According to the appendix attached to the draft, the new electricity tariff will consist of 5 tiers instead of the current 6. Specifically, tier 1, for the first 100 kWh, will cost 1,806.11 VND/kWh; tier 2, from 101 to 200 kWh, will cost 2,167.33 VND/kWh; tier 3, from 201 to 400 kWh, will cost 2,729.23 VND/kWh; tier 4, from 401 to 700 kWh, will cost 3,250.99 VND/kWh; and tier 5, from 701 kWh onwards, will cost 3,612.22 VND/kWh.

Notably, with the aim of designing the price tiers to minimize the impact on electricity users, the electricity prices for the tiers from 401-700 kWh and from 701 kWh onwards, according to the Ministry of Industry and Trade , are designed to offset revenue losses for the lower tiers. The Ministry of Industry and Trade argues that the price increase between tiers is reasonable and consistent with global trends to encourage efficient and economical electricity use by increasing the price difference between the first and last tiers. However, the draft decision still does not address the issue of cross-subsidization in electricity pricing. Specifically, the electricity price for production during off-peak and peak hours, according to the draft, remains lower than the average price, only 52-67% during off-peak hours and 78-90% during normal hours. Meanwhile, the retail price for household electricity is only 90% of the average retail price for the first tier (100 kWh). From tier 2 onwards, the price of electricity for household use is 108-180% higher than the average electricity price.
