Delegates attending the meeting
At the meeting, the Provincial People's Council Committees reported the preliminary results of the examination of the draft resolutions submitted at the 27th Session (special session), the 10th Provincial People's Council. In particular, the Provincial People's Council's Legal Committee agreed with the Provincial People's Committee's Submission on the draft Resolution on the policy of rearranging commune-level administrative units in Bac Kan province in 2025; Submission on the draft Resolution on the policy of rearranging and merging Bac Kan province and Thai Nguyen province.
Regarding the Draft Resolution on the principles, scope, support levels and use of funds for protecting rice-growing land in the province, the Economic - Budget Committee proposed to clarify some contents on costs for agricultural extension activities; proposed to consider re-stipulating the percentage of support contents to ensure flexibility in allocating and using capital sources and organizing effective implementation. After the Resolution is approved by the Provincial People's Council, the Provincial People's Committee is requested to direct the implementation of the Resolution to ensure compliance with regulations, and guide units and localities to implement it to avoid overlapping with other agricultural extension models.
The contents were discussed and clarified by delegates at the meeting.
At the meeting, the Standing Committee of the Provincial People's Council approved the expected content and program of the 27th session; accordingly, the session will take place in half a day, on April 24, 2025.
The meeting also agreed on the content and agenda of the 28th Session (special session); the expected time to be held is May 9, 2025. The Provincial People's Council Committees must receive the submissions no later than April 25, 2025. The Provincial People's Council Standing Committee will hold an expanded meeting to review the results of the review on May 8, 2025. The Provincial People's Committee will report on the acceptance and explanation 2 days before the opening.
Concluding the meeting, Chairwoman of the Provincial People's Council Phuong Thi Thanh requested the Provincial People's Committee to revise and complete the contents submitted to the 27th Session; promptly complete the contents under the responsibility of the locality regarding the arrangement and merger of Bac Kan province and Thai Nguyen province; and effectively implement the contents of the arrangement of commune-level administrative units. The Chairwoman of the Provincial People's Council requested the Provincial People's Committee and units and localities to proactively submit the contents to ensure the progress of the 28th Session.../.
