EVN will announce the monthly electricity mobilization output so that factories and units can make contingency plans to avoid power shortages during the hot season of 2024.
The power shortage that occurred in the North in the second half of May and early June 2023 left many lessons in power supply for the energy sector. Drawing on this year's experience, the Ministry of Industry and Trade has just approved a power supply plan for the peak months of the dry season (April, May, June and July 2024).
According to calculations by Vietnam Electricity Group (EVN), the total electricity production and import in the 4 summer months - the hottest time of the year - is more than 109 billion kWh. To ensure supply, the Ministry of Industry and Trade assigned EVN to develop scenarios for mobilizing electricity output each month for factories and units so that they can proactively plan electricity production.
Updated data on the electricity security plan (including preparation of coal, oil, and gas fuel for power generation and operation of hydroelectric reservoirs), especially in the North, needs to be reported by EVN to the Ministry of Industry and Trade on March 15.
"EVN needs to come up with a backup scenario for extreme situations and incidents to ensure that there is no power shortage," the Ministry of Industry and Trade noted.
Currently, EVN holds about 37.5% of the power source, PVN and TKV hold 8% and 2% of the total power source of the system, respectively. The remaining 52.5% of the source depends on private and BOT power plants. Therefore, in addition to EVN, the Ministry of Industry and Trade requests PVN to soon accept and put into commercial operation the Thai Binh 2 Thermal Power Plant, to add more power supply to the North. This group also takes responsibility for prioritizing gas supply for power production, offering prices in accordance with imported LNG gas sources.
Power corporations under PVN, TKV and investors of power plants maintain generators to "absolutely avoid incidents due to subjective causes during the peak months of the dry season". TKV, Dong Bac Corporation and investors of power plants develop detailed coal supply plans for the peak summer months.
The National Power Transmission Corporation reviews the operation plan of the 500-220-110 kV grid; safely operates the 500 kV North-South power transmission system and ensures the progress of the 500 KW line 3 circuit Quang Trach - Pho Noi project.
Previously, at the end of December 2023, Prime Minister Pham Minh Chinh requested the electricity industry to accelerate key source and grid projects and prepare backup scenarios to avoid power shortages in 2024.
Calculations by the Ministry of Industry and Trade late last year showed that if the water flow to hydroelectric reservoirs is normal, the national power system will basically have enough power. In case of extreme weather, the North may lack 420-1,770 MW during some peak hours in June and July.
This year, Vietnam's electricity production and import output is more than 306 billion kWh, of which the rainy season accounts for 52%, the rest is the dry season. EVN believes that electricity supply this year will still be difficult due to dependence on unusual weather developments and imbalances in supply and demand between regions. At the same time, management, operation, investment in construction of power source and grid projects face many difficulties.
