(GLO) - The People's Committee of Gia Lai province has just issued Decision No. 49/2026/QD-UBND promulgating forest fire forecast levels and tables for looking up forest fire forecast levels in the province. Accordingly, forest fire forecasts are divided into 5 levels, from level I to level V.

Specifically, Level I (low level) indicates a low risk of forest fires, with the arrow pointing to level I on the forest fire forecast sign. The Chairman of the People's Committee at the commune level directs the Commune Forest Fire Prevention and Control Command and forest owners to coordinate with the Forest Ranger force to implement the forest fire prevention and control plan; organize inspections, guide the zoning of shifting cultivation areas, disseminate information and educate on forest fire prevention and control, and clear undergrowth and burn fields in accordance with regulations.

Level II (medium level) indicates a high risk of forest fires; the risk of forest fires is at a moderate level, indicated by the arrow pointing to level II on the forest fire forecast sign. The Chairman of the People's Committee at the commune level directs the Commune Command Board and forest owners to strengthen inspections, supervise the deployment of guards, and ensure that forces are ready to promptly extinguish forest fires when they first occur, and provide guidance on slash-and-burn farming techniques.

Level III (high level) is characterized by prolonged dry weather, making forest fires more likely; emphasis should be placed on fire prevention for forest types such as pine, eucalyptus, acacia, bamboo, etc.; the potential for widespread fire spread is high, indicated by an arrow pointing to level III in the forest fire risk forecast.

At this level, the Chairman of the People's Committee of the commune directs the Commune Command Board to coordinate with the Forest Protection Department to urge forest owners to implement forest fire prevention and control measures, and to strictly control slash-and-burn farming. Forest owners must regularly organize patrol forces and inspect the contracted forest management and protection forces, especially regarding the clearing of undergrowth for reforestation.

The patrol force is on duty 10/24 hours a day (from 10:00 to 20:00), with particular attention paid to peak hours (from 11:00 to 19:00). When a forest fire occurs, the Chairman of the People's Committee at the commune level has the right to mobilize forces, vehicles, and equipment from organizations and individuals under their management to participate in firefighting.

Level IV (dangerous level) is characterized by dry, prolonged drought conditions, a high risk of large forest fires, and rapid fire spread. The risk of large forest fires is indicated by an arrow pointing to level IV on the forest fire risk warning sign.

To prevent forest fires at this level, the Chairman of the People's Committee at the commune level and the Commune Command Board directly supervise forest fire prevention and control in the locality. Forest owners and the Forest Ranger force regularly conduct strict inspections in key areas prone to fires.

The patrol force must be constantly present in watchtowers and in the forest field, ensuring 12/24 hour duty (from 9 am to 9 pm daily), especially during peak hours (from 11 am to 7 pm), promptly detecting fires, raising the alarm, and mobilizing forces and equipment to extinguish them immediately.

In cases exceeding the control capacity of the commune level, the Chairman of the Commune People's Committee shall report to the Provincial People's Committee, requesting reinforcement of firefighting forces and equipment when necessary. Regular and timely information on forest fire risk forecasts and warnings shall be disseminated through mass media, including the forest fire risk forecast level and the daily forest fire situation in the locality.

For level V (extremely dangerous), the weather is dry, with prolonged drought, posing a high risk of large and rapidly spreading fires in all types of forests; the fire spreads very quickly, indicated by an arrow pointing to the number V on the forest fire risk warning sign.

The Chairman of the Provincial People's Committee directly instructed the Forest Protection Department, the Department of Agriculture and Environment, the commune-level Command Boards, and forest owners. The fire prevention and fighting police force, in coordination with the Forest Protection force, intensified strict inspections in key fire-prone areas, ensuring 24/7 monitoring, and increased checks on people and vehicles entering the forest.

At the same time, regularly and promptly disseminate information on forest fire risk forecasts and warnings, regulations on the use of fire in and around forests, and the daily forest fire situation in the locality through mass media.

When a fire occurs, forces and resources must be mobilized immediately to extinguish it, and an investigation must be conducted to verify the cause and apprehend the perpetrators for strict punishment. In cases of large fires that exceed control capabilities, or smaller fires that pose a risk to the public, national security and defense, or the safety of important structures, or buildings and structures with a high risk of fire and explosion, the Chairman of the Provincial People's Committee requests the Central Government to provide additional firefighting forces and equipment.

In this decision, the Provincial People's Committee also assigned the Department of Agriculture and Environment to provide guidance on the use of forest fire forecast tables as prescribed.
