In Decision No. 1889/QD-TTg, the Prime Minister appointed Mr. Le Quan, Chairman of the Council and Director of Hanoi National University, to hold the position of Deputy Minister of Education and Training .

Prof. Dr. Le Quan was born in 1974 in Hanoi, his hometown is Quang Ngai. He is a member of the 14th and 15th National Assembly in Ca Mau province. He has a high level of political theory, a doctorate in management science from Toulon University (France), and is an expert in human resource development and entrepreneurship. He was appointed associate professor in 2009 and professor in 2017.
Mr. Le Quan has held leadership and management positions such as: Head of Human Resource Management Department (University of Commerce), Member of the Board of Directors of the Francophone Entrepreneurship Institute, Member of the Executive Board of the network of scientists researching entrepreneurship (Francophone University Organization), in charge of international training projects at the University of Commerce, and in charge of Filière Francophone on business administration.
He was Director of the Center for International Training and Education (University of Economics - Vietnam National University, Hanoi); Head of the Personnel Organization Committee; Member of the Standing Committee of the Party Committee, Head of the Party Organization Committee, Deputy Minister of Labor, War Invalids and Social Affairs; Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee of the Provincial People's Committee, Chairman of the People's Committee of Ca Mau province.
As Deputy Minister of Labor, War Invalids and Social Affairs (2017 to 2019), Mr. Le Quan made his mark by promoting the application of information technology and administrative reform. The areas under his charge such as social insurance have seen many innovations, and the restructuring of vocational education has seen many breakthrough results. In addition, he has also made many contributions in proposing and developing a social security support package for those affected by the COVID-19 pandemic.
During his time working in Ca Mau (from August 2020 to June 2021) as Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Ca Mau province, he made many breakthrough and innovative contributions in directing and operating the economic and social development of this province.
From June 2021 to present, Mr. Le Quan has held the position of Chairman of the Board and Director of Hanoi National University.
