This is the second complex in the CCS Creative Space chain of CMC , following the success of CCS Tan Thuan in Ho Chi Minh City. If CCS Tan Thuan plays the role of a data infrastructure center, CCS Hanoi is positioned as an open artificial intelligence center (C.OpenAI).
Pioneer in science and technology development, innovation and digital transformation
Speaking at the ceremony, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh congratulated CMC for starting a major project of the private economic sector in the technology field, demonstrating the determination to realize the Party's policy on breakthroughs in the development of science, technology, innovation and national digital transformation.
The Prime Minister welcomed the CMC Group's spirit of daring to think and dare to do, along with the active support of Hanoi City in developing the private economy. The Prime Minister emphasized that the country is entering a new era, an era of strong, civilized, prosperous development, standing shoulder to shoulder with the great powers, with the priority of successfully implementing the two 100-year strategic goals according to the Resolution of the 13th National Party Congress: by 2030, becoming a developing country with modern industry and high average income; by 2045, becoming a developed country with high income.
According to the Prime Minister, the decisive factor is rapid and sustainable economic growth with a growth target of 8% or more in 2025 and maintaining double-digit growth in the following years. The Prime Minister called on all people to unite, strive to develop the economy, compete to become rich legitimately, create solid resources to build a strong and prosperous country, while firmly protecting independence, sovereignty and territorial integrity.

The Prime Minister emphasized that the country is accelerating the implementation of three strategic breakthroughs to have an open system, smooth infrastructure, and smart human resources. In particular, along with the revolution in organizational apparatus, our country is resolutely implementing four Resolutions, identified as the "four pillars" including: Resolution on perfecting legal institutions and law enforcement; Resolution on breakthroughs in science and technology development, innovation and digital transformation; Resolution on international integration and Resolution on private economic development.
"We create an ecosystem where the elite, knowledge, science, technology and artificial intelligence converge. From here, we spread a culture imbued with national identity, knowledge and intelligence to the world," said the Prime Minister.
The Prime Minister requested CMC Corporation to "do what it says, do what it commits to" and produce results, products that can be "weighed, measured, and counted". The Prime Minister wishes to build and develop the CCS Complex into a "Technology Valley" of Vietnam with the goal of being a place where scientists, engineers, students and entrepreneurs can meet, create and contribute together. At the same time, develop sustainable values in the direction of digitalization, greening, humanization and globalization.
On this occasion, the Prime Minister also requested CMC Corporation to research, build and develop in the CMC Innovation Space Complex a place for disadvantaged people to access and participate in research and innovation in digital transformation and artificial intelligence in the spirit of "leaving no one behind". At the same time, the Corporation needs to cooperate closely and effectively with training institutions to develop high-quality human resources and the country's science and technology.
The Prime Minister affirmed that the Government always accompanies and creates favorable conditions for businesses to develop. The Prime Minister requested ministries, branches and Hanoi city to continue to support, promptly resolve and remove all difficulties and obstacles for the business community, including CMC Group.
Dare to dream big, dare to master technology and have the capacity to compete globally
The biggest difference of CCS Hanoi is not in the design or height of the building, but in the goal that the complex aims for: Creating an open, multi-layered creative space - where research and development (R&D) groups, start-ups, universities and technology businesses can interact, share data, develop ideas and commercialize technology products.
With a total investment of 300 million USD (about 7,800 billion VND), the complex is built on a land area of over 11,000 m², including 23 floors above ground and 3 basements, with a total floor area of over 90,000 m². CCS Hanoi is not only a technology office complex but also a comprehensive integrated ecosystem, including: Data center, R&D space, human resource training area and creative startup support area - where more than 5,000 technology engineers will work, research and connect together.
The "heart" of the entire complex is the CMC Data Center - where CMC Corporation will apply the latest generation of technology with information technology infrastructure supporting artificial intelligence, providing an AI technology ecosystem, cloud computing, information security, big data, and next-generation networks.

From this data center, other infrastructure layers are developed, operated and integrated: from the leading pure Vietnamese Cloud solution for businesses, to open data serving e-government, finance, education, defense - security. The open ecosystem C.OpenAI includes 25 core technologies developed by CMC and will be operated here. Among them are platforms that have been and are being put into practical application: CIVAMS.Face facial recognition system ranked in the Top 12 globally, smart healthcare solutions C.Health and C.Aid, C-OCR automates document processing using AI, or CLS - a tool to support the review of legal documents for the Government and people.
Mr. Nguyen Trung Chinh, Chairman of CMC Group, said that the Group aims to achieve revenue of 1 billion USD by 2028, have 10,000 employees, be present in 30 countries, and have an average growth rate of 20%/year. In particular, CCS Hanoi is a core part of the infrastructure serving the Go Global strategy, as well as a space to deploy strategic cooperation with NVIDIA, Microsoft, Samsung, Google, AWS, etc.
With great aspirations and bold ideas, the Prime Minister expects CMC Corporation to accompany the country in developing infrastructure, building institutions, training human resources and innovating organizational and management methods. The Prime Minister believes that with its far-sighted vision and decisive action spirit, CMC's Creative Space Complex will soon have products, meeting requirements and contributing to the country's rapid and sustainable development.
