The Central Propaganda and Mass Mobilization Commission delegation worked with Ninh Thuan province

At the working session, the delegation listened to the leaders of the Propaganda and Mass Mobilization Department of Ninh Thuan province briefly report on the implementation of propaganda tasks on the policy of developing nuclear power in Vietnam and the Ninh Thuan Nuclear Power Project in the recent past.

Accordingly, the locality has distributed 2,000 survey forms, directly collecting public opinion on the consensus, thoughts and aspirations of cadres, civil servants, public employees, union members, youth, association members, officers and soldiers of the armed forces and people in the province, especially key cadres and people in the project area.

Thereby, the majority of people expressed consensus on the policy, all agreeing that developing nuclear power will bring some main benefits such as: Ensuring national energy security (72%), stable energy source, low carbon emissions, green, clean (57%)... At the same time, identifying the Ninh Thuan Nuclear Power Project as an important driving force for the province's economic development, opening up opportunities to build Ninh Thuan into a "Green, clean industrial center", creating a competitive position and creating a sustainable and prosperous development environment for Ninh Thuan in the future; hoping that the investment in building the Ninh Thuan nuclear power plant will be implemented on time, schedule and according to the set plan.

Head of the Propaganda and Mass Mobilization Department of Ninh Thuan Provincial Party Committee reported on the implementation of propaganda on the project to build a nuclear power plant in Ninh Thuan in recent times.

People in the project area also expressed concerns and worries about the technology when implementing the Ninh Thuan Nuclear Power Project; compensation support prices, site clearance, risks and incidents, negative impacts on the environment, impacts on tourism development, consumption of the province's special products; impacts on human health and people's lives.

In the recent past, along with developing specific plans, assigning and arranging cadres, collaborators, and propagandists in charge of each locality to grasp all developments of public opinion, promptly advising localities to propose appropriate solutions to orient public opinion, the Propaganda and Mass Mobilization Department of Ninh Thuan Provincial Party Committee also organized a conference to study, disseminate and implement the key contents of the 13th Party Central Committee Conference on November 25, 2024; Resolution No. 34-NQ/TU of the Provincial Party Committee Standing Committee in the form of direct and online communication to key cadres from the province to communes, wards, and towns.

Based on the direction of the Provincial Party Committee Standing Committee and the Provincial Steering Committee; Ninh Thuan Provincial People's Committee and Party committees at all levels, sectors and localities have proactively promoted propaganda work on the importance, significance, purpose and requirements of restarting the nuclear power program as necessary and urgent; completed the printing of 2,000 copies of the propaganda handbook on the purpose and significance of the project, answering some issues of interest to the people; policies and plans for compensation, support and resettlement for households in the project area; at the same time, directed specialized agencies to promptly detect, combat, prevent and handle activities of spreading fake news, false, malicious information, wrong and hostile views on the internet and social networks about the policy of restarting the Ninh Thuan nuclear power plant construction project.

Organize the workshop "Orientation for socio-economic development of Ninh Thuan province in the period of 2025-2030, with a vision to 2035", as a basis for supplementing the documents submitted to the Provincial Party Congress, term 2025-2030 and proposing and recommending the Central Government to adjust, update and supplement the Provincial Planning for the period 2021-2030, with a vision to 2050, identifying the Ninh Thuan Nuclear Power Plant Project as a new growth driver for the economy, increasing budget revenue; thereby updating and adjusting economic indicators for the period 2026-2030 according to the project implementation scenario.

The representative of the Ninh Thuan Provincial People's Committee said that the total area of ​​land acquisition for the two projects is 1,279.52 hectares/1,288 households/4,911 people (of which the total area of ​​the two factory areas is 998.01 hectares; the total area of ​​the two factory resettlement areas is 119.25 hectares). Currently, Thuan Nam and Ninh Hai districts have deployed the land acquisition notice and carried out the investigation, survey, recording of the current status, measurement, counting, etc.

At the same time, it is recommended that the Central Government allow the separation of compensation, support, resettlement, and site clearance into independent component projects; assign the People's Committee of Ninh Thuan province as the competent authority to organize the implementation of the resettlement and site clearance component project of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power plant projects.

Allow Ninh Thuan to simultaneously carry out site clearance and resettlement work in parallel with the adjustment of the Ninh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister and the Provincial Land Use Planning for the period 2021-2025.

Propose that the Ministry of Finance consider and allocate central budget capital in 2025 to implement the resettlement project of Ninh Thuan nuclear power plant projects, of which the immediate need is 3,200 billion VND, the remaining amount will be fully supplemented when there are sufficient conditions in scope, boundaries, and urgent needs.

Propose that the Ministry of Agriculture and Environment give its opinion on the content of the consultation document on the implementation of the Ninh Thuan Nuclear Power Project within the Nui Chua World Biosphere Reserve, Vinh Hai commune.

Recommend that the UNESCO Vietnam Office and the UNESCO Vietnam National Commission soon issue documents guiding the contents of recommendations and suggestions related to the implementation of the Ninh Thuan 2 Nuclear Power Project within the Nui Chua World Biosphere Reserve as requested by the Ninh Thuan Provincial People's Committee.

Recommend that the Central Propaganda and Mass Mobilization Commission and the Central Steering Committee promptly issue propaganda documents on policies and tasks of nuclear power development; response to radiation and nuclear incidents, environmental radiation monitoring systems and state management capacity in the field of atomic energy, etc. to serve as a basis for propaganda, create peace of mind for the people, and contribute to strengthening people's trust in this particularly important project.

There is a plan to integrate and introduce basic knowledge about nuclear energy and nuclear power into all levels of education; organize visits and study of successful propaganda models from developed countries, such as Japan, Korea, etc., with the participation of representatives of people in the project area.

Comrade Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Ninh Thuan province, suggested that it is necessary to organize an exhibition on nuclear power locally so that people have the opportunity to access and learn, improve their knowledge about nuclear power, and create trust for people in the project area.

There are special policies in compensation, site clearance... to ensure people in the project area have a stable life after moving to a new settlement, with special attention paid to investment and care in the fields of health and education in the project implementation areas.

Speaking at the meeting, comrade Huynh Thanh Dat, Deputy Head of the Central Propaganda and Mass Mobilization Commission, emphasized: The Ninh Thuan nuclear power project is a national key project that has received special attention and drastic direction from the Party, National Assembly, and Government leaders, with urgent requirements for implementation progress.

Therefore, he suggested that local authorities step up propaganda work so that people can grasp and understand the project's policies, purposes and significance, in order to create high consensus and unanimity in the project implementation process.

The working group will receive local comments and will report and ask for the Central Government's opinions in the near future, and continue to coordinate with Ninh Thuan to better implement propaganda work on policies and tasks for nuclear power development.

The Central Propaganda and Mass Mobilization Commission will have directions to direct press agencies to focus on propagating the project to create consensus among people across the country in general and people in the project area in particular, so that people can improve their knowledge about the operation of nuclear power plants, creating trust and consensus when implementing the project.

Previously, the working delegation conducted a field survey and listened to people in the two construction areas of Ninh Thuan 1 Nuclear Power Plant (Phuoc Dinh Commune, Thuan Nam District) and Ninh Thuan 2 Nuclear Power Plant (Vinh Hai Commune, Ninh Hai District) express their agreement with the Party and State's policies; noted a number of recommendations from people in the project area, and informed people that the Central Government will choose modern and safe technology and will arrange the best new housing in conjunction with implementing social security policies for people in the project area.
