According to the leader of the Department of Natural Resources and Environment, sand prices in Ha Tinh are more expensive than in some other localities due to the province's strict mineral management.
On July 14, at the 14th session of the Ha Tinh Provincial People's Council, Mr. Le Ngoc Huan - Director of the Department of Natural Resources and Environment received many questions related to sand auctions.
Mr. Phan Tan Linh (Nghi Xuan district) said that the sand source in Ha Tinh only meets a very small part of the actual demand, and the price of sand is more expensive than in some other provinces. "Is there illegal sand mining? What solutions does the Department of Natural Resources and Environment have to overcome the situation where the price of sand purchased by businesses at the mine is higher than the price regulated by the Provincial People's Committee?", he asked.
Mr. Le Ngoc Huan admitted that the price of sand in Ha Tinh is more expensive than in some other localities, the reason is due to the province's strict mineral management. Ha Tinh's sand resources are not abundant because most of the rivers flowing through the area are small, narrow, and steep, while the province is promoting planning.

When auctioning sand mines in Ha Tinh, the starting price is 50,000-70,000 VND per cubic meter, each price step is 5%, the enterprise that bids the highest amount wins. According to the leader of a mineral exploitation company, other localities have few competitors, enterprises participating in the auction from one to two price steps to win ownership. Meanwhile, in Ha Tinh, they have to raise the price step 10-20 times to have a chance.
"Ha Tinh's sand reserves are planned to be about 14 million m3 with 37 mines, while Nghe An has 50 million m3 and Quang Binh has 20 million m3. Therefore, when auctioning, there will be great competition, many people will participate, so the price will be pushed up," said Mr. Huan.
Currently, the price of sand for filling in Ha Tinh is 88,000-89,000 VND per cubic meter, Nghe An 90,000-136,000 VND, Quang Binh 46,000 VND. Construction sand in Ha Tinh is about 140,000-160,000 VND per cubic meter, Nghe An 120,000-160,000 VND, and Quang Binh 80,000-140,000 VND.

Regarding illegal sand mining , the Director of the Department of Natural Resources and Environment of Ha Tinh said "the above incident happened somewhere". He informed that localities were building new rural areas and mining sand for construction works. When the Department discovered it, "the district asked for it, the commune asked for it, so it was very difficult to handle". In addition, there were cases where people living near rivers and alluvial plains excavated a few trucks of modified sand to build houses.
"The Department would like to accept this issue and request that districts and communes continue to perform their State management role in the area to prevent this situation," said Mr. Huan.
According to the forecast of the Department of Construction, by 2030 Ha Tinh will need more than 53 million m3 of rock, more than 46 million m3 of fill soil; more than 26.4 million m3 of sand... for construction development needs. Currently, the total remaining reserve of fill soil is more than 29.2 million m3, which is nearly 17 million m3 short of the forecast demand of the Department of Construction by 2030.
