Gia Lai: Merging public service units to streamline the organizational system.

The People's Committee of Gia Lai province has developed a plan to continue merging public service units to streamline the organizational system in order to strictly implement the resolutions and conclusions of the Central Committee, the Politburo, the Secretariat, and the conclusions of General Secretary To Lam on the restructuring of public service units, state-owned enterprises, and organizations within the state administrative system.

Accordingly, Gia Lai province will merge two state-run legal aid centers into one center under the Department of Justice, with its operating expenses covered by the state budget.

For the Department of Internal Affairs, the merger of three units (the Employment Service Center, the Provincial Historical Archives Center, and the Provincial Center for Care and Rehabilitation of Meritorious Persons) into one unit, with its operating expenses guaranteed by the state budget, will serve the state management of the Internal Affairs sector.

For the Department of Education and Training, the province will retain the existing public high schools; and consolidate 25 Continuing Education Centers and Vocational Education - Continuing Education Centers into 16 Continuing Education Centers and Vocational Education - Continuing Education Centers providing services across multiple communes and wards.

For the Department of Agriculture and Environment, the province will merge the Center for Digital Transformation of Agriculture and Environment into the Provincial Land Registration Office.

For the Department of Culture, Sports and Tourism, the province merged four units: Gia Lai Provincial Library, Pleiku Library, Provincial Traditional Arts Theater, and Binh Dinh Traditional Martial Arts Center into a single public service unit with state budget-funded recurrent expenditures and functions serving state management; merged Gia Lai Provincial Museum and Pleiku Museum; and merged Gia Lai Provincial Sports Training and Competition Center and Pleiku Sports Training and Competition Center.

The province maintains and increases the level of autonomy to self-sufficiency in recurrent expenditures according to the roadmap for some units that do not yet meet the regulations; at the same time, it transfers some units to the commune/ward level for management, such as health stations, livestock and veterinary stations, and crop and plant protection stations (of the communes/wards before the merger).

According to this plan, the agencies not subject to restructuring include: agencies without affiliated public service units (such as the Department of Ethnic Minorities and Religion, the Department of Foreign Affairs, the Provincial Inspectorate, and the Provincial People's Committee Office) and agencies with only one affiliated public service unit or units that are basically self-sufficient in covering their operating expenses.

The Provincial People's Committee assigns the leaders of the People's Committees of communes and wards to coordinate in receiving tasks, personnel, finances, assets, etc., when transferred, and to rearrange and reorganize them in accordance with the law.

The restructuring aims to ensure suitability to the practical situation of each sector, field, and agency, without affecting the quality and efficiency of public service delivery, especially basic and essential public services that meet the needs of the people. The province clearly defines the responsibilities of agencies and units subject to the restructuring, and the implementation roadmap to ensure efficient, effective, and effective operation, without duplication of functions and tasks.
