Nearly 300 commune-level officials and civil servants were trained in the field of finance and budget.

On the morning of August 22, Khanh Hoa Department of Finance coordinated with MISA Joint Stock Company to organize a training conference on administrative and career accounting regime for nearly 300 officials and civil servants working in finance and accounting at the People's Committees of communes, wards and special zones in the province.

At the conference, officials and civil servants were informed about the innovative contents of the administrative and career accounting regime according to Circular No. 24, dated April 17, 2024 of the Ministry of Finance guiding the administrative and career accounting regime; Circular No. 46, dated June 20, 2025 of the Ministry of Finance amending, supplementing and abolishing circulars of the Minister of Finance in the field of accounting and auditing to promote decentralization, delegation of authority and organization of 2-level local governments; instructions on the use of chapter codes of the budget table of contents and instructions on accounting work when implementing the organization of a 2-level local government model; instructions on operating the software in accordance with Circular No. 24 of the Ministry of Finance... In addition, officials and civil servants were also informed and provided with answers to the provisions of the State Budget Law (amended) to properly, fully and transparently implement the 2026 budget estimate and the annual budget settlement process. In particular, the conference also guided officials and civil servants on the use of AI (artificial intelligence) tools for accounting work to improve work efficiency.

The conference also discussed and answered some professional issues arising in communes and wards such as: Regulations on appointing accountants for specialized departments under the People's Committees at the commune level; specific instructions on payment in construction investment; registration and use of fee and charge receipts at public administrative service centers...
