- In recent years, implementing the central government's directives and orientations, the Provincial People's Committee has paid special attention to administrative reform in general and the settlement of administrative procedures (TTHC) in particular with many specific and drastic solutions. In fact, the implementation and settlement of administrative procedures at all three levels in the province have never been as quick, modern and effective as now, gradually creating satisfaction for individuals and organizations.
Along with the whole country, according to regulations, the process of handling administrative procedures at three levels of government in the province usually goes through 4 main steps: receiving - appraising documents - handling - returning results. In which, handling administrative procedures is the most important step. Previously, handling administrative procedures was relatively complicated, cumbersome, going through many stages, "many doors", now, thanks to the reform of administrative procedures being vigorously implemented in the whole province, this is becoming simpler and simpler according to the "one-door" mechanism, in particular, information on procedures is transparent, convenient to look up, modern reception process creates clear results.
People-centered service
With the goal of "taking people as the center, taking people's satisfaction as a measure to evaluate the quality of administrative procedure reform", in 2021, the Provincial People's Committee issued Decision No. 1495/QD-UBND approving the Administrative Procedure Reform Project of Lang Son province for the period 2021 - 2025 and orientation to 2030, setting out 6 specific goals and 6 tasks to be implemented. In particular, it is emphasized that in order to realize the goals and tasks of the Provincial Administrative Procedure Reform Project, agencies and units need to promote and enhance personal responsibility, especially the heads of agencies and units.
Dinh Lap district is one of the units that pay attention to and effectively implement administrative reform, in which the role of the leader is actively promoted. The most obvious result is that in 2023, in the ranking of district-level People's Committees on administrative reform index, Dinh Lap broke through to the top of the ranking with 89.01%, up 10 places compared to 2022; the satisfaction rate with the service of state administrative agencies in the district has now reached 100%; the rate of files resolved before and on time in the whole district is over 98%. Notably, up to now, Dinh Lap district has not had any petitions or complaints about the activities of the "one-stop" department or complaints about officials and civil servants.
Mr. Nguyen Van Ha, Chairman of the District People's Committee, said: Right from the beginning of the year, we have directed the issuance of a plan to implement the work of controlling and reforming administrative procedures; assigned one leader of the District People's Committee to directly monitor this work. At the same time, the District People's Committee also requested leaders of agencies and units to seriously implement the contents of reviewing and reducing the time limit for settlement; receiving and settling administrative procedures closely related to the people such as the judicial and land sectors; propagating and guiding people to use online public services... to avoid delays in records, requiring weekly reports to the District People's Committee and being responsible to the Chairman of the District People's Committee if violations occur. At the same time, requesting the Chairman and Vice Chairman of the People's Committee of communes and towns to assign and sign and approve administrative procedure records, not making organizations, individuals and businesses wait for a long time.
At the same time, the Provincial People's Committee also directed agencies and units to pay attention to posting and publicizing administrative procedures under their jurisdiction in accordance with regulations on form and quantity. Currently, the whole province has 1,806 administrative procedures under the jurisdiction of all levels of government, of which the provincial level has 1,436 administrative procedures, the district level has 262 administrative procedures, and the commune level has 108 administrative procedures; 100% of these procedures have been published on the National Database of Administrative Procedures at the National Public Service Portal and promptly posted on the province's electronic information portal according to regulations. In particular, 100% of "one-stop" departments at all levels have deployed the posting and publicization of administrative procedures using QR-Code to facilitate people's searching and learning.
Ms. Hoang Thi Luan, Deputy Director of the Public Administration Service Center, Office of the Provincial People's Committee, said: People and organizations when submitting online administrative procedures only need to use a smartphone using the camera application or Zalo application to scan the QR-Code of the name of the administrative procedure. Scanning the QR code helps people save time, effort and reduce travel, promote efficiency, limit the number of documents that need to be supplemented and verified, leading to delays in processing. Administrative procedures are made public and transparent, creating favorable conditions for individuals and organizations to easily access when transacting; improving the quality of administrative procedures right from the first stages.
One of the important solutions directed by the Provincial People's Committee to implement is to promote the implementation of online public services, ensuring the principle of putting users at the center. Up to now, the Provincial Information System for Handling Administrative Procedures has deployed 1,871 online public services (DVCTT) (including DVCTT of the Electricity Company), of which 1,027 are full-process public services and 516 are partial public services, while 328 are only at the level of providing lookup information. From 2022 to now, the whole province has received more than 1.8 million administrative procedure records, of which more than 1 million records were received online (accounting for over 56%); 100% of these administrative procedure records have been received, processed in accordance with regulations and returned on time. Accordingly, the Provincial People's Committee has requested agencies and units to arrange a team of cadres and civil servants to ensure expertise, professionalism, and information technology to receive and return administrative procedure results via public services to the people; invest in technical infrastructure to serve the implementation of administrative procedures on the network environment. Currently, 100% of agencies and units have high-speed Internet connection and the LAN system is fully built. Auxiliary equipment such as printers, photocopiers, scanners, and network equipment are basically equipped; 100% of agencies and units in the province are fully equipped with computers.
Positive results
With the close attention and direction of the Provincial People's Committee and the efforts and active participation of agencies and units in the province, the way of thinking and perception of people when coming to administrative agencies to carry out administrative procedures has been gradually changed; the satisfaction rate of people and businesses has been increasingly improved, reaching 100% by 2024. This is an encouragement for all levels and sectors to continue to fully implement regulations on public and transparent administrative procedures, strengthen inspection of the implementation of administrative procedure control at affiliated agencies and units according to the provisions of law, promptly handle petitions, reflections and recommendations of people.
In early December 2024, we had the opportunity to visit Chi Minh commune, a particularly difficult commune in Trang Dinh district. 99% of the commune's population is ethnic minorities and its economic conditions are still difficult. Although the facilities are still lacking, up to now, the rate of online records received and processed has reached 100%, exceeding the target by 15%; the rate of online payment on the National Public Service Portal has reached 57.69%, exceeding the target by 12.69%; the rate of records resolved before and on time has reached 100%; 98% of people are satisfied when coming to perform administrative procedures at the commune's "one-stop" department. Notably, Chi Minh commune is the only unit of Trang Dinh district to be awarded a certificate of merit by the Chairman of the Provincial People's Committee for its outstanding achievements in the emulation movement "Promoting the modernization of "one-stop" departments at district and commune levels in Lang Son province".
Mr. Hoang Van Lau, Pac Bo village, Chi Minh commune said: Currently, going to the commune and district headquarters to do administrative procedures is no longer as difficult as before because now the reception process is very quick, especially with land procedures. In particular, I find it more convenient to do procedures through online public services. We are guided by officers and civil servants to set up accounts and follow the process step by step. The settlement of procedures is also done quickly, with results returned on time.
Not only that, the implementation of administrative procedures has achieved positive results. From the beginning of 2024 to now, the whole province has received and resolved more than 400,000 administrative procedure records, of which the rate of administrative procedure records resolved before and on time reached 99.8%; The Chairman of the Provincial People's Committee approved the reduction of the processing time for 54 administrative procedures (exceeding the plan of 4 administrative procedures) with a total reduction of 561.5/1,659.5 days, reaching 33.8%. Along with that, the province's data integration and sharing platform (LGSP) has been maintained in stable operation, successfully connecting to 42 information systems and databases, including 24 information systems and databases of central ministries and branches (national database on population; business registration; insurance; online criminal records).
It can be seen that the settlement of administrative procedures at all three levels in the province is increasingly quick, modern, and effective, contributing to the overall results of the province's administrative procedure reform. In the coming time, the Provincial People's Committee will continue to modernize the direction and operation methods to serve people and businesses, focusing on further perfecting the software and systems for implementing public services; increasing investment and equipment for digital transformation.
