According to Kyodo News, the pepper spray attack occurred after an argument over cigarette smoke.
Lin Eric Yen Ju, an American national, used pepper spray in his car and sprayed people in the parking lot of a shopping mall in Chiba Prefecture, Japan, injuring more than 40 people, local police said.

Specifically, the 51-year-old suspect, who claimed to be a consultant, sprayed pepper spray on two elderly men at around 2:40 p.m. on May 23 in the parking lot of Aeon Mall Chiba New Town in Inzai. Dozens of people were said to have been affected by the pepper spray.
A total of 44 people, including men and women, complained of sore eyes and sore throats, 12 of whom were taken to hospital by ambulance, police said.
The suspect was arrested by police on May 24. Authorities are investigating the incident.
