achieve the number of online administrative procedures, but the ward's judicial officer required everyone who came to register in person to switch to online registration. Because he was not knowledgeable about information technology, the neighbor had to go home and ask me to register his marriage online for him! Thus, from the original good purpose of facilitating people when performing online administrative procedures and online public services, when it reached the grassroots level, it was distorted into something that caused more obstacles for people!
Therefore, we hope that the draft law needs to have clear regulations: State agencies, public service units, civil servants and public employees when conducting transactions with people and businesses are responsible for receiving and handling documents according to the legal transaction method chosen by people and businesses.
This is the only way to avoid the situation where officials, civil servants, and public employees push difficulties onto the people and businesses to make it easier for themselves to perform their duties, or to get their achievements counted later!
