Previously, on August 27, Hoa Binh Ward Police received a report from Ms. Nguyen Thi Th. (born in 1987, residing in residential group 7, Hoa Binh Ward), about her son Tran Manh T. (born in 2007) showing signs of being suspected of being kidnapped.
The incident occurred at around 10:00 a.m. on August 27. After T. drove the motorbike with license plate number 15AA-08004 away from home, Ms. Th. received a call from the phone number 0838.606.131 asking the family to pay a ransom to release T., and many strange phone numbers continuously called, threatening to "cut off T.'s arms and legs" if the money was not received.

Suspecting that this was a form of “online kidnapping”, Hoa Binh Ward Police requested the Criminal Police Department to assist in the investigation. The Criminal Police Department sent a working group led by Lieutenant Colonel Vu Huu Hieu, along with Hoa Binh Ward Police, to deploy professional measures and conduct verification to clarify the case.
Through checking the security camera system in the area, the police discovered that T.'s motorbike was parked at the Thu Bien motel (Bach Dang ward). Also from the camera data, it was determined that T. had left the motel, got into an Xpander car with an unknown license plate and headed towards Thuy Nguyen ward (in the same city of Hai Phong ).
During the working process, the Working Group discussed with Mrs. Th.’s family about the methods and tricks of the “online kidnapping” crime. Afterwards, the family contacted T. by phone to explain and clearly inform about the tricks of the scammer, asking her to stop following all the instructions of the subject.

Next, the Working Group identified clues about T's journey and approached him when he was on his way to Quang Ninh province.
According to Tran Manh T.’s report, he had previously received a phone call from a person claiming to be a police officer, saying that he was involved in two cases involving drugs and illegal trading of personal data. This person asked T. to pay 200 million VND to have the above charges cleared, and also asked him to access a chat group on social media to follow their instructions.
Due to panic, T. followed the subjects' requests, however, the incident was prevented by the police in coordination with the family, T. was rescued in time and brought home safely.
Through the above incident, the police agency recommends that people should stay calm when receiving information about a relative being "kidnapped". Absolutely do not transfer money at the request of the subject. Immediately contact the local police agency for support in handling the case. At the same time, be vigilant with strange calls, requests to record videos, take photos or move unusually...
