Eurowindow Holding proposes 4 solutions to the Government to overcome difficulties for real estate businesses

On the afternoon of May 24, at the Government headquarters, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee to work with ministries, branches and representatives of several large enterprises to discuss the real estate market situation. Eurowindow Holding was honored to be one of 10 business representatives participating in proposing opinions at the conference.

Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee on the real estate market situation.

Speaking at the conference, Vice Chairman of the Board of Directors of Eurowindow Holding and General Director of Eurowindow - Mr. Nguyen Canh Hong pointed out difficulties and proposed 4 important solutions to overcome difficulties for real estate businesses.

Regarding the legal issues that have persisted for many years related to the type of "residential land not forming residential units" in some resort real estate projects, Mr. Nguyen Canh Hong emphasized: "Although the National Assembly has issued Resolution 170/2024/QH15 and the Government has issued Decree 76/2025 from April 1, 2025, the current regulations are still not clear enough to remove obstacles for businesses and people."

Mr. Hong proposed that the National Assembly and the Government consider allowing the formation of "long-term residential land" in resort real estate projects, in order to unblock the currently frozen market and restore investor confidence.

Proposing to adjust regulations related to land clearance fees, Mr. Nguyen Canh Hong said: Many real estate enterprises, including Eurowindow Holding, have completed the payment of land clearance fees through local project management boards. However, according to current regulations, this amount of money is considered state capital, forcing projects to be re-auctioned. Mr. Nguyen Canh Hong said that this is "unreasonable and is creating a major barrier for investors". Business representatives proposed that the Prime Minister and the National Assembly soon issue new guidelines to exclude cases that have paid land clearance fees from auction regulations, to avoid congestion and unnecessary increases in investment costs.

In addition to the above two recommendations, the representative of Eurowindow Holding also mentioned the need to promote the handover of resettlement houses according to the ordering mechanism. According to the Vice Chairman of the Board of Directors of Eurowindow Holding: “Eurowindow Holding and many other enterprises have deployed thousands of apartments under the pilot mechanism of “ordering” commercial housing for resettlement. However, over the past four years, the apartments that have been built and completed have not been handed over, causing the enterprise to have prolonged capital backlog, severely affecting liquidity and financial efficiency”.

The current problem is that there is no clear mechanism for how Hanoi will handle the repurchase if people do not receive their houses, causing great difficulties for businesses in recovering capital and maintaining financial cycles. Hanoi has also asked the Government to propose ending the pilot mechanism, but the consequences of the old mechanism have not been thoroughly resolved.

Eurowindow Holding leaders proposed that “The Prime Minister assign the Hanoi People’s Committee to promptly repurchase the ordered housing fund and ensure the responsibility of the contract signed with the enterprise. He emphasized that resolving this problem is of utmost importance to avoid waste for the enterprise and society.”

Finally, there are shortcomings in determining land use fees. Mr. Hong said that the annual fluctuation in transfer prices when determining development revenue according to the surplus method is guided in Decree 71/2024/ND-CP. Currently, localities all use the average consumer price index of housing and construction materials for 3 consecutive years. Meanwhile, the components of this price index include electricity, water, fuel, and rent prices. Therefore, this index is not suitable for determining fluctuations in real estate transfer prices. Calculating the increase in transfer prices according to this index has led to an increase in land use fees, causing instability in land prices in the market and causing damage to businesses.

Eurowindow Holding representative proposed that the real estate consumer price index should only be composed of average price fluctuations in real estate transfers during the year. The price of comparable assets should be based on the criteria of transaction time, location of comparable real estate, and similar factors synthesized on these factors to give appropriate comparison prices, not in order of priority as in Decree 71/2024/ND-CP.

Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged the specific recommendations, based on the reality of businesses, and requested ministries and local branches to study solutions to remove bottlenecks for businesses, unblock the real estate market, and move towards more transparent and effective operations.
