EU imposes 11th package of sanctions on Russia

The EU has agreed to impose an 11th package of sanctions on Russia, aimed mainly at preventing countries and businesses from evading previous sanctions.

"Today, EU ambassadors agreed on the 11th package of sanctions against Russia. This package includes measures to prevent the possibility of circumvention of previous sanctions and targets individuals," Sweden, the rotating EU presidency, said on June 21.

The new sanctions package bans the transit through Russia of goods and technologies that could be used by the Russian military or contribute to the country's defense and security sectors.

The 11th package of sanctions also imposes restrictions on the sale of dual-use goods and technology (which can be used for both civilian and military purposes) to countries that are likely to resell them to Russia. The suspension of broadcasting by five Russian state media outlets in the EU is also extended.

In order to limit the loading of Russian crude oil or petroleum products at sea to evade EU sanctions, the new sanctions package will ban suspicious ships from docking in EU ports.

The sanctions package also adds 71 individuals and 33 entities to the EU asset freeze list for alleged involvement in the Ukraine conflict, including the illegal transfer of Ukrainian children to Russia.

Since Russia launched its military campaign in Ukraine in February 2022, the West has imposed a series of sanctions targeting many sectors of Moscow. The head of the Russian Central Bank said in April that the sanctions were stronger than expected but that the Russian economy was holding up. Speaking at the St. Petersburg International Economic Forum on June 16, President Putin assessed that the Russian economy has a positive outlook, with GDP forecast to grow by 2% this year.
