EVN 'marks' three key projects to celebrate 80th National Day

(Chinhphu.vn) - To celebrate the 80th anniversary of National Day, Vietnam Electricity Group (EVN) simultaneously inaugurated Unit 1 of the Hoa Binh Hydropower Plant Expansion, Vinh Yen 500 kV Transformer Station and started construction of the Tri An Hydropower Plant Expansion on the morning of August 19, 2025.

Hoa Binh expansion: Increase peak capacity, stabilize the system

The Hoa Binh Hydropower Plant Expansion Project, built in Hoa Binh Ward, Phu Tho Province, is the largest hydropower expansion project in Vietnam at present, and is also an important national project, approved by the Prime Minister for investment. The project has a scale of building and expanding the plant with 2 units, total capacity of 480MW (2 x 240MW), average annual electricity output of about 490 million kWh. Total investment is more than 9,220 billion VND.

The Hoa Binh Hydropower Plant Expansion Project is being built right next to the existing hydropower plant. When put into operation, the project will contribute to increasing the peak capacity of the national power system, improving the economic operation of the Hoa Binh Hydropower Plant in the system; reducing the working intensity of existing generators, thereby extending the life of the equipment, saving maintenance and repair costs. For the operation of the national power system, the Hoa Binh Hydropower Plant Expansion helps to improve the ability to regulate frequency, stabilize frequency, contributing to reducing system operating costs.

The rotor of Unit 1 of the Hoa Binh Hydropower Expansion Project was successfully installed on July 6, 2025.

After successfully installing the rotor of Unit 1 on July 6, 2025, EVN has urgently carried out many electromechanical installation, testing and operation items of the unit to complete the goal of generating electricity for Unit 1 of the project on the occasion of the 80th anniversary of the August Revolution (August 19, 1945 - August 19, 2025) and National Day September 2, according to the required schedule under the direction of the Prime Minister.

500 kV Vinh Yen Substation: Link connecting North - Northwest power sources

As for the 500kV Vinh Yen transformer station and connecting line, this is a level 1, group B energy project, built in Binh Tuyen commune, Phu Tho province. The project has a total investment of more than 1,000 billion VND, the scale of the new construction of the 500/220/35 kV transformer station includes 2 transformers of 900 MVA, each transformer is connected to a combination of 3 single-phase transformers, capacity of 300 MVA.

Despite many difficulties during the implementation process, with the drastic participation of local authorities and Vietnam Electricity Group, along with the high determination of contractors participating in the construction, Vinh Yen 500 kV Transformer Station was completed and energized on July 21, 2025, meeting the set schedule.

When completed, the project will be connected to the 500 kV Hiep Hoa - Son La, Hiep Hoa - Viet Tri lines, which is a transit point between two sources of thermal power and hydropower from Son La, Lai Chau hydropower plants and thermal power clusters in Quang Ninh area. This transformer station will also be connected to the 500 kV Lao Cai - Vinh Yen line after the completion of this line, promptly releasing power from small hydropower plants in the Northwest region and reducing electricity imports, contributing significantly to ensuring electricity in the Northern region in the following years. After completion, the project is very important to meet the demand for load growth of the Phu Tho province power system; creating strong links between regions in the power system, increasing the ability to operate safely and stably for the national power system.

Tri An Hydropower Plant Expansion: Optimizing resources, ensuring electricity for the South

The power source project that EVN started on this occasion is the Tri An Hydropower Plant Expansion, built in Tri An Commune, Dong Nai Province, classified as a Special Project, Group A. The total investment of the project is about 3,965 billion VND. With an expected annual electricity output of about 113.1 million kWh, the project will contribute to ensuring electricity for the South and the whole country in the coming period. At the same time, it will create conditions to promote local socio-economic development, contributing to ensuring national energy security.

Some other important objectives of the project are to make the most of the excess water discharged during the flood season from the existing Tri An Hydropower Plant, increase the ability to mobilize capacity during peak hours, reduce electricity production costs and reduce greenhouse gas emissions. The project will also help improve the ability to regulate frequency, stabilize frequency, reduce the working intensity of the units of the existing Tri An Hydropower Plant, help prolong the life of equipment, save maintenance costs, aiming at the goal of safe, efficient and sustainable operation.

According to the plan, the project will generate electricity from Unit 1 in the third quarter of 2027, and complete the project by the end of 2027. These are not just milestones, but a strong commitment from EVN to the country and people - a commitment to a quality project, on schedule and absolutely safe.

Driving national growth goals

For EVN, throughout the process of development and growth with the country, the Group has always made continuous efforts to develop the power infrastructure, ensuring electricity for the country's economic and social development. This is also the effort and dedication of the staff and workers of the Vietnam Electricity industry, always remembering and following the teachings of Uncle Ho.

More than 70 years ago, on December 21, 1954, two months after taking over Hanoi after the Liberation of the Capital, Uncle Ho visited the Bo Ho Lamp Factory and instructed the staff: "This factory now belongs to the people, to the Government, to you. You are the owners, so you must preserve the factory and make it develop further"...

Keeping in mind Uncle Ho's teachings, in recent times, a series of large-scale power projects have been completed by the staff and workers of the Electricity sector. Major projects such as the Hoa Binh Hydropower Plant, the 500 kV North-South line circuit 1 & circuit 2, the Son La Hydropower Plant, the 220 kV Kien Binh - Phu Quoc sea line, the longest in Southeast Asia, the 110 kV Ha Tien - Phu Quoc sea cable project, or most recently the 500 kV line circuit 3 Quang Trach - Pho Noi... are heroic "epic songs", affirming the mettle of EVN people with the mission of "electricity going one step ahead".

Over the past 70 years, Vietnam's electricity industry has developed remarkably. If in 1954, the total capacity was only 31.5 MW, by 2025, the total installed capacity of the national power system will reach about 88,400 MW, ranking 23rd in the world and leading in ASEAN. Of which, the total capacity of plants managed by EVN and units within EVN accounts for about 37% of the total installed capacity of the entire system.

To date, the national power grid has reached all regions of the country with 11,841 km of 500 kV lines; 20,667 km of 220 kV lines, 23,725 km of 110 kV lines; 41 500 kV transformer stations, 168 220 kV transformer stations. In 2024, the 519 km long 500 kV circuit 3 Quang Trach - Pho Noi line was completed "at lightning speed" after 6 months of construction - an achievement considered unprecedented compared to previous 500 kV line construction projects.

Total investment capital in the 2021-2025 period reached VND 482,600 billion, equal to 100.75% of the 5-year Plan assigned by the Prime Minister. Of which, the total investment capital value of the whole Group in 2024 reached VND 112,892 billion, equal to 110.8% of the plan, accounting for 70.56% of the total investment of 19 State-owned corporations and groups under the State Capital Management Committee at Enterprises; in 2025, it is estimated to reach over VND 114,000 billion, equal to 104% of the plan.

The achievements throughout its history are a testament to EVN's persistent journey and commitment to each development process of the country. Entering the new phase, EVN clearly identifies its development focus as continuing to maintain its pivotal role in ensuring national power supply security and energy security; implementing major projects that are transformative for the country's energy sector, while simultaneously implementing green transformation and sustainable development.

EVN's projects, out of a total of 250 projects started and inaugurated on this occasion, have contributed to creating a seamless and smooth North-South and East-West connection network in all aspects and levels of economic and social life. Moreover, in the context of the whole country having just carried out a comprehensive reconstruction of the local government system according to the two-level model, these projects/works play an important role in connecting new spaces, turning old administrative boundaries into unified development axes. Thereby, contributing to creating momentum and creating a position to achieve an economic growth of 8% or more in 2025 and double-digit growth in the following years; constantly improving people's lives.
