On February 17th, Mr. Nguyen Van Hieu, Director of the Ho Chi Minh City Department of Education and Training, sent a document to the heads of the Education and Training Departments of Thu Duc City and other districts and counties, and the principals of high schools, requesting that the leaders of these units urgently implement measures regarding extracurricular tutoring.

Accordingly, the relevant units are to organize, disseminate, and publicize Circular 29 on regulations regarding supplementary teaching and learning to officials, civil servants, teachers, staff, students, and parents. All officials and teachers in the city's education sector must strictly adhere to the regulations on supplementary teaching and learning; develop plans for inspection and review; and resolutely prevent any unauthorized supplementary teaching and learning from occurring inside or outside schools.
Continue to implement synchronized solutions to ensure the quality of the 2018 General Education Program. Regular and periodic tests and assessments must be consistent with the 2018 General Education Program and should not create pressure for students to attend extra classes.
Absolutely no laxity should be placed on organizing review and remedial classes for students whose academic results are below par; schools should organize intensive review sessions for entrance exams and graduation exams for final-year students according to the school's educational plan; schools should recognize this as their responsibility to help students meet the required learning outcomes for each subject and grade level as stipulated in the 2018 General Education Program. Schools should promptly identify, address, and propose appropriate solutions to difficulties and obstacles encountered during the implementation of Circular 29.
Absolutely no extra tutoring should be organized for primary school students.
Regarding the Department of Education and Training, the official document states that it must strictly implement the directives of the Chairman of the People's Committee of Thu Duc City and the districts and communes on guiding and inspecting extracurricular tutoring activities in the area. Emphasis should be placed on thoroughly explaining to primary schools the absolute prohibition of organizing extracurricular tutoring for primary school students, as stipulated in Clause 1, Article 4 of Circular No. 29/2024/TT-BGDĐT; directing unit heads to adjust and develop plans for implementing the two-session-per-day program in accordance with the requirements of the 2018 General Education Program; and strengthening and supplementing club activities, talent development activities (art, sports, etc.), and life skills training, ensuring they are appropriate to local characteristics and the time available for parents to drop off and pick up their children.
The Director of the Department of Education and Training also emphasized to the district education and training departments the importance of taking measures within their authority or reporting to the competent authorities regarding cases of violations of regulations on tutoring and supplementary classes in their areas.
