Efforts to effectively implement social insurance and health insurance policies in new communes and wards

The provincial Social Insurance cooperated with Thanh Hoa Medical College to organize a booth to propagate, consult and answer questions about health insurance policies for students.

In the past time, the provincial Social Insurance has organized the implementation of policies and laws on social insurance, health insurance, unemployment insurance in general and the collection and development of social insurance, health insurance, and unemployment insurance participants in particular. Based on the budget assigned by Vietnam Social Insurance, the Revenue Management Department has coordinated to advise the industry leaders to assign revenue and expenditure estimates and targets to strive for developing participants, reducing the amount of late payment of social insurance, health insurance, and unemployment insurance for grassroots social insurance. The Revenue Management Department has also proactively advised on the issuance of guiding documents and implementation of the collection and development of participants and the recovery of late payment of social insurance, health insurance, and unemployment insurance; advised on the development and adjustment of scenarios for developing social insurance and health insurance participants according to the scenario content to organize implementation; Regularly coordinate with collection service organizations to expand and develop the network of collection staff and collaborators for social insurance and health insurance to carry out propaganda, mobilization, and development of voluntary social insurance participants, health insurance with state budget support and family health insurance... The grassroots social insurance agencies have proactively and flexibly implemented synchronous solutions, ensuring that operations are maintained smoothly, effectively, and without interruption. They have arranged for social insurance officers to be on duty at commune-level public administrative centers to advise, guide, receive and return administrative procedure results in 100% of communes and wards in the province.

Up to now, the whole province has 19 service organizations that have signed contracts to authorize the collection of social insurance and health insurance with the social insurance agency (in which the provincial social insurance agency has signed contracts to authorize the collection of social insurance and health insurance with 2 collection service organizations: Provincial Post Office , PVI Thanh Hoa Insurance Company; grassroots social insurance agencies have signed contracts to authorize the collection of social insurance and health insurance with 17 collection service organizations) to carry out the collection of voluntary social insurance and self-paid health insurance in the province with 1,109 collection points and 2,241 collection staff, thereby actively contributing to the development of social insurance and health insurance participants.

The Social Insurance sector also advised and proposed to include targets and plans for implementing the roadmap for social insurance, health insurance, and unemployment insurance in resolutions and socio -economic development programs of localities; review the establishment and consolidation of steering committees for implementing social insurance and health insurance policies at all levels; promote the roles and responsibilities of departments, branches and sectors in organizing and implementing social insurance, health insurance, and unemployment insurance policies to ensure the completion of set targets and goals for developing social insurance, health insurance, and unemployment insurance participants...

According to the report of the provincial Social Insurance, in the first 8 months of 2025, the estimated results of the work of collecting and developing compulsory social insurance participants were 459,110 people, reaching 98.07% of the plan assigned by Vietnam Social Insurance, an increase of 42,565 people (10.22%) over the same period in 2024. The number of voluntary social insurance participants was 105,095 people, reaching 74.86% of the plan assigned by Vietnam Social Insurance, an increase of 20,014 people (23.52%) over the same period in 2024. The number of unemployment insurance participants was 439,717 people, reaching 99.53% of the plan assigned by Vietnam Social Insurance; an increase of 47,979 people (12.25%) over the same period in 2024. The number of health insurance participants was 3,323,619 people, reaching 94.49% of the plan assigned by Vietnam Social Insurance; increased by 28,269 people (0.86%) compared to the same period in 2024. Total revenue from social insurance, health insurance, and unemployment insurance is 9,648,443 million VND, reaching 67.02% of the plan assigned by Vietnam Social Security. The management of issuing social insurance books to social insurance participants reached a rate of 98.2% compared to the number of employees participating in social insurance, of which the number of newly issued social insurance books was 35,389 books, re-issued was 18,907 books; 117 cases of working time were combined; and 73,307 participants were confirmed for social insurance and unemployment insurance payment time. The number of health insurance cards issued with validity as of August 31, 2025 was 3,259,355 cards.

Mr. Dang Sy Muoi, Director of Nong Cong Social Insurance, said: From July 1, 2025, when the two-level local government comes into operation, the Social Insurance at the grassroots level has coordinated with the People's Committees of communes and relevant departments and offices to review and make a list of social insurance and health insurance contributions for participants according to the People's Council's resolution. At the same time, ensure full issuance of health insurance cards for groups supported by the budget such as meritorious people, veterans, children...; promptly process records for many groups of subjects. Of which, 100% of cadres, civil servants, public employees and workers in the communes have been reported to increase; groups participating in health insurance supported by the State budget have also been reviewed and fully supplemented...

In addition to the achieved results, the implementation process still has some difficulties and problems that need to be further resolved, such as: Regarding technical infrastructure, some professional software sometimes still has problems, leading to some steps having to be processed manually, prolonging time and easily causing errors; there are still many people receiving pensions via ATM who have not supplemented or updated data, causing certain difficulties in payment and management...

Mr. Nguyen Khac Tuan, Director of the Provincial Social Insurance, said: In the coming time, the Provincial Social Insurance will continue to promote communication activities to create a wide spread, raise awareness and consensus of the people on social insurance, health insurance, and unemployment insurance policies. Along with that, assign collection officers to coordinate with units, People's Committees of communes and wards to remove obstacles in implementation and urge the creation of lists, update them in the management software in a timely manner, ensuring that no subjects are missed; at the same time, urge administrative units, People's Committees of communes and wards to promptly transfer social insurance and health insurance contributions according to regulations. Flexible and synchronous implementation of solutions to develop social insurance and health insurance participants; review, arrange, consolidate, and streamline the organizational apparatus associated with streamlining the payroll, building a team of civil servants with qualities, capacity, and prestige, meeting the requirements of the tasks; assign and assign tasks according to the motto "clear people, clear work, clear responsibilities, clear time, clear results"; At the same time, build an action program suitable to local practical conditions, thereby contributing to ensuring social security in the area.
