Maintain and develop relationships and cooperation in the Vietnam-Russian Federation scientific community

NDO - On April 24, the international conference “Vietnam-Russian Federation: Past-Present-Future” took place in Hanoi. The conference was organized by the Vietnam Academy of Social Sciences in collaboration with the Russian Presidential Academy.

Attending the workshop were Mr. Andrey Margolin, Deputy Director of the Presidential Academy of the Russian Federation, Mr. Gennady Bezdetko, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Vietnam, Dr. Phan Chi Hieu, President of the Vietnam Academy of Social Sciences, representatives of a number of agencies and organizations of Vietnam and the Russian Federation, and many experts and scientists from the two countries.

Over the past 70 years, the Vietnam-Russia relationship has been continuously nurtured and developed. On the basis of political trust, sincere friendship and mutual support, the two countries have continuously promoted cooperation in many fields, from politics, diplomacy, defense, security to economy, trade, culture, education, and people-to-people exchange activities.

Speaking at the opening session, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Vietnam, Mr. Gennadiy Bezdetko said: “The Russian Federation-Vietnam relationship has shown that it is not dependent on the unstable and challenging world geopolitical situation. The experience of cooperation based on mutual trust over the years has helped the Russian Federation-Vietnam friendship overcome difficulties in a timely manner, finding solutions to the most pressing issues. The important role here is to maintain relations within the framework of the scientific community, conducting projects, joint scientific research programs, the Academies of Sciences as well as the Universities of the two countries. Scientists and analysts of Vietnam and Russia have foreseen changes in the world, have predicted crises as well as current development models in the world. Forecasts and recommendations have been sent to senior leaders of the two countries, promptly finding solutions and answers. for the challenges”.

Dr. Phan Chi Hieu, President of the Vietnam Academy of Social Sciences, emphasized the achievements in the Vietnam-Russian Federation cooperation relationship:

In terms of politics and diplomacy: The two sides maintain annual strategic dialogue mechanisms and regularly exchange high-level delegations. Recently, during the fifth visit to Vietnam by Russian President V. Putin (2024), the two countries adopted a Joint Statement and signed many cooperation documents between the governments, ministries, branches and enterprises of the two countries, including the Cooperation Program between the Vietnam Academy of Social Sciences and the Russian Presidential Academy. The two countries also always support each other in international forums such as the United Nations, APEC, ASEAN-Russia Dialogue and within the framework of cooperation between Vietnam and the Eurasian Economic Union (EAEU).

Defense and security cooperation is maintained with high reliability through annual consultation and strategic dialogue mechanisms such as the Diplomatic-Defense-Security Strategic Dialogue and the Deputy Ministerial-level Defense Strategic Dialogue, contributing to enhancing defense capacity and maintaining a peaceful and stable environment in the region.

Dr. Phan Chi Hieu, President of Vietnam Academy of Science and Technology delivered the opening speech at the Workshop.

In terms of economy and trade: Cooperation between Vietnam and the Russian Federation is recording positive changes. In 2024, bilateral trade turnover between the two countries reached 4.59 billion USD, an increase of 26.4% compared to 2023. Vietnam continues to be Russia's largest trading partner in Southeast Asia, while Russia has always been one of Vietnam's leading trading partners. Vietnam currently has a number of large investment projects in Russia with a total direct investment of 3.2 billion USD, focusing on key areas such as oil and gas exploitation, production of dairy products, banking, and commercial housing. Meanwhile, Russia currently has more than 160 investment projects in Vietnam with a total investment of nearly 1 billion USD, mainly distributed in the fields of energy, oil and gas, and transport infrastructure, contributing significantly to industrial development and improving infrastructure capacity in Vietnam.

Cooperation in culture, education, training, and people-to-people exchange has seen many positive developments, increasingly going deeper and more substantial, contributing to strengthening the friendship between the two countries. Russia continues to be a leading partner in training high-quality human resources for Vietnam with thousands of international students living and studying at prestigious Russian universities. Many generations of Vietnamese international students in Russia are holding important positions in the political system of Vietnam, in large enterprises that have made many important contributions to the socio-economic development of Vietnam.

The workshop took place on April 24 with many contents and discussion topics such as: Vietnam-Russia relations in the context of geopolitical challenges; Opportunities for Vietnam-Russia cooperation in the digital age; Vietnam-Russia relations from a historical perspective. In addition, there was a roundtable discussion program "Museum practices and traditional crafts in contemporary life" taking place at the Vietnam Museum of Ethnology (Vietnam Academy of Social Sciences).
