The Hong right dike section through Chan Ly commune (Ly Nhan) is about 7 km long, passing through 6 villages (village 1 Phu Thuong, village 2 Vu Dien, village 3 Tram Khe, village 9 Dong Lu Trung Thuong, village 8 Dong Lu Ha, village 7 Cao Hao). Currently, the dike roof and base have many wild plants, fruit trees, short-term crops, and B40 mesh fences of families living along the dike, posing a potential risk of affecting the dike and the effectiveness of disaster prevention and control work.
Based on that reality, on April 15, 2024, the People's Committee of the commune organized a campaign to clear and clear the right dike corridor of Hong. The clearance range upstream of the dike from the edge of the dike to the upstream is 6m in the area bordering Dao Ly commune to Boi Vu Dien near point 137; from the dike slope to Boi Vu Dien to the border of Tran Hung Dao commune and from the edge of the dike to the upstream is 13m, the downstream side clears the entire area to the end of the dike foot.
To effectively implement the clearance campaign, the Commune People's Committee established a working group consisting of: leaders of the Commune People's Committee, Commune Police, functional agencies, officers of the Ly Nhan District Dike Management Department, and heads of villages with dikes to inspect and make records of households violating the regulations. On that basis, responsibility was assigned to households with trees and assets within the clearance area to complete the demolition before April 12, 2024. For households leaving soil, rock, and waste materials on the dike roof, they themselves moved all materials out of the violation location to hand over the roof and dike surface. During the propaganda and mobilization period, if households do not clear themselves, the Commune People's Committee will handle them according to regulations and households will be responsible for any damage related to trees and assets.
Mr. Vu Anh Trung, Vice Chairman of the Commune People's Committee, said: This is an important task for the locality, so the commune requests the Fatherland Front, Party cells, and mass organizations to step up propaganda work to union members, association members, and people according to the plan of the Commune People's Committee. Based on the assigned tasks, the branches and village heads will develop detailed and specific plans on materials and human resources to participate and coordinate with households participating in the clearance of violations. The commune police will ensure good security and order, and strictly handle cases of intentional resistance that affect the clearance of the dike corridor in the area.
Together with the forces participating in the dike clearance campaign this time, the Commune People's Committee signed a contract to hire a business with full range of vehicles to carry out the task. Including 4 excavators of various types, 3 chainsaws, lawn mowers and 2 cars to transport trees, weeds, and waste to the centralized treatment site. As a result, from April 15 to May 10, the commune organized the clearance of the dike corridor of 104 households in violation, specifically in Phu Thuong village 1 with 18 households, Vu Dien village 2 with 17 households, Tram Khe village 3 with 13 households, Dong Lu Trung Thuong village 9 with 16 households, Dong Lu Ha village 8 with 12 households, and Cao Hao village 7 with 28 households. The main violations were the unauthorized planting of fruit trees, short-term crops, fences, concrete piles, B40 nets... especially 4 households in Cao Hao village 7 built livestock barns and one household in Dong Lu Trung Thuong village 9 had a construction material storage area. All violations were cleared in accordance with regulations, on average, each day during the campaign, about 60 truckloads of garbage, materials, and trees were transported to a centralized collection point far from residential areas for processing according to regulations. The total estimated cost for the dike corridor clearance this year in Chan Ly commune is about 400 million VND. The initial results after the clearance have been recognized and highly appreciated by all levels and sectors for the drastic organization and implementation, contributing to ensuring the safety of the dike corridor and meeting the requirements.
Mr. Vu Anh Trung, Vice Chairman of the Commune People's Committee, added that after the clearance was completed, the Commune People's Committee required all households that violated the law to sign a commitment not to re-offend to ensure the safety of the dike protection corridor in the area. In addition, the commune determined that clearing and clearing the dike corridor is a regular and continuous task of the locality and people living along the dike. From there, incidents such as landslides and erosion of the dike surface and dike slope can be promptly detected so that the relevant agencies can take measures to handle them, contributing to improving the effectiveness of natural disaster prevention, control and rescue work.
