The project to settle ethnic minorities in Ea Yieng commune, Krong Pac district, Dak Lak province was invested in construction with a cost of more than 70 billion VND.

However, when the project was completed and handed over to the local authorities for management and use, problems arose, so after more than 3 years, no households have moved in. Therefore, the project is still abandoned and many items are deteriorating… causing great waste.

Ea Yieng is a commune in Region III, a particularly difficult area of ​​Krong Pac district, Dak Lak province. The whole commune has 1,400 households, more than 7,000 people, of which ethnic minorities account for 90%, mainly Xo Dang people.

Faced with the urgent need for residential and production land of the people in the commune, in 2014, the People's Committee of Dak Lak province agreed to invest in the construction of the Ea Yieng Commune Settlement Project to provide residential and production land to 128 households in five villages: Kon Tay, Cu Drang, Kon Hring, Ea Mao and Kon Wang.

The project is invested by the Project Management Board of Krong Pac district. According to the design, the project is built on an area of ​​over 47 hectares, with a total investment capital of over 70 billion VND; of which, the capital from the central budget is over 32 billion VND, the remaining amount is covered by the provincial and district budgets.

The project invests in building technical infrastructure such as: Traffic roads from the commune center to the project area, traffic roads within the project area, electricity system, public welfare works such as community houses, primary school branches, kindergartens, domestic water supply works and land reclamation for residential land, production land, etc.

Each household eligible to live in the project will be granted 200m2 of residential land and 600m2 of cultivated land. The project, implemented from 2019 to 2023, has been completed, accepted, and handed over to the locality for management and use.

However, due to some problems, the project has not been put into use yet. Specifically: The construction infrastructure has not been completed and synchronized. Items such as electricity, water, and cultivated land have not been fully constructed; the marking of plots for people has not been implemented. In particular, at some negative slope points of the project, there have been many serious landslides that have lasted for a long time, posing a danger to people living there...

In addition, the initial objective of the approved project is to invest in essential infrastructure to provide residential land and production land for 128 ethnic minority households lacking residential land and production land in five villages of Ea Yieng commune.

However, in Official Dispatch No. 530/UBND-DT dated February 12, 2025 of the People's Committee of Krong Pac district, the arrangement of households to live in the 47ha resettlement project in Ea Yieng commune is based on Decision 2085/QD-TTg dated October 31, 2016 of the Prime Minister , the beneficiaries must be poor households.

Meanwhile, many households in the list of 148 households with 740 people eligible to live in the resettlement project area, which has been adjusted and supplemented by the Provincial People's Council according to Resolution No. 47/NQ-HDND dated December 12, 2022, have escaped poverty. Therefore, the number of households eligible to live in the project is only 10 households...

These shortcomings have been repeatedly proposed by the commune authorities to higher authorities for resolution, but so far there has been no progress. Therefore, after 3 years, no households have moved to live in this resettlement project. While being abandoned, investment items such as classrooms, community cultural houses, etc. have shown signs of deterioration.

Besides, currently this project does not have a drainage system, so every time it rains, water flows everywhere, causing erosion.
