
The two projects inaugurated on August 19 are Unit 1 of the Hoa Binh Hydropower Plant Expansion, Vinh Yen Transformer Station and the connecting line in Phu Tho province. At the same time, EVN also organized the groundbreaking ceremony for the Tri An Hydropower Plant Expansion project in Dong Nai province.
Important role for the national power system

The Hoa Binh Hydropower Plant Expansion Project, built in Hoa Binh Ward, Phu Tho Province, has the largest capacity in Vietnam at present, and is also an important national project, approved by the Prime Minister for investment policy. The project has a scale of expanding the plant with 2 units, total capacity of 480MW (2 x 240MW), average annual electricity output of about 490 million kWh. Total investment is more than 9,220 billion VND.
The Hoa Binh Hydropower Plant Expansion Project is being built right next to the existing hydropower plant. When put into operation, the project will contribute to increasing the peak capacity of the national power system, improving the economic operation of the Hoa Binh Hydropower Plant in the system, and reducing the working intensity of the existing units.

After successfully installing the rotor of Unit 1 on July 6, 2025, EVN has urgently carried out many electromechanical installation, testing and operation items of the unit to complete the goal of generating electricity for Unit 1 of the project on the occasion of the 80th anniversary of the August Revolution (August 19, 1945 - August 19, 2025) and National Day September 2, according to the required schedule under the direction of the Prime Minister.
As for the 500kV Vinh Yen transformer station and connecting line, this is a level 1, group B energy project, built in Binh Tuyen commune, Phu Tho province. The project has a total investment of more than 1,000 billion VND, the scale of the new construction of the 500/220/35kV transformer station includes 2 transformers of 900MVA, each transformer is connected to a combination of 3 single-phase transformers, capacity of 300MVA. The 500kV Vinh Yen transformer station was completed and energized on July 21, 2025.
After completion, the project will be connected to the 500kV Hiep Hoa-Son La, Hiep Hoa-Viet Tri and 500kV Lao Cai-Vinh Yen lines, promptly releasing power from small hydropower plants in the Northwest region and reducing electricity imports, contributing significantly to ensuring electricity in the northern region in the following years.
The power source project that EVN started on this occasion is the Tri An Hydropower Plant Expansion, built in Tri An Commune, Dong Nai Province, classified as a special project, Group A. The total investment of the project is about 3,965 billion VND. With an expected annual electricity output of about 113.1 million kWh, the project will contribute to ensuring electricity for the South and the whole country in the coming period.
Some other important objectives of the project are to make the most of the excess water discharged during flood season from the existing Tri An Hydropower Plant, increase the ability to mobilize capacity during peak hours, reduce electricity production costs and reduce greenhouse gas emissions.
Continuing the development momentum, entering a new era
Major projects such as the Hoa Binh Hydropower Plant, the 500kV North-South line circuit 1 & 2, the Son La Hydropower Plant, the 220kV Kien Binh-Phu Quoc sea line, the longest in Southeast Asia, the 110kV Ha Tien-Phu Quoc sea-crossing submarine cable project, or most recently the 500kV line circuit 3 Quang Trach-Pho Noi... affirm the mettle of EVN people with the mission of "electricity one step ahead".
Over the past 70 years, Vietnam's electricity industry has developed remarkably. If in 1954, the total capacity was only 31.5 MW, by 2025, the total installed capacity of the national power system will reach about 88,400 MW, ranking 23rd in the world and leading in ASEAN. To date, the national power grid has reached every region of the country.
Entering a new phase, EVN clearly identifies its development focus as continuing to maintain its pivotal role in ensuring national electricity supply security and energy security; implementing large projects that are transformative for the country's energy sector, while simultaneously implementing green transformation and sustainable development.
