The duties and powers of the Steering Committee are to assist the Standing Committee of the Provincial Party Committee in leading, directing, guiding, and urging Party committees, units, and localities to develop a Project to rearrange and reorganize commune-level administrative units in accordance with principles and standards, ensuring that local authorities at the grassroots level are close to the people, serve the people, report to competent authorities for consideration, comment, and implementation after being approved by competent authorities in accordance with regulations. The Steering Committee works on a part-time basis.

Steering Committee members perform tasks as assigned by the Head of the Steering Committee.

The Provincial Party Committee's Organizing Committee is the Standing Body of the Steering Committee. The Head and Deputy Head of the Steering Committee use the Provincial Party Committee's seal to operate. The Steering Committee dissolves itself after completing its tasks.
