The Hai Phong City Civil Defense Command has issued a telegram on issuing alert level 1 on the Thai Binh river system.
Currently, due to the impact of widespread heavy rain combined with regulation by upstream hydroelectric reservoirs, the water level of Thai Binh River and Kinh Thay River is rising. Rivers in the downstream area of the estuary fluctuate according to the influence of the tide.
The water level at 7:00 p.m. on October 7 on the Thai Binh River at Pha Lai was 4.39m (0.39m above alarm level 1), at Cat Khe was 3.84m (0.34m above alarm level 1); Kinh Thay River at Ben Binh was 3.22m (0.28m below alarm level 2); Kinh Mon River at An Phu was 2.21m (0.01m above alarm level 1).
According to the warning, from the night of October 7 to October 10, on the Thai Binh River and Kinh Thay River, there is a possibility of a flood with a flood amplitude of 1.5m to 3.0m.
During this flood, the flood peak on the rivers is likely to be at alert level 1 to below alert level 3. High flood levels on the rivers cause flooding in low-lying areas, floating flats in the middle of the river, and riverside areas with a flood depth of 0.3-0.8m, some places are deeper, and the flood time can last from 2 to 3 days. It is necessary to guard against the risk of landslides and erosion of riverbanks.
Faced with complicated weather developments, the City Civil Defense Command requested the Civil Defense Commands of communes, wards (with dykes), and sectors to deploy forces, conduct patrols and guard dykes according to alarm levels, promptly detect and handle any damage to dykes, embankments, and culverts from the first hour.
Authorities and local governments should strengthen inspection of the closure of culverts under the dike. Strictly implement regulations on the closure and opening of culverts under the dike during the flood season. Culverts that still need to drain floodwaters must be on duty 24/7 and closed as soon as the water level of the river outside is equal to the water level in the fields.
Authorities continue to closely monitor recently completed dike repair projects, key dike points, especially sluice gates, and review the preparation of materials, equipment, and human resources according to the "four on-site" motto, which can be mobilized immediately when needed.
Authorities and local governments must strictly manage the wharves on the river banks and vehicles traveling on the dike, check and immediately move production vehicles, and clear flood obstacles on the river banks.
The Hai Phong City Civil Defense Command requested the Bac Hung Hai Irrigation Works Exploitation One Member Limited Liability Company; Hai Duong Urban Works Management Joint Stock Company; Hai Phong Drainage One Member Limited Liability Company; Irrigation Works Exploitation One Member Limited Liability Companies under the city to coordinate with the Civil Defense Commands of communes and wards to proactively organize the implementation of pumping and drainage to protect production, prevent and combat flooding in low-lying areas, urban areas, industrial parks under the direction of the City People's Committee and the Ministry of Agriculture and Environment.../.
