Build models
According to the leader of the Fire Fighting and Rescue Team (CNCH) of Region 3, under the Fire Prevention and Rescue Police Department of the Provincial Police, through inspections at 8 communes, wards and towns in Ninh Hoa town and Van Ninh district, up to now, 21 fire safety inter-family teams and 24 public fire fighting points have been built and maintained in operation. Compared to the first quarter of 2024, there have been 5 more fire safety inter-family teams and 3 public fire fighting points, showing the attention of local authorities. In addition, Ninh Hiep ward (Ninh Hoa) has also creatively deployed the "Mobile fire truck" model suitable for areas with many small alleys and narrow lanes - where specialized fire trucks have difficulty accessing.

The "Fire Safety Inter-Family Group" model operates based on the connection between households in the same area, forming a network of mutual support in fire prevention and response. The inter-family groups not only promote fire prevention and response but also participate in fire fighting drills, ready to support when incidents occur. The "Public Fire Fighting Points" are located in residential areas, equipped with fire extinguishers and water hoses to help people quickly extinguish fires at the early stages. The effectiveness of these models is demonstrated through 6 fires that occurred in the area, including 3 vehicle fires, 1 food service facility fire and 1 warehouse fire. Although property damage was estimated at about 592 million VND, there were no casualties thanks to the timely participation of on-site forces, in which the role of inter-family groups and public fire fighting points was effectively promoted.
Need to continue to expand
According to the assessment of the leaders of the Fire Prevention and Rescue Police Department, the success of the models is due to many factors. First of all, the local authorities have synchronously implemented plans, from issuing operating regulations, organizing fire fighting drills to mobilizing people to participate. Through inspection and review in 8 communes, wards and towns, it was shown that localities have built models of "Fire Prevention and Fighting Safety Inter-Household Group" and "Public Fire Fighting Point"; at the same time, mobilized people to open the second escape route (20,083 households, an increase of 1,351 households compared to the first quarter of 2024) and equipped with fire extinguishers (15,550 households, an increase of 1,542 households). In addition, localities have stepped up propaganda work, with 1,356 radio broadcasts, 9,215 leaflets, posters and hundreds of propaganda on social networks, contributing to raising people's awareness of fire prevention and fighting.
However, the construction and maintenance of the models still have some limitations. That is, the consolidation of the civil defense force has not ensured the minimum number of members according to regulations, especially in the two wards of Ninh Hai and Ninh Thuy (Ninh Hoa). Localities have established 77 civil defense teams with 531 members, but only 119 people have been trained in fire prevention and fighting and search and rescue, leading to limited ability to respond to major incidents. In addition, the provision of fire fighting equipment for civil defense teams has not met the requirements, causing public fire stations to sometimes not be fully effective.
To overcome these shortcomings and limitations, the Fire Fighting and Rescue Team of Region 3 has proposed many specific solutions. First, localities need to organize training courses on fire prevention and rescue for civil defense forces, ensuring that each team has enough human resources and skills to respond effectively. At the same time, localities need to increase investment in fire fighting equipment for public fire stations, especially in densely populated areas with high risk of fire and explosion. Completing facility management records, including inspection records and fire fighting practice reports, needs to be strictly implemented to ensure transparency and effectiveness in management. Along with that, replicating fire safety models such as: "Fire Prevention and Rescue Inter-family Team", "Public Fire Fighting Point" and "Mobile Fire Truck". The Fire Fighting and Rescue Team of Region 3 also recommended that superior leaders organize training courses for staff at the commune-level People's Committees to improve state management capacity on fire prevention and rescue.
