At the Conference, the Provincial People's Committee reported on some socio -economic development results in the first 6 months of the year, orienting key tasks and solutions for the last 6 months of 2025. Accordingly, the gross regional domestic product (GRDP) of Gia Lai province (new) increased by 7.5%, ranking 22nd out of 34 provinces and cities nationwide (GRDP of Binh Dinh province previously increased by 7.92% and Gia Lai province previously increased by 6.9%). The main economic sectors all grew quite well compared to the same period, in which: Agricultural, forestry and fishery production activities developed stably, the added value of the whole industry increased by 4.4%. Industrial production achieved high growth, with the added value of the whole industry increasing by 10.5%. Trade and service activities continued to develop strongly. Tourism developed vigorously; organized many major events and festivals, attracting nearly 7.5 million visitors (Binh Dinh province 6.5 million, Gia Lai province 0.9 million), contributing to creating strong spillovers to promote economic growth pillars, especially services - tourism and trade.
The total state budget revenue in the two provinces has grown significantly, which is a bright spot in the economic picture of the province, contributing to creating resources for socio-economic development and local infrastructure, with a value of 13,656 billion VND, reaching 57.2% of the annual estimate. (Total budget revenue in Binh Dinh province previously reached more than 10,055 billion VND, reaching 57.7% of the annual estimate, up 55% over the same period; total budget revenue in Gia Lai province previously reached 3,597 billion VND, reaching 55.9% of the plan, up 4% over the same period). The disbursement rate of public investment capital in the two provinces is higher than the national average.
Along with that, the province always pays attention to investing in cultural, sports, educational and medical activities; infrastructure, human resources and service quality are increasingly improved, meeting the needs of the people. National defense and security are maintained; administrative reform has achieved many positive results; the operational efficiency of the government apparatus at all levels has been gradually improved.

Based on the results achieved in the first 6 months of the year, the Provincial People's Committee has directed the development of an economic growth scenario for the last 6 months of the year and the growth target for the whole year of 2025. Accordingly, in the last 6 months of 2025, the determination is to achieve the GRDP growth target of 7.1 - 7.7% (of which, Binh Dinh region increases by 8.3 - 8.7%, Gia Lai region increases by 5.7 - 6.5%); for the whole year of 2025, GRDP growth is from 7.3 - 7.6% (of which, Binh Dinh region increases by 8.1 - 8.3%, Gia Lai region increases by 6.2 - 6.7%).
In addition, under favorable conditions, especially key projects and works are deployed and completed according to the set plan, difficulties and "bottlenecks" in key projects are focused on resolving drastically and effectively; The Provincial People's Committee strives to direct and operate to achieve and exceed the set target, bringing the GRDP growth rate for the whole year of 2025 to an increase of 8%. Of which, region I increases by 4.9%, region II increases by 10.5%, region III increases by 8.5% and product tax minus product subsidy increases by 4.9%. This is a challenging target but also a driving force for the entire political system and people in the province to unite, act, and move towards the common growth target.

At the Conference, the Provincial People's Committee assigned socio-economic development targets to 77 communes and wards in the western region of Gia Lai. For the 77 communes and wards in the western region of the province, this is the first time the province has organized the assignment of key socio-economic development targets and key tasks. This is both a challenge and an opportunity for localities to demonstrate their dynamism, creativity and determination to rise up, focusing on innovating the way of directing and operating, taking people and businesses as the center of service, associated with the responsibility of the leader. The content of the assignment of key targets and tasks to 77 communes and wards includes 24 targets covering socio-economic fields; at the same time, 2 groups of key tasks are identified, including: General key tasks and key tasks by sector and field; closely and scientifically unified with the system of socio-economic development planning indicators of the province, demonstrating synchronization and consistency from the provincial to the grassroots level, localities completing assigned targets will help the province complete the set planning goals.
Speaking at the Conference, Chairman of the Provincial People's Committee Pham Anh Tuan emphasized that in order to achieve the target of 8% GRDP growth as required by the Central Government, it is necessary to have the drastic participation of the entire political system of the province, especially the communes and wards in the Tay Gia Lai area. He affirmed that the potential and development space of the Tay Gia Lai area is still very large, however, this area is currently facing some difficulties and has not been effectively exploited. Therefore, in the past time, the provincial leaders have focused on directing and working directly in this area to remove difficulties and quickly develop the Tay Gia Lai area.

The Chairman of the Provincial People's Committee said that currently, the merged communes and wards are facing a number of common difficulties, including: lack of facilities and equipment, not meeting work requirements; shortage of staff, especially in areas such as land and finance. Faced with these difficulties, the Provincial People's Committee has proposed solutions to promptly resolve them. Specifically, the Provincial People's Committee has developed a plan to submit to the Provincial Party Committee Standing Committee on funding support for localities to invest, upgrade, repair facilities and purchase necessary equipment. At the same time, it has directed departments and branches to develop plans to train and improve the capacity of local staff, as well as implement plans to transfer provincial-level staff to communes and wards in the form of secondment to support work.
Regarding the operation of 135 Commune-level Public Administration Service Centers, the Chairman of the Provincial People's Committee requested to ensure smooth, quality and effective operation. Leaders of communes and wards need to proactively grasp and cover the work in the spirit of "specific work - specific direction", must be close to the people, promptly resolve the legitimate requests of people and businesses. The Chairman of the Provincial People's Committee emphasized that localities must fundamentally change the way of operation from administrative control and management to a creative, service-oriented, people- and business-centered administration.

Emphasizing the spirit of working quickly and decisively with the slogan "doing all the work, not running out of time", "not accepting excuses, only accepting results", the Chairman of the Provincial People's Committee requested local leaders to uphold their sense of responsibility and determination to complete the province's socio-economic targets, striving to achieve the GRDP growth target of 8% as set.
Provincial Party Secretary Ho Quoc Dung gave a directive speech
Speaking at the conference, comrade Ho Quoc Dung acknowledged and welcomed the proactive and timely spirit of the Provincial People's Committee in organizing the conference to assess the situation and deploy key tasks. He said that after operating the two-level local government model, the Provincial Party Standing Committee directed the members of the Standing Committee to go directly to the grassroots to grasp the actual situation and listen to the thoughts and aspirations of cadres and people.
In the coming time, the Provincial Party Standing Committee will continue to assign members of the Standing Committee, members of the Provincial Party Executive Committee, and leaders of departments, branches, and sectors to monitor and take charge of specific areas in order to promptly support and resolve difficulties and problems at the grassroots level.
The Provincial Party Secretary affirmed that the organization of the two-level government apparatus at the local level has basically fulfilled its tasks well in the past time, which has been highly appreciated by the Central Government. In particular, the activities of the Public Administration Service Centers continue to be ranked among the top in the country, contributing to improving the efficiency of management, operation and quality of service to people and businesses.
Based on the assignment of targets, the Provincial Party Secretary requested the leaders of communes and wards to review the potential, advantages and development space of each locality to update and supplement the draft documents of the local Party Congress. The documents of the congress must clearly demonstrate the strategic vision, innovative thinking and strong aspirations of each locality. Localities must develop plans and programs to concretize into actions, assign each responsible unit, and assign tasks clearly and specifically according to the Prime Minister's "6 clear" working spirit: "clear people, clear work, clear time, clear responsibility, clear products, clear authority". Localities must be serious and proactive in their work, absolutely not forming a mentality of waiting and relying on others. Along with that, urgently complete the planning work, including construction planning and land use planning in August 2025.
