To implement Resolution 70 of the Politburo, EVN proposed to soon calculate electricity prices with two components to help eliminate price differences between electricity buyers.

On the afternoon of September 4th, the Ministry of Industry and Trade held a conference to implement Resolution 70 of the Politburo on ensuring national energy security until 2030, with a vision to 2045.

Speaking at the conference, Deputy Minister of Industry and Trade Nguyen Hoang Long stated that Resolution 70 has become a guiding light for the entire energy sector in the new era.

"By 2025, Vietnam's power system has risen to the top of ASEAN in terms of total installed capacity, with a projected scale exceeding 90,000 MW, and is also among the top 20 countries in the world . However, the review process of Resolution 55 also clearly points out limitations and shortcomings that need to be addressed," said Deputy Minister Nguyen Hoang Long.

At the conference, Mr. Nguyen Anh Tuan, General Director of Vietnam Electricity Group (EVN), gave his opinion on the implementation of Resolution 70.

Accordingly, the Group proactively assigned its functional departments to develop programs and action plans to concretize the spirit of Resolution 70, such as: closely adhering to the guiding principles of Resolution 70, especially in perfecting the system of mechanisms and policies.

"The two-component electricity pricing mechanism needs to be implemented soon. If fully and transparently implemented, this mechanism will eliminate the need to maintain price differences between different electricity buyers," the General Director of EVN stated.

In addition, it is necessary to build a mechanism for mobilizing electricity sources in line with energy security, prioritizing base sources (coal, gas) according to their specific operating technical characteristics, while encouraging renewable energy to invest in storage systems, ensuring transparent and fair participation in the electricity market…

According to Mr. Nguyen Duc Ninh, General Director of the National Power System and Electricity Market Operation Company (NSMO), in the national energy development phase up to 2030, with a vision to 2045, the major challenges will be concentrated in the period 2027-2032 with the risk of difficulties in electricity supply and ensuring energy security.

Concluding the meeting, Deputy Minister of Industry and Trade Nguyen Hoang Long emphasized that the new Resolution is only the beginning. The biggest challenge is organizing its practical implementation.

"This is a difficult and challenging period, requiring decisiveness, creativity, and a 'act now, act immediately' spirit. The concept of taking things step by step is no longer viable; starting in 2025, we must address the difficulties and obstacles related to mechanisms and policies," the Deputy Minister of Industry and Trade emphasized.
