On the afternoon of October 5, the People's Committee of Ky Anh town held a conference to evaluate administrative reform (AR) work in the past 9 months, deploy key tasks in the fourth quarter of 2023 and summarize and award the online contest "Learn about AD in the town in 2023".

Since the beginning of the year, with proactiveness, flexibility, and selection of key tasks to focus on, the administrative reform work of Ky Anh town has achieved many important results in all areas, contributing to improving the effectiveness and efficiency of the government apparatus at all levels; currently, the administrative reform index of Ky Anh town ranks 3rd in the province.

Based on the town's administrative reform plan for 2023, up to now, 100% of units; People's Committees of communes and wards in the town have issued the 2023 administrative reform plan and organized its implementation according to their authority. Continue to deploy and effectively apply new models, initiatives and solutions in administrative reform. Up to now, the following effective models have been completed and applied: "Directing 11/11 communes and wards to successfully organize the Digital Transformation Festival" associated with the tasks of Project 06 on national population data; "Cashless payment street" in Ky Lien ward; "Smart residential area" in Hoa Trung village, Ky Hoa commune, " Scientific and modern Reception and Result Delivery Department" in Ky Phuong ward and Ky Trinh ward...

In institutional reform, Ky Anh Town continues to effectively implement the development and promulgation of legal documents; synchronously, promptly and properly deploy legal documents at all levels in accordance with regulations.

The reform of administrative procedures continues to be urged and directed promptly. The Town People's Committee has directed the review and simplification of administrative procedures, especially those related to people and businesses; the quality and efficiency of the Town Public Administration Service Center and the receiving and returning results departments at the commune level are increasingly improved.

The work of reforming the organizational apparatus continues to be strengthened. Discipline and administrative discipline are tightened, public ethics and responsibility in handling work among cadres, civil servants and public employees continue to be improved.

In the past 9 months, the implementation of the one-stop, one-stop mechanism in handling administrative procedures (TTHC) has achieved remarkable results. Accordingly, 4,195 records have been received and processed at the Town Public Administration Center, of which 2,738 records have been processed on time.

At the reception and result delivery department, communes and wards received 15,463 records and processed 15,437 records on time. The digitization rate of records, papers, and results of handling administrative procedures of the Town Public Administration Center reached over 89% (exceeding the target set by the province by 70%); communes and wards reached nearly 86%. The town's online payment rate reached 58%; communes and wards reached over 23%; the rate of records received by the Town Public Administration Center reached over 80%...

Along with the achieved results, the conference also recognized the shortcomings and limitations in each field and locality and analyzed the causes, thereby proposing key tasks and solutions to improve the effectiveness of administrative reform work of the town in 2023.

In the coming time, Ky Anh Town aims to strengthen the direction and management in implementing new models and solutions on administrative reform, associated with enhancing the role and responsibility of heads of agencies and units in organizing and implementing; continue to aim to maintain the top position in the administrative reform index in the whole province; continue to urge and inspect specialized agencies and units under the Town People's Committee, People's Committees of communes and wards to perform administrative reform tasks. At the conference, the Organizing Committee also summarized and awarded the online contest "Learn about administrative reform of the town in 2023".

Accordingly, the contest launch time is from July 23, 2023 to August 11, 2023, the official opening time of the contest system is 15 days, starting from July 28, 2023 to August 11, 2023, with 11/11 communes and wards; 38 public and private kindergartens, primary and secondary schools; 22 agencies and units in the town participating with a total of 29,661 contestants.
