On social media, a picture of a provisional invoice for a customer of a car garage showing the fees for vehicle inspection was posted. Notably, the second item on the invoice has a cost of 1 million VND, with the words "envelope for vehicle inspection".
"Envelope for registration" was written by mistake by the accountant.
According to the investigation, this provisional invoice is from Garage BV Canada (address: No. 29, Lane 15, Tran Phu Street, Ha Tinh City), charged for a car with license plate 38D**, a red Kia Morning on May 11.
The provisional invoice shows the amount of more than 5 million VND, including 60,000 VND for car washing; 1,000,000 VND for the inspection envelope; 480,000 VND for mandatory inspection; 1,410,000 VND for road and bridge costs; 330,000 VND for inspection fee; 500,000 VND for inspection fee + removal of car bumper stickers; invoice debt on May 5 is 1,310,000 VND.
Talking to VietNamNet, Ms. Bui Thi Oanh (manager of Garage BV Canada) confirmed that the above provisional invoice was from the garage she is managing, provisionally calculated for a customer named P. (residing in Ha Tinh City).
Ms. Oanh said that on May 10, a customer named P. brought the car to the garage for inspection and asked the garage to take the car for registration. After that, the garage sent someone to take the customer's red Kia Morning car 38D** to the Motor Vehicle Registration Center 3805D in Huong Long Commune, Huong Khe District (Ha Tinh) for registration.
By the morning of May 11, the garage had issued a provisional invoice to the customer for 5 million VND. The female manager explained that the "envelope for vehicle inspection" was written incorrectly or missing by the accountant.
"I instructed the accountant to pay the 1 million VND to the worker, the cost for the worker to take the customer's vehicle for inspection. The content of the "envelope for inspection" means the worker's wages. Because the accountant did not write the invoice completely, there was a misunderstanding," said the female manager.
In response to the question "Does the garage inform the customer of the inspection fee in advance?", Ms. Oanh explained: "Usually, when customers come here, they are informed of the price in advance before starting the work, but this is a sensitive issue because it is a friend's side so they do not inform the cost, it is obvious that if they take the car for inspection, they will have to pay the fee. Even when the work is done, if I give them a price and they refuse to pay, I will pay for it myself, we are friends so it is not important."
Ms. Oanh also said that this was the first time this had happened at the garage. "I read the content on the invoice and found it too sensitive. When we learned about the problem, we asked the accountant to report the incident," Ms. Oanh added.
The inspection center does not accept envelopes from customers.
The representative of the investment group of the 3805D Motor Vehicle Inspection Center said that after learning about the information appearing on social networks about "envelopes for inspection", the group asked the staff at the center but no one admitted to doing so.
“I asked Mr. Phan Trong Doan, Director of the Vehicle Inspection Center, but Mr. Doan confirmed that the center did not receive envelopes from customers. It is also possible that the garage collected money from customers and then listed it, we do not know about this. The center has invited the police to investigate to clarify who is at fault,” said a representative of the investment group.
"Before operating the center, we thoroughly informed our colleagues, clearly stated our commitment, and required our staff not to accept any money from customers other than the mandatory costs," said a representative of the investment group of this inspection center.
