Reporting to the Deputy Prime Minister on public investment disbursement, Mr. Phan Van Mai - Chairman of the Ho Chi Minh City People's Committee said that in 2024, the Prime Minister assigned a capital plan to the city of 79,263 billion VND, the city has assigned 100% of the capital and up to this point has disbursed 16,871 billion VND, reaching a rate of 21.29%.
Mr. Phan Van Mai admitted that this rate is very low compared to the city's plan and the national average. The reason is that due to the city's characteristics of having large capital sources and slow capital allocation in the medium term, investment preparation is slow.
Currently, the city still has 63,000 billion VND in investment capital that needs to be disbursed from now until the end of the year, of which about 30,000 billion VND is for site clearance. City leaders affirmed that they have divided the remaining capital into groups to disburse. "HCMC is still persistent in its target of disbursing 95%, although it has to calculate every day to be able to achieve that goal," said Mr. Mai.
A representative of Binh Duong province said that compensation and site clearance are still bottlenecks affecting the progress of project construction. The procedures for land acquisition, compensation, and resettlement support for projects are lengthy and complicated, and compensation and support policies are not suitable to reality.
In addition, coordination in resolving difficulties and problems for investors is sometimes not timely, affecting the progress of projects.
Previously, Deputy Minister of Planning and Investment Do Thanh Trung informed that the total state budget investment plan for 2024 assigned by the National Assembly and the Prime Minister to 6 localities in the Southeast region is more than 128,580 billion VND.
The Ministry of Planning and Investment believes that the reason for the slow disbursement is still due to the shortcomings in the organization and implementation at the localities. With the same legal basis, there are ministries, central agencies, and localities that disburse well and vice versa.
According to disbursement data from the Ministry of Finance, the total estimated disbursed capital by September 30 of 6 localities in the region is more than 45,594 billion VND, reaching 35.46% of the plan.
Deputy Prime Minister Le Thanh Long affirmed that the disbursement rate of 6 localities in the Southeast region (under the inspection and supervision of Working Group No. 3) is still low, only reaching 35.46% in total, lower than the national average (47.29%). Therefore, localities must be more determined and closely follow the solutions for better implementation.
The Deputy Prime Minister requested that localities focus on reviewing, classifying, and more closely assessing difficulties and obstacles, and resolutely overcoming issues within their authority.
In addition, the Deputy Prime Minister also noted that localities should strengthen coordination, coordination capacity as well as the responsibility of officials performing public duties. Promote decentralization and delegation of authority as well as create favorable conditions for the implementation of decentralized rights.
