Resolve issues of concern to voters sent to the 11th Session of the 18th Provincial People's Council on investment in irrigation infrastructure and other infrastructures.

Receiving opinions and recommendations from voters sent to the 11th Session of the 18th Provincial People's Council, term 2021-2026, the People's Committee of Thanh Hoa province has directed departments, branches, provincial units, People's Committees of districts, towns, cities and related units to focus on resolving issues of concern and recommendations from voters.

Voters of Thanh Hoa City requested the Provincial People's Committee to urge the investor to speed up the construction progress to complete and put into operation the Solid Waste Treatment Plant in Dong Nam Commune (Dong Son) according to the assigned time after the departments, branches and sectors worked with the investor. According to the settlement results, the project of the Domestic Waste Treatment Plant in Dong Nam Commune (Dong Son) has completed all construction items, installed the solid waste treatment line equipment and incinerator. The project has been granted Environmental License No. 35/GPMT-BTNMT by the Ministry of Natural Resources and Environment on February 2, 2024, and the Fire Prevention and Fighting and Rescue Police Department has issued Official Dispatch No. 16/NT-PCCC on January 16, 2024 approving the results of fire prevention and fighting acceptance and is coordinating with the Ministry of Construction to complete the acceptance of the construction work. In order to put the project into operation soon to solve the environmental pollution situation, on March 8, 2024, the Department of Natural Resources and Environment chaired and coordinated with relevant departments, branches and Ecotech Company to remove difficulties and obstacles. Therefore, based on the proposal of the Department of Natural Resources and Environment, the Provincial People's Committee will consider directing departments, branches, Dong Son District People's Committee and Thanh Hoa City People's Committee to resolve according to regulations, and soon put the factory into operation.

Voters of Thanh Hoa City requested the Provincial People's Committee to inspect and handle the situation of oversized, overloaded vehicles, vehicles carrying construction materials without tarpaulins falling onto the road on National Highway 45 through An Hung Ward and vehicles running into the Vuc Industrial Cluster on roads in Dong Vinh Commune, causing environmental pollution, unsafety, damage to roads in the commune and difficulties for people's travel and production. According to the results of the settlement, the Inspectorate of the Department of Transport has inspected and handled oversized, overloaded vehicles, vehicles carrying construction materials without tarpaulins operating on National Highway 45 through An Hung Ward and vehicles entering and exiting the Vuc Industrial Cluster. Up to now, the above situation has basically ended. The Provincial People's Committee will request the Provincial Police to direct functional forces to regularly patrol and control to promptly handle violations (if any) on National Highway 45; at the same time, coordinate with the Department of Transport in the implementation process.

Thanh Hoa City voters proposed that the province supplement medical staff and nursing staff in preschools. At the same time, respectfully request that the province have a mechanism to provide financial support for contract teachers for schools lacking teachers and have specific support levels. According to the settlement results, regarding the proposal that the province supplement medical staff and nursing staff in preschools: The Provincial People's Committee responded in Report No. 216/BC-UBND dated September 29, 2023. Regarding the issue of having a mechanism to provide financial support for contract teachers for schools lacking teachers and have specific support levels: On December 27, 2023, the People's Committee issued Decision No. 4989/QD-UBND on assigning the number of contract workers working as teachers to receive financial support in public preschools and generaleducation institutions in the province in 2024 according to Decree No. 111/2022/ND-CP of the Government.

Voters of Quang Chau ward (Sam Son city) requested the province to upgrade the road from National Highway 47 to Regiment 762 and soon construct the coastal road through Quang Chau ward. According to the settlement results, for the coastal road through Quang Chau ward: Up to now, the volume of site clearance work has been completed at 27.67/29.9 km (reaching 92.5%), construction has been carried out on 4.65/29.9 km, including the section Km36+566.64-Km38+377.14 in Sam Son city (from Nam Song Ma avenue to National Highway 47). To soon complete the project and put it into operation, the Provincial People's Committee will direct the Thanh Hoa Traffic Construction Investment Project Management Board to focus on accelerating the project implementation progress; direct localities to soon complete the handover of clean sites to the construction contractor, ensuring the project completion progress. Regarding the road upgrade, the section from National Highway 47 to Regiment 762: Currently, the People's Committee of Sam Son City has urged the contractor to complete the project according to the approved design (expected to be completed in the second quarter of 2024). Along with that, the degraded locations have been temporarily renovated to ensure safety for people during traffic.

Voters of Quang Chau ward (Sam Son city) requested the Provincial People's Committee to pay attention to investing funds to upgrade the Thong Nhat river dike to ensure safety during the flood season. According to the settlement results, on January 19, 2024, the Provincial People's Committee issued Official Dispatch No. 1049/UBND-THKH on the investment policy for the project to upgrade the North bank of Thong Nhat river and the South bank of the district river in Sam Son city; in which the Department of Finance was assigned to review and advise the Provincial People's Committee to arrange capital sources to increase revenue and save provincial budget expenditures to implement the project to upgrade the North bank of Thong Nhat river and the South bank of the district river in Sam Son city if the prescribed conditions are met and the capital sources are balanced.

Voters of Sam Son City requested the Provincial People's Committee to review and consider changing the land use purpose for projects that have recovered land after 5 years of not implementing the project, to avoid the situation of suspended planning and land retention, causing waste of land resources. According to the settlement results, land recovery and changing the land use purpose to implement investment projects must fully comply with current legal regulations. Request the Sam Son City People's Committee to inspect, review, report to the Provincial People's Committee in writing and propose specific projects.

Voters of Nghi Son town proposed that the Provincial People's Committee invest in ditches along Provincial Road 512 through Lan village, Phu Son village, Cac Son commune; speed up the completion of East-West Road 4 through Truong Lam commune. According to the settlement results, regarding the investment in ditches along Provincial Road 512 through Lan village, Phu Son village, Cac Son commune: Currently, the Department of Transport is implementing the project to repair the road surface and drainage system from Km7+00 to Km8+00; railings, expansion joints of Thi Long bridge at Km9+682 of Provincial Road 512 with a total investment of 6.2 billion VND, scheduled to be completed in the fourth quarter of 2024. Regarding speeding up the completion of East-West Road 4 through Truong Lam commune: Currently, the project has been completed and handed over for use in February 2023.

Voters of Hoang Ngoc commune (Hoang Hoa) requested the province to pay attention to building a drainage ditch on Highway 510B from Ngoc - Thanh intersection to Hoang Dong. Currently, the drainage ditch has not been built, making it very difficult for people to travel during the rainy season. According to the results of the settlement and implementation of Decision No. 4828/QD-UBND dated December 18, 2023 of the Provincial People's Committee Chairman on approving the list of repair works for provincial roads under the 2024 road maintenance plan, the Department of Transport is implementing the project to repair the road surface and drainage system from Km8+200-Km10+00/DT.510B with a total investment of 9.0 billion VND, scheduled to be completed in the fourth quarter of 2024.

Voters of Hoang Ngoc commune (Hoang Hoa) proposed that the Provincial People's Committee direct the contractor to speed up the construction progress of the coastal road passing through Hoang Hoa district from Hoang Ngoc commune to Sam Son, which is slow. According to the settlement results, in order to soon complete the project and put it into operation, the Provincial People's Committee will direct the Thanh Hoa Traffic Construction Investment Project Management Board to urge investors to focus on speeding up the project implementation progress; direct localities to soon complete the handover of clean land to the contractor, ensuring the project's completion progress.

Voters of Quang Xuong district requested the Provincial People's Committee to soon provide specific instructions on handling surplus public assets after the merger of communes, put them into use soon, and avoid damage and deterioration if left for a long time, such as: Village Cultural House, Commune Office, School, etc. According to the settlement results, the plan to rearrange and handle surplus houses and land in Quang Xuong district has been approved by the Chairman of the Provincial People's Committee in Official Dispatch No. 12723/UBND-KTTC dated August 30, 2023. Request the Quang Xuong District People's Committee to study, review, develop a handling plan and accompanying documents for each individual surplus house and land, and submit it to the Provincial People's Committee for consideration and approval.

Voters of Nga Son district proposed to invest in a pumping station project to drain the northern part of the district in the areas of Nga Tan, Nga Tien, Nga Thai at Truong Son sluice, Nga Thai commune to serve production and flood prevention work for the people of Nga Son district. According to the settlement results, the proposed location for the construction of the above pumping station is not consistent with the planning of Nga Son district; Nga Son district People's Committee has updated the investment location for the construction of the above pumping station in the adjusted content of the Construction Planning of Nga Son district, Thanh Hoa province until 2045 in Document No. 45/TTrUBND dated February 6, 2024. After the planning of Nga Son district is approved for adjustment, there will be a basis for proposing investment in the project in the coming time.

Voters of Nga Son district requested the Provincial People's Committee to direct the relevant agencies to inspect, survey, and promptly find solutions to invest in and upgrade the dike lines under the province's management in the district. According to the settlement results, the Len River left dike line is included in the investment list for the renovation of some sections in Decision No. 3249/QD-BNN-PCTT dated August 25, 2022; The Can River left dike line has completed the cross-section construction, and the dike surface has been hardened from K7+840 - K8+720; the new sea dike line has been completed. Other dike lines will be gradually proposed for upgrading when funding is available.

Voters in Dong Son district petitioned that due to the impact of the North-South Expressway construction, the section passing through Dong Hoa commune (Dong Son) has filled up the irrigation and drainage system for more than 100 hectares of agricultural land in Hien Thu, Phu Minh, and Chinh Binh villages (Dong Hoa commune). The province is requested to consult with the Project Management Board to find temporary solutions for the irrigation and drainage system and soon build a collector road to facilitate agricultural production. According to the settlement results, on May 26, 2023, the Department of Transport coordinated with the People's Committee of Dong Son district and the People's Committees of related communes to organize a working session with the Thang Long Project Management Board to agree on the work contents. Up to now, the Thang Long Project Management Board has directed the contractor to complete the collector road and complete the connection of drainage ditches with sewers.

Voters of Dong Son district requested the province to direct Song Chu One Member Co., Ltd. to invest in upgrading and renovating Dong Thinh Pumping Station. According to the settlement results, the project to repair Dong Thinh Pumping Station, Dong Thinh Commune (Dong Son) has been allocated funding by the Provincial People's Committee from the budget source for implementing the policy of protecting and developing rice-growing land in 2024 in Decision No. 4848/QD-UBND dated December 19, 2023 on assigning the State budget revenue estimate in the area; local budget revenue and expenditure and allocating the local budget expenditure estimate in 2024, Thanh Hoa province, with a total investment of 8 billion VND, the allocated budget in 2024 is 3.4 billion VND, to implement the investment in upgrading and renovating. Currently, Song Chu One Member Co., Ltd. is organizing the preparation of a technical economic report - project estimate, expected to be implemented and completed in 2024.

Voters of Dong Son district requested the Provincial People's Committee to pay compensation for site clearance to households whose rice fields next to the expressway have been recovered, but have not yet received support money. According to the settlement results, the payment of compensation for site clearance for the expressway project for households with agricultural land within the recovered area for project implementation was basically completed in 2021. Up to now, according to the report of the Dong Son District People's Committee, there is still 1 household that has not agreed on inheritance rights, so it has not received compensation and support for site clearance. The Dong Son District People's Committee is propagating and mobilizing households to agree on inheritance content and receive compensation for site clearance so that the district can complete the site clearance work before May 30, 2024. In the coming time, the Provincial People's Committee will direct the Dong Son District People's Committee to urgently resolve and report the results to the Provincial People's Committee.
